SAN DIEGO (CNS) - The driver of a minivan was sought this morning for leaving the scene of a Middletown hit-and-run that left a 66-year-old bicyclist hospitalized with a life-threatening head injury, police said.The victim was riding near the intersection of India and West Washington streets at 1:30 p.m. Friday when he was struck by a blue or gray 2005 Dodge Caravan, Georgia license number RRJ7004. The vehicle may have a shattered windshield or front-end damage, according to San Diego police.Following the collision, the driver of the minivan fled, possibly back toward Interstate 5, police said. Elliott's lawsuit is aimed at forcing the defendants to fund rehabilitation and drug-education programs in the city and recoup the funds the city has spent on medical treatment for opioid abuse and homelessness caused by opioid abuse.Purdue Pharma officials could not be reached for immediate comment on the lawsuit.With the lawsuit, Elliott said she expects to join more cities, counties and states to form a multi-district litigation.``Opioid manufacturers have profited handsomely from the human suffering they intentionally inflicted through manipulation and deceit,''Elliott said. ``While San Diego will long deal with the destructive consequences of their greed, we intend to hold them accountable for funding drug treatment and education programs that will protect the health and safety of San Diegans.''Elliott's office plans to prosecute the pharmaceutical companies and the Sackler family for allegedly violating the state's ``unfair competition''law and for violating the federal Racketeer Influenced and Corrupt Organizations Act. San Diego Mayor Kevin Faulconer and the mayors of the other so-called Big 11 cities secured a total of 0 million in state funding to address homelessness issues in the state's biggest cities.The city will allocate .8 million for homeless services like housing navigation, .2 million for rental assistance and subsidies, .6 million for the continuation of city services and facilities like San Diego's three bridge shelters and 5,000 each for youth programs and administration costs."Thanks to the advocacy by California's largest cities, we can now implement these critical programs to improve our outreach, expand the range and depth of homeless services including prevention and diversion strategies, and bring creative solutions online to move hundreds of homeless San Diegans off the streets and into housing," said District 3 City Councilman Chris Ward.The funds will be used to expand some existing programs while creating new ones, such as a flexible subsidy pool that offers housing assistance to residents who may not qualify for federal housing vouchers. San Diego's Regional Task Force on the Homeless will also receive a separate .8 million HEAP grant as one of the state's Continuum of Care programs."Homelessness is the issue across our state and cities are bearing much of the burden," Faulconer said. "Our state legislators have recognized that all levels of government need to work together to help our most vulnerable residents. SAN DIEGO (CNS) - The San Diego County Board of Supervisors voted unanimously Tuesday to discuss the reorganization of the county's fire protection and emergency medical services into two separate agencies at its July 7 meeting.The reorganization would allow more flexibility for, and accountability of, dependent fire and medical services in the county's unincorporated areas, Supervisor Jim Desmond said.One of the agencies would be the Fire Protection District, which would provide fire services to the jurisdictions within the current service area. The other would be the Fire Authority, which would continue focusing on public safety radio communications.The supervisors formed the San Diego County Fire Authority in 2008 and developed a plan to cover and consolidate 1.5 million acres. The authority is currently part of County Service Area 135, which provides the government structure to organize and fund fire protection and emergency medical services in the unincorporated area.Since the creation of the authority, the board has invested more than 0 million to boost fire and emergency services capabilities. Currently, the Fire Authority contracts with the California Department of Forestry and Fire Protection to provide services. Collectively, the services are known as County Fire.According to a staff report, County Fire has more than doubled in size in the past five years. The proposed reorganization of the agency was proposed by Supervisor Dianne Jacob, who described its evolution as like a "baby" growing into an adult.If the board agrees to separate the two functions "to better meet current and future demands," using Jacob's recommendations, it would divest County Service Area 135 of its fire protection and emergency services powers and subsequently create the San Diego County Fire Protection District, which would be a committed county function. SAN DIEGO (CNS) - The San Diego County Regional Airport Authority announced a 10-year agreement with its airline partners Tuesday to improve transportation access to San Diego International Airport and potentially pave the way for a Metropolitan Transit System trolley route to the airport.The investment pact, totaling more than a half-billion dollars, could eventually fund multiple infrastructure projects to increase transit connections between the city of San Diego and the airport. The agreement includes funding from both the Airport Authority and its associated airlines that serve the San Diego International Airport.The projects, which are not yet approved, could include a multi-modal access road between the city and the airport, which would reduce traffic on Harbor Drive by roughly 45,000 vehicles each day. Harbor Drive is currently the main connection between the city and the airport.RELATED: San Diego's Lindbergh Field moves cell phone lot to new airport locationThe Airport Authority continues to work with the city, MTS, San Diego Association of Governments, Port of San Diego, Caltrans and the North County Transit District to draft potential transit connections. According to the Airport Authority, the reduced congestion on Harbor Drive could allow for the addition of MTS Rapid bus and trolley lines along the street."This agreement ensures that the Airport Authority will have the means to effectively partner with other regional agencies to improve access to the airport through transportation and transit projects," said Airport Authority Board Chair April Boling.The agreement includes 0 million to on- and off-airport transit projects that will be completed collaboratively with the Airport Authority's partner agencies and 5 million for the planned multi-modal corridor. All off-airport projects will require approval by the Federal Aviation Administration."The airport and the airlines provide significant economic impact for the region and this is just the latest example of that commitment," said Airport Authority President and CEO Kim Becker. "I sincerely appreciate the airlines' willingness to participate in this agreement and pre-approve a significant investment in transportation and transit infrastructure." 2719
