SAN DIEGO (KGTV) - San Diego County is expected to consider a plan to open up county parks for worship and workouts.Supervisor Dianne Jacob is proposing the idea which is expected to be discussed by the board on Aug. 5. The proposal would make it easier for houses of worship and fitness centers, impacted by the pandemic, to utilize county parks. The proposal aims to speed up the permit process and waive fees.Public health orders have hindered the operations of many houses of worship and fitness centers after they were forced to close their indoor areas. Some have transitioned to virtual services.RELATED COVERAGE:Some San Diego churches plan to host indoor services this weekend despite restrictionsSan Diego County creating task force to enforce pandemic guidelinesJacob’s office sent ABC 10News the following statement:“We need to streamline the permit process and waive fees for places of worship and fitness-oriented businesses affected by COVID-19 closures. Gyms and places of worship are critical to our entire community -- and so important for body and soul.” 1081

SAN DIEGO (KGTV) — San Diego has experienced one of its best whale watching seasons this year, thanks in part to plentiful amounts of food along the coast. As winter and spring gray whale watching die down, the summer season will bloom, giving way to Blue Whales feeding off our coast. Gray whale season typically takes places from mid-December to April, while blue whale season is around mid-June to September. So naturally, many residents and tourists will flock to the sea and coastline as whales flock to our waters for food. And the results can be astounding.RELATED: Humpback whale feeding frenzy off San Diego's coastBy land, San Diego has some prime viewing spots in Central and North County, according to Domenic Biagini, of San Diego Whale Watch. And if you're going by sea, Biagini says a little research can go a long way in finding a great experience. Here's some tips on how to best view natures gentle giants in San Diego, either by land or sea.By landWhile whale watching from the shore won't get viewers close to the animals, it is a cheaper alternative that can be just as fun.Cabrillo National Monument, Torrey Pines Glider Port, Sunset Cliffs, and Fletcher's Cove in Solana Beach are great spots to watch for sprouts of whales from shore, according to Biagini. At Cabrillo, viewers can head to Whale Overlook or the Old Point Loma Lighthouse to lookout for whales. In Torrey Pines, Sunset Cliffs, and Solana Beach, onlookers have a full coastline of areas to peer from.San Diego's Tourism Board also adds Birch Aquarium at Scripps as a prime viewing area. And a tip to remember: During the winter and spring seasons gray whales tend to feed closer to San Diego's shore than blue whales, Biagini says.By seaOne benefit of heading out on the water to whale watch, aside from getting closer, is having San Diego's skyline in the background. Also, you may encounter other life roaming around whales as they feed.Whale watching journeys are offered around San Diego, but there are some things to watch out for before picking a company. Biagini recommends checking on what a company has seen already before booking a trip."If they’ve been seeing a lot of animals that’s your best bet to have a good experience, and if the company isn’t posting their sightings they’re either not a serious company, or not seeing anything," Biagini said. "Honestly, just for companies that publish their daily sightings."Most whale watching companies will update their websites to reflect what they're seeing on the waters, some daily. San Diego's Tourism Board provides a list of companies to research if you plan to hit our coastal waters. And, of course, if you plan to take in some whale watching on the waters, read up on the Marine Mammal Protection Act beforehand so as not to put whales, dolphins, and other life at risk. 2827

SAN DIEGO (KGTV) — San Diego County's unemployment rate ticked down to 14.8%, but a potential new wave of closures could wipe out a large portion of the recent job gains. The San Diego Association of Governments reported Thursday that the jobless rate in the region is continuing to drop from a peak of 25% on May 9. Still, roughly 250,000 workers in the county remain unemployed amid the Coronavirus outbreak. Ray Major, the agency's chief economist, said the increased spread of the virus could lead to prolonged economic frustration. "What (the report) shows is that we're ready to go back to work, but that the recovery is probably going to be slow, and we're probably going to be having this conversation with double digit unemployment throughout the summer and probably into the fall," he said. The potential drawbacks would take a financial and mental toll on thousands of workers who returned to their jobs, only to be sent back to file for unemployment. Season and Ian McKesson had to close their two hair salons when the pandemic broke in March and got by on unemployment. "It was hard working 50 to 60 hours a week and being proud that you can maintain everything and then all of a sudden you can't do anything. It was almost like being ripped apart, for me," Season said. The McKessons had to shutter their Mission Hills salon permanently but did reopen their Fallbrook location, called Mary Jane North. That cleared the way for seven stylists, including them, to go back to work. "We get nervous because there's things that are still shutting down around, and so that's a little daunting," Season said. The areas of San Diego County with the highest joblessness continue to be in central and southern parts of the region. 1742

SAN DIEGO (KGTV) – San Diego Gas and Electric has restored power to the 2,900 people affected by public safety power outages Monday. SDG&E shut off power to thousands of North County residents Monday amid Santa Ana winds. Just after 9:30 a.m., the utility said service was turned off for 2,743 customers “to maintain public safety." By noon, that number increased to 2,908."If the current weather forecast holds, SDG&E does not anticipate the need for further Public Safety Power Shutoffs on Tuesday," the company said.Over the weekend, 21,480 residents in San Diego’s North County were warned via phone, text message, and email that a power shutoff was possible on Monday and Tuesday. The shutoffs are approved by state regulators as a safety tool to mitigate fire risk during dangerous weather conditions, SDG&E said.Strong Santa Ana winds and weather conditions prompted the decision to inform customers of potential shutoffs.Updates on SDG&E’s power shutoffs can be found at https://www.sdge.com/power-safety-power-shutoff. 1050

SAN DIEGO (KGTV) -- Residents in San Ysidro and Tijuana are fearful of what will come next after hundreds of migrants rushed the border Sunday in a show of force.Commuters said they fear that they won’t be able to get across a bridge in San Ysidro to work or cross over to see family. In Mexico, residents say they’re fed up with the flood of migrants. “Deport them back to where they are, let them over here. They need to get out of Tijuana because it's just crazy for us,” said Candace Sanchez, a Tijuana resident. On the US side, those with family south of the border are concerned with what the future holds. “It worries me that the border might get closed. I mean it's like uh what's going on? We've never really seen this before,” said Victor Juarez.Employees who depend on their jobs in the US are also frightened. “Kinda scary because you know, I mean, every day we just know that we have to do what we have to do every day just to survive,” said Dana Aviles. Many people missed a day of work due to Sunday’s border closure, taking a toll with the holiday gift-giving season approaching. “I just hope they get out of here in Tijuana and let our lives be normal again, you know,” added Sanchez. 1206
