SAN DIEGO (KGTV) — The city could be heading back to square one in its quest to regulate short-term vacation rentals.On Monday, the San Diego City Council will decide whether to send its recently approved short-term rental regulations to a public vote, or scratch them altogether.In the summer, the council voted 6-3 to limit Airbnb-type rentals to primary residences. That essentially banned investors and owners of second homes from renting them out short-term.Airbnb launched a referendum that obtained enough signatures to send the decision back to the council, leaving the city those two options. "The people who own short-term rentals - they're San Diegans like you and me," said Jeff MacGurn, who owns a short-term rental in the Hillcrest area with his husband and signed the petition. "When it comes right down to it, what we want is a fair and reasonable compromise."But Ronan Gray, who heads Save San Diego Neighborhoods, said something has to be done to curtail short-term rentals in residential areas. He pointed to a City Attorney memo that says short-term rentals aren't allowed by municipal code and said the city should just enforce that code. "They're advertising houses in Pacific Beach as the ideal location for bachelor and bachelorette parties, so they're marketing it as a hotel," he said. The council meets at 12 p.m. Monday at City Hall.  1405

SAN DIEGO (KGTV) — The future of Horton Plaza was teased in a new set of renderings released by the firm that purchased the aging mall.Stockdale Capital Partners purchased Horton Plaza in June 2018 with the aim of revitalizing the center into a mixed-use high-tech office and retail space. Wednesday, the firm gave a glimpse at The Campus at Horton, showing a completely transformed Nordstrom building from a concrete facade into a glass-covered office space. SAN DIEGO (KGTV) — Surveillance footage captured a man attacking a gas station customer in Kearny Mesa before fleeing.A 54-year-old man was paying for his coffee at the Mobil station at 8380 Clairemont Mesa Blvd. on Saturday just after 3 p.m., when the suspect began speaking to the man. Police said the suspect was not making any sense when he was speaking to the victim.Then for no reason, the man pulled a small wooden bat from a tool bag and began to hit the victim on the back of his head. SAN DIEGO (KGTV) -- The California Independent System Operator again Sunday reminded consumers throughout the state conserve energy, warning of more possible rotating outages.SDG&E said early in the day Sunday that customers should be prepared for possible outages to be called from 4 p.m. to 9 p.m.The news comes after a flex alert was issued statewide from 3 p.m. to 9 p.m. daily through Monday, September 7.“Energy conservation is essential in helping reduce the possibility of widespread rotating outages and the number of people impacted. Understandably, it may be difficult to reduce energy use during the high temperatures and the ongoing pandemic. However, everyone is urged to do their part to cut back on energy use, if health and safety permits, during this critical time,” SDG&E wrote.Just before 6:30 p.m., CAISO issued a Stage 2 emergency and warned that consumers should conserve power until 9 p.m. to avoid rolling outages. Stage 2 is the step before rolling outages are ordered.The energy provider said turning off air conditioners, avoiding the use of the dishwasher, clothes washers and dryers, and switching off unused lighting can all help conserve energy.SDG&E also said the Valley Fire, which has currently burned 1,500 acres near Alpine, has impacted electrical equipment and caused power outages.SDG&E said it’s working with Cal Fire in an effort to restore power quickly. 1421

SAN DIEGO (KGTV) - The eight-legged population is overrunning parts of Balboa Park a bit earlier than usual this year.Spider season is in full bloom in San Diego. From Rancho Penasquitos to downtown, people say they are finding webs just about everywhere including hiking trailsOne person wrote on a local Reddit thread they stopped hiking because there were so many webs.Chris Conlan works with San Diego County Vector Control and says there's nothing on usual with what folks are seeing.“They hatch out in the spring and they’re small and make very small webs,” said Conlan. "But as they begin to grow over the course of the summer and beginning of fall where we are right now, they’re much larger they tend to spin bigger webs and those are they kind of webs people walk into freak out and do the spider dance."Conlan says the webs people are bumping into on trails are likely orb weavers’. They are poisonous, but their venom is not toxic to humans like other spiders.“It’s really just the black and the brown widow that people need to worry about and they tend to spin more out of the way webs in corners and dark places," said Conlan. "They’re not the type of web you’re just going to go walking through."Conlan’s advice for folks’ encountering spider’s homes is as good anyone’s.“Carry a stick in front of you,” said Conlan with a laugh.
