SAN DIEGO (CNS) - For the fourth time in a week, San Diego County public health officials reported a record-high number of daily COVID-19 cases, with 440 new positive cases recorded Friday.It's the fifth time in six days that health authorities reported more than 300 new COVID-19 cases and the first day yet with new cases topping 400. The total number of cases recorded since the pandemic began is now 12,401, and with six additional deaths reported Friday, the number of deaths increased to 358.Of those deaths, four men and two women died between June 13 and June 24, and ranged in age from late 50s to mid-90s. All had underlying medical conditions.The county recorded 6,824 COVID-19 tests Friday, 6% of which returned positive. The 14-day rolling average positive test rate is 3.4%.More than 300 cases were reported on Sunday, Monday, Wednesday and Thursday this week.Another community outbreak was reported Friday in a business, bringing the number reported in the last week to six -- falling below the threshold the county set in a set of 13 "triggers" announced earlier this month for the first time since June 18.Community-transmitted COVID-19 outbreaks activated one of those triggers on that date, placing a pause on any additional openings allowed by the state.The county could take industry-specific actions, pause all reopening efforts or even dial back reopenings if enough of the metrics rise above a certain threshold. The threshold for community outbreaks -- defined as three or more lab-confirmed cases from different households -- was fewer than seven in a week's span.A "modest uptick" in the number of hospitalizations and ICU visits also has officials worried."The sense of community we brought together at the beginning of this to slow the spread is the same one we need to summon now," County Supervisor Nathan Fletcher said Wednesday. "It's natural to see the spread when things start to reopen. What we want to avoid is an exponential spread."Fletcher said individual choices to do everything possible to prevent the spread would be vital in coming weeks. Frequent hand washing, wearing facial coverings in public and maintaining social distancing would all continue to make the difference in how quickly the illness makes its way through the community.Fletcher and his wife, Assemblywoman Lorena Gonzalez, announced late Thursday afternoon they are going into quarantine due to possible coronavirus exposure."We were notified today that we had close contact with an individual who has tested positive for COVID-19," Fletcher and Gonzalez said in a joint statement Thursday. "While we have both tested negative and have no symptoms, we will be following the public health guidance of a 14-day quarantine for those who have been in contact with a positive case."Among those who have contracted the disease in the San Diego region, 1,706 -- or 13.8% -- have required hospitalization. A total of 466 patients -- representing 3.8% of all cases, and 27.3% of hospitalized cases -- have been admitted to an intensive care unit.Dr. Wilma Wooten, the county's public health officer, said a significant spike in cases could be traced to the periods following restaurants opening, churches allowing services, and the mass protests calling for police reform."These could influence cases going forward for days, weeks or months," she said Wednesday.Wooten, suggesting how long the COVID-19 pandemic could impact the region, said it may not be safe for people to have gatherings at their homes "until sometime next year."The historic Hotel del Coronado reopened Friday after shuttering for the first time in its history.It will be open at reduced capacity and with fewer amenities.CVS Health is opening three no-cost testing sites Friday at select CVS Pharmacy drive-thrus in San Diego County. Self-swab tests will be available to individuals meeting U.S. Centers for Disease Control and Prevention criteria, in addition to state and age guidelines.Patients must register in advance to schedule an appointment at https://www.cvs.com/minuteclinic/covid-19-testing. Patients will be required to stay in their cars and will be directed to the pharmacy drive-thru window or a location in the parking lot, where they will be provided with a test kit and given instructions, and a CVS Pharmacy team member will observe the self-swab process to ensure it is done properly.Tests will be sent to an independent, third-party lab for processing and the results will be available in about three days.The testing sites opening Friday in San Diego County are located at the following CVS pharmacies:1810 Main St., Ramona;6265 El Cajon Blvd., San Diego; and800 Palm Ave., Imperial Beach. 4695

SAN DIEGO (CNS) - Four men allegedly bringing several dozen pounds of drugs through the coastal North County were arrested today following a road chase from Solana Beach to Carlsbad, authorities said.The pursuit began about 10:30 a.m., when detectives tried to pull over a vehicle with five people in it on Interstate 5 near Lomas Santa Fe Drive, according to sheriff's officials.The driver refused to yield, continuing on to the north for about four miles before exiting onto Encinitas Boulevard, Sgt. Bill Kerr said.There, one of the passengers, 24-year-old Gabriel Albert Delosreyes, got out of the vehicle and allegedly made a futile attempt to escape on foot.As deputies chased down Delosreyes, the fleeing driver -- later identified as Juan Manuel Villalobos, 28 -- got back onto I-5 and went north for several more miles, then exited at La Costa Avenue and headed east along the southern shoreline of Batiquitos Lagoon, Kerr said.Reaching a residential area off Levante Street and Caminito Monarca, just east of El Camino Real, Villalobos pulled over, jumped out of the vehicle and ran off with his remaining companions.One of the four, an unidentified woman, managed to escape, but deputies quickly captured Villalobos along with cohorts Marcos Martinez, 34, and 26-year-old Eddie Anthony Navarro.Inside the trunk of the car Villalobos had been driving, deputies found a truck tire with 25 1/2 pounds of methamphetamine stashed inside it, according to Kerr."Small amounts of other drugs were also found on the suspects,'' the sergeant said.The arrestees were expected to face various criminal charges, including possession of an illicit narcotic for sale, illegal transportation of a controlled substance and conspiracy. 1736

