BEIJING, Dec. 24 (Xinhua) -- Jia Qinglin, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), stressed the importance of strengthening national unity under the new situation Wednesday at a national conference on ethnic work.     Jia urged participants to seriously study and implement the recent instructions of Hu Jintao, state president and general secretary of the Communist Party of China (CPC) Central Committee.     "Firmly hold to the main theme of a common unity and progress for all ethnic groups and closely center on task of promoting national unity and achieving a common progress for all ethnic groups," said the CPPCC chairman, who is also a member of the Standing Committee of the CPC Central Committee Political Bureau.     In his speech, the top political advisor called for persisting in upholding socialism with China's own characteristics and firmly taking the road toward resolving ethnic problems with China's own characteristics; persisting in implementing a scientific concept of development and making efforts to promote a sound and fast economic and social development for ethnic groups and minority areas; persisting in and perfecting ethnic regional autonomy and make substantial efforts to protect the legal rights of ethnic minorities; and persisting in the fundamental demand for promoting social harmony and ceaselessly consolidating and developing an equal, united, mutually-supporting, and harmonious socialist national relations.     Strengthening national unity depends on the strengthening and improving of the Party leadership on the ethnic work, Jia stressed.     Vice Premier Hui Liangyu also addressed the conference. Different areas and departments should unify their thinking and action to Hu's instructions as well as the major decisions and arrangements made by the Central Authorities, said the official, who is a member of the Political Bureau of the CPC Central Committee.     The meeting was presided over by Du Qinglin, vice chairman of the CPPCC National Committee and director of the United Front Department of the CPC Central Committee.     Present at the meeting were heads of provincial level United Front departments and ethnic work commissions from across the country.

BEIJING, Jan. 16 (Xinhua) -- China's State Council, or Cabinet, appointed Friday nine new counselors and six new members of the Central Research Institute of Culture and History.     Premier Wen Jiabao conferred the appointments, saying this year was the 60th founding anniversary of the counselors' department and the 58th for the institute, both founded on proposals by then leaders Mao Zedong and Zhou Enlai.     The two institutions were a major part of the Communist Party of China's United Front work, established to unite all forces in the development the nation, as well as a component of the government work.     Wen asked the counselors and researchers to advise the government by collecting public opinions and grassroots information, play a supervisory role, and helping boost the country's cultural sector.     The global financial crisis had brought a new opportunity for cultural development as the confidence for dealing with the crisis relied on cultural heritage and scientific spirits, he said.

BEIJING, Jan. 25 (Xinhua) -- In December 2008, China's light industry enjoyed an output growth of 8.1 percent year-on-year, which sharply outpaced the 4.7 percent growth of heavy industry.     The latest statistics from the National Bureau of Statistics show that the output of state-owned enterprises suffered a decline. In December, state-owned and state-controlled enterprises witnessed an output drop of 0.6 percent, while that of private enterprises went up 16.3 percent, overseas-funded enterprises was up 0.3 percent.     According to the statistics, in December the country produced 219.9 million tonnes of coal, down 1.3 percent year-on-year; the output of crude oil was 15.7 million tonnes, up 0.4 percent; crude steel fell 10.5 percent to 37.79 million tonnes; and motor vehicles dropped 18.9 percent to 685,700 sets.     In December, China's industrial output grew 5.7 percent, or 0.3percentage points faster than the previous month.

BEIJING, Jan. 25 (Xinhua) -- Two TV rivals should have locked horns on Lunar New Year's Eve, but the alternative to the traditional China Central Television (CCTV) New Year gala, the "Shanzhai" show was just not available for most people in China.     Lao Meng, a Beijing-based wedding photographer who initiated a homemade gala focusing on performances by ordinary people, made the "Shanzhai" show - an "alternative" pastiche of CCTV's traditional gala. He called it "a real show by and for ordinary people."     The "Shanzhai" show which had claimed to be for college students and migrant workers who could not return home for the holiday, turned out to be only available on the Macao Asia Satellite TV (MASTV) and its website.     Most families in the country cannot get satellite TV channels, and the MASTV website page could not be opened from 8 p.m. to 11 p.m., when the show was on.     Lao Meng told Xinhua he did not know why, "maybe too many people were logging on to the website."     Lao Meng also said the show on MASTV was actually a recorded broadcast.     Unlike all CCTV gala's performers who performed live, Lao Meng and his performers were having a party to celebrate their "Shanzhai" gala in an indoor hall in Beijing on New Year's Eve.     Chen Jun, a magazine editor in Shanghai, said he was disappointed to not have access to the "Shanzhai" show.     "It was much all mouth and no trousers. BEIJING, Jan. 8 (Xinhua) -- China has called on state enterprises and academic institutions to step up efforts to attract more leading Chinese scientists studying overseas, a move that would enable the country to stay globally competitive.     According to a guideline issued by the General Office of the Communist Party of China (CPC) Central Committee, high-quality Chinese talent in foreign countries, especially those at the frontier fields of science and technology, is needed for China to embrace global competition and forge ahead with its opening up.     Priority should be given to the recruitment of leading scientists who are able to make breakthroughs in key technologies, develop high-tech industries and lead new discipline areas, said the guideline.     It urged key laboratories, state-owned commercial and financial institutions, high-tech zones, and higher institutions to create favorable conditions to attract more overseas Chinese experts to serve their motherland.     Efforts should be made to make sure they are well-treated, have good career prospects and enjoy convenient service, the guideline stated.     "(We should) further emancipate our mind, break away out-of-date rules and regulations, improve relevant policies, and fully understand, trust and use them." it said.     Chinese scientists who have studied abroad have long played a crucial role in developing the country's industry, education and national defense programs.
