The Trump administration announced on Wednesday new guidelines regarding how children residing overseas with U.S. troops and government employees are given citizenship.The new guidelines state that a child must meet certain residency requirements before being granted U.S. citizenship.The new guidelines does not change the law on birthright citizenship if the parents were both U.S. citizens and residents before the child's birth. Instead, the guidelines effect children whose parent or parents are U.S. citizens, but not necessarily U.S. residents. According to the U.S. Citizenship and Immigration Services, the policy affects:Non-U.S. citizen parents and adopted by a U.S. citizen U.S. government employee or U.S. service member after their birth;Non-U.S. citizen parents, such as a lawful permanent resident U.S. government employee or U.S. service member who naturalized only after the child’s birth; orTwo U.S. citizen government employee or U.S. service member parents who do not meet the residence or physical presence requirements to transmit citizenship to their child at birth (or one non-U.S. citizen parent and one U.S. citizen parent who does not meet these requirements). The guidelines state, "Children residing abroad with their U.S. citizen parents who are U.S. government employees or members of the U.S. armed forces stationed abroad are not considered to be residing in the United States for acquisition of citizenship. Similarly, leave taken in the United States while stationed abroad is not considered residing in the United States even if the person is staying in property he or she owns."The policy states that a U.S. citizen parent must apply for citizenship on the child's behalf.The guidelines also state that the child and their parents must complete the process to become a citizen by the child's 18th birthday.U.S. law has the following requirements for children to be given citizenship automatically:(1) At least one parent of the child is a citizen of the United States, whether by birth or naturalization.(2) The child is under the age of eighteen years.(3) The child is residing in the United States in the legal and physical custody of the citizen parent pursuant to a lawful admission for permanent residence.To read the complete guidelines, click 2300

Three high school students in Martin County are recovering after investigators say they overdosed at two schools Tuesday and had to be hospitalized.The Martin County Sheriff’s Office said the students smoked THC vape pens that were laced with an unknown substance, possibly a narcotic.Now, investigators hope to determine how the students got their hands on the laced vape pens in the first place, whether they created the concoction themselves, or if they obtained the pens from a mutual source.Martin County Schools Superintendent Laurie Gaylord called parents Tuesday afternoon to warn them of the discovery of students using vape pens on school campuses. The message said in part, "The sheriff’s office believes there is a likelihood that more students may come to be in possession of the pens and may inhale or ingest the toxins in the future.”Just after noon on Tuesday, Lt. Ryan Grimsdale said deputies were notified that a female student at South Fork High School was having a medical emergency.“It was relayed to us that they were having a seizure," Grimsdale said.Within a couple hours of that call, Grimsdale said a female and a male student at Martin County High School also had medical issues, not as severe as the one reported at South Fork High School, but at least one of the students was also going in and out of consciousness.“The symptoms were similar, but not as severe. Upset stomach and things of that nature.”Grimsdale said this is the first time he has heard of the laced vape pens making their way into local schools.He says the issue as a whole of vape pens being used to ingest harmful or illegal substances is becoming a statewide issue.“What we’re looking at now actually statewide is an epidemic where these have become the primary method for consumption of illegal substances,” Grimsdale said. Miami is seeing the worst of it, according to Grimsdale.Martin County High School parent Deborah Pelletier was concerned after getting the call from the school.“We have to look out for each other. These are not good times,” said Pelletier.She said she will be taking the advice provided by the school.“We’re going to discuss it with my granddaughter here, I am also her guardian, and I’m not quite sure what to make of it yet.”Grimsdale also offers the following advice to parents: "Be involved. Pay attention. These vape pens, if you don’t know what they are look them up. Know what they look like and what to look for. Go through their book bags, look through their rooms to be actively involved, educated and informed. Pay attention.”"Kids are supposed to go to school and sitting in classrooms being educated and getting yelled at for running down the hallway. They’re not supposed to be getting transported out by ambulance because of a drug overdose,” Grimsdale said.The Martin County Sheriff’s Office said about 100 citations have been written for students who have brought vape pens to school this school year. None of those citations indicate the vape pens were laced with anything illicit. Multiple Martin County students overdosed today on vape pens mixed with another dangerous substance. 3138

  

The PGA Tour has canceled the remaining three rounds of the PLAYERS Championship, and will not resume operations until April 5 at the earliest, according to a Tour announcement on Thursday. Earlier on Thursday, the PGA Tour announced that the final three rounds of the PLAYERS would be played without spectators. "We feel like we have, because of the nature of that and the fact that you've got 144 players here and over the course of a round our players generally do socially distance themselves, we felt like by taking this step to address the problem with our fans, we're in a position where we can continue to operate the events as of right now," he said. "And you look at there are other circumstances that led to the decisions that those leagues made that are unique to those leagues that we're not currently faced with. And that's something that we thought about and talked about, but ultimately when you break it down and you think about what's going to happen here over the course of the next three days and then going forward, we're comfortable having our players continue to play at this time.But by Thursday evening, the PGA Tour opted to follow nearly every other major pro and college sports organization amid the spread of coronavirus. "We have pledged from the start to be responsible, thoughtful and transparent with our decision process," the PGA Tour said in a statement. "We did everything possible to create a safe environment for our players in order to continue the event throughout the weekend, and we were endeavoring to give our fans a much-needed respite from the current climate. But at this point – and as the situation continues to rapidly change – the right thing to do for our players and our fans is to pause."PGA Tour star Rory McIlroy said after the decision was made to ban fans, but before the decision to cancel the remaining rounds, that he was not surprised to see golf being kept away from fans. "I think when you look at Europe and they, you see what they have done there, especially Italy, obviously the northern part was on lockdown earlier this week and then obviously now it's all of Italy. Every school and university has been shut in Ireland. So not surprising, given what's happened over there. I think it's just to try to curtail this and try to stop it spreading. I thought it was the right move," he said. Four other upcoming tournaments were also impacted by the decision.