SAN DIEGO (CNS) - A Utah man who robbed a Carlsbad Motel 6 at gunpoint, then was arrested attempting to re-enter the United States, was convicted of federal robbery and firearm-related charges, the U.S. Attorney's Office announced Wednesday.Lance Lamont Lavert of Salt Lake City, 37, was convicted Tuesday by a San Diego federal court jury for the July 9, 2018, morning robbery of the motel on Paseo Del Norte.Prosecutors said Lavert and his girlfriend asked for a room, but were denied due to a lack of ID.Lavert then pointed a gun at the motel clerk and her manager, demanding money. When the clerk and manager ran, Lavert leapt over the counter, kicked in the door of the bathroom where the clerk was hiding, dragged her back to the cash register by her hair and pistol-whipped her in the head, court documents state.Along with 5 in cash, Lavert and his girlfriend made off with the clerk's car keys and stole the clerk's car, prosecutors said.Lavert was arrested two days later trying to cross the border back into the United States. The revolver he used in the robbery was found in his waistband.In addition to committing the robbery, Lavert was convicted for possession of a gun while having several prior felony convictions, including for arson in Utah and assault with a deadly weapon out of Imperial County, the U.S. Attorney's Office said.Lavert's girlfriend pleaded guilty prior to the trial, according to prosecutors. 1440

  

SAN DIEGO (CNS) - Construction crews will close the northbound Interstate 5 off-ramp at Balboa Avenue Friday for a full weekend of work to make improvements to the off-ramp and its intersection with Balboa Avenue, according to the San Diego Association of Governments.The closure will take place from 9 p.m. Friday through 5 a.m. Monday, during which time construction crews will widen the off-ramp from one lane to two and add a traffic signal at the affected intersection. The signal will go into permanent operation on Monday when the ramp re-opens to vehicle traffic. The improvements will make it easier for motorists to access the future Balboa Avenue trolley station once it opens.The closure will necessitate lane reductions on Balboa and Garnet avenues between Mission Bay Drive and Moraga Avenue, according to SANDAG. Only one lane in each direction will be open to vehicle traffic throughout the weekend, although the schedule is subject to change.The weekend work is part of the .17 billion Mid-Coast Trolley Blue Line Extension, which includes a planned 11-mile extension of trolley service by MTS from Santa Fe Depot in downtown San Diego to University City. The extension will add trolley stops in Mission Bay Park, UC San Diego and Westfield UTC. SANDAG is receiving .04 billion in funding from the Federal Transit Administration to complete the project.The extension and related projects are intended to reduce traffic congestion as the county's population increases. SAN DIEGO (CNS) - County supervisors Wednesday approved a master plan update for the McClellan-Palomar Airport in Carlsbad, which includes extending the runway 800 feet.The 4-0 vote also approved environmental reports associated with the upgrade.Board Chairwoman Kristin Gaspar abstained, saying her family's company owns property near the airport.According to a county presentation, the Carlsbad-based airport accommodates commercial, corporate and private flights.However, the airport is not able to accommodate Boeing 737 planes. The runway extension ranges between 370 and 800 feet.By 2030, it will support 4,600 jobs and generate over 0 million in business-related revenue, million in taxes, the report said.The total upgrade would cost 2 million, with the county paying million; while the federal government would take care of the rest, according to the county. The project would be built in phases completed between 13 and 20 years.County officials said there will be steps to mitigate traffic, construction noise and any environmental impacts.Before voting, supervisors heard from supporters, many from the area business community.Paul Hook, president of California Pacific Airlines, said his company has already sold 1,000 tickets for departures from McClellan in the near future.Several members of the group Citizens for a Friendly Airport spoke in opposition, citing environmental hazards and noise pollution as reasons why a runway expansion isn't needed.Hope Nelson, representing the group, said it's better to keep McClellan-Palomar as a basic transport airport. 1598
