The Mexican government is looking into taking legal action against the United States after six Mexican nationals were killed and seven others were injured in a mass shooting in El Paso, Texas, Secretary of Foreign Affairs Marcelo Ebrard said Sunday.During a press conference in Mexico City, Ebrard called the shooting an act of terrorism against Mexicans in the US and said the Mexican government will look into whether there is enough evidence to solicit the extradition of the gunman to face charges in Mexico.US authorities have not publicly identified the shooter, but three sources told CNN the suspect is 21-year-old Patrick Crusius of Allen, Texas. The cost of living in rural America tends to be less expensive than rent in big cities, but even in a rural town like Stroudsburg, Pennsylvania, many working Americans are struggling to get by.Data from the United Way show 64 percent of households in Stroudsburg are below poverty line or make less than needed to afford basic living expenses.“I am a single mom of three children, ranging from 22-12,” said Shelly McCarthy. “I work from the time I get up at six in the morning until four at night.”For the last four years, McCarthy has worked up to four jobs at the same time.“From waitressing, doing visiting nursing, and also working with developmental adults,” McCarthy explained. “I miss out on a lot of my 12-year old’s activities at school.”Despite all the hours worked, McCarthy has had months where she couldn’t make the mortgage or had funds for much-needed repairs to her home. As for being able to afford healthier food for the family? That’s out of reach.“My daughter has a thyroid disease. So, I miss out on cooking healthy meals for her, because I had to cut down,” said McCarthy. “I couldn’t afford healthy food. I couldn’t afford Mediterranean fish.”“What is happening in America is that the cost of living is outstripping the wages,” said Sarah Jacobi, with Pocono Mountains United Way. “We are seeing over the last 10 years wages increased by 20 percent, but the cost-of-living increased up to 36 percent for a family of four, so people are just falling farther and farther behind.”The United Way has created a data project known as the A.L.I.C.E., which measures the number of people in America who are Asset Limited Income Constrained Employed. It’s essentially the number of people who make above the federal poverty line but less than what they need to afford basic living expenses. “Two out of every five American people today are AIICE,” said Jacobi. “This truly is the American experience that people are living every day.”However, according to the United Way’s data, it doesn’t have to be.“The ALICE report not only does give us that data, to understand where is ALICE and what is their struggle,” said Jacobi. “But it helps us [to] have insight into what are the cost people are truly facing and how we could craft everything from public policy position to help improve lives of people to how we can create programs boots on the ground able to help people.”People like McCarthy are hopeful help will come, either from an economic boost that affects more working-class Americans or public policy that focuses on giving people like her a chance to get ahead. 2595

The number of people worldwide who die from suicide is declining but one person still kills themselves every 40 seconds, according to new figures from the World Health Organization, which said countries needed to do more to stop these preventable deaths.Between 2010 and 2016, the global suicide rate decreased by 9.8%, the UN health body said in its second report on the issue. The only region to see an increase was the Americas."Every death is a tragedy for family, friends and colleagues. Yet suicides are preventable. We call on all countries to incorporate proven suicide prevention strategies into national health and education programs in a sustainable way," said WHO Director-General, Dr. Tedros Adhanom Ghebreyesus.WHO said close to 800,000 people die by suicide every year, more than those lost to malaria, breast cancer, or war and homicide, calling it a "serious global public health issue." It said only 38 countries had suicide prevention strategies.Suicide rates were higher than the global, age-standardized average -- 10.5 per 100,000 people -- in Africa, Europe and Southeast Asia.Worldwide, more men killed themselves than women, WHO said, with 7.5 suicide deaths per 100,000 women and 13.7 suicides per 100,000 men. The only countries where the suicide rate was estimated to be higher in women than men were Bangladesh, China, Lesotho, Morocco, and Myanmar."While 79% of the world's suicides occurred in low- and middle-income countries, high-income countries had the highest rate, at 11.5 per 100,000" people, WHO said."Nearly three times as many men as women die by suicide in high-income countries, in contrast to low- and middle-income countries, where the rate is more equal," the WHO statement said."Suicide was the second-leading cause of death among young people aged 15-29 years, after road injury. Among teens aged 15-19 years, suicide was the second-leading cause of death among girls (after maternal conditions) and the third-leading cause of death in boys, after road injury and interpersonal violence."WHO said one way to bring down the global suicide rate would be to limit access to pesticides, which -- along with hanging and firearms -- are the most common method of suicide. For example, in Sri Lanka, a series of bans on highly hazardous pesticides led to a 70% decrease in suicides, saving an estimated 93,000 lives from 1995 and 2015. Similarly, in South Korea, a ban on the herbicide paraquat was followed by a 50% decrease in suicide deaths from pesticide poisoning from 2011-2013.Other steps the WHO said have helped reduce suicides include educating the media on how to report responsibly on suicide, identifying people at risk early and helping young people build skills that help them cope with life stresses.World suicide prevention day is September 10. 2815

  

The head of the US Food and Drug Administration says that if states don't require more schoolchildren to get vaccinated, the federal government might have to step in.Nearly all states allow children to attend school even if their parents opt out of vaccines. These vaccine exemptions are especially popular in Washington state, where a measles outbreak started last month that has now sickened at least 67 people in four states. And New York has been working to contain its largest outbreak in decades, which began in October and has sickened more than 200 people."Some states are engaging in such wide exemptions that they're creating the opportunity for outbreaks on a scale that is going to have national implications," FDA Commissioner Dr. Scott Gottlieb said Tuesday in an interview with CNN.If "certain states continue down the path that they're on, I think they're going to force the hand of the federal health agencies," he added.Gottlieb's suggestion about the federal government and vaccines was first reported by 1035
