SAN DIEGO (KGTV) -- A man died late Saturday night after a home caught fire in Paradise Hills.Fire crews say the fire erupted just after 10 p.m. on Calle Cumbre Street.Neighbors in the area reported hearing a loud boom before flames could be seen bursting from the homeFirefighters say neighbors then began breaking windows in an attempt to get the people trapped inside the home out.The two men inside the home were taken to the hospital where one of them died. The second man is in unknown condition.Fire investigators have ruled the fire accidental.  566

SAN DIEGO (KGTV) - A new plan is calling for more than 170,000 new homes across the San Diego region over the next decade.The San Diego Association of Governments says the region needs 171,685 housing units by 2029 to meet demand. On Friday, its board approved a plan that divvied up those units across the region's 18 cities and unincorporated county based on a formula of job growth and access to transit. "We are in the midst of a housing crisis. It's time to act. Doing things the same way is not going to give us a different result," said San Diego Mayor Kevin Faulconer. The debate at the SANDAG meeting lasted about four hours, with some of the county's smaller cities saying the plan gave them an undue burden they could not meet. "It is impossible," said National City councilman Ron Morrison, who is not on the board. "Our urban reserve is the weeds behind the backstop in the little field. There is no place to build."National City's mayor Alejandra Sotello-Solis supported the proposal. Most of the homes, 107,901, will go in the City of San Diego. Chula Vista will be responsible for 11,105; Imperial Beach will add 1,375; Coronado 1,001, and Del Mar 163. Del Mar Deputy Mayor Ellie Haviland voted in favor of the plan, though she said she didn't know where those 163 homes could go. "If we are pushing housing away from transit and away from jobs, then that is not going to work with the regional transportation plan we are trying to build," she said. Del Mar Councilwoman Terry Gaasterland, who opposes the plan but did not have a vote, noted Del Mar added 20 housing units in the past 10 years. SAN DIEGO (KGTV) — A San Diego businessman pleaded guilty in federal court on Wednesday to charges of bank fraud and tax evasion in connection with failing to report hundreds of thousands of dollars in income and fraudulently obtaining a mortgage.David Daughtrey, 60, of El Cajon, admitted to evading taxes by failing to report 8,612 of income to the IRS and also fraudulently obtaining a mortgage for his .8 million home using a third party, U.S. District Attorney officials said.As part of his plea agreement, Daughtrey will pay ,016,457.91 in restitution to the IRS. As part of the fraud scheme, he directed another person to submit a mortgage application to Wells Fargo to buy a .8 million five-bedroom home, officials say, and falsely claim that the fund used as a down payment belonged to a third party and the third party would be the primary homeowner.In reality, Daughtrey provided the funds and the house was intended to be his primary residence. He later submitted a false hardship letter on behalf of the third party to get the bank to modify the terms of the home loan, officials added.He also admitted that over several years, he and his spouse, who is not charged in the case, conspired to falsely report total income in tax years 2012 through 2015. Officials say in 2012, Daughtrey omitted at least 8,612 in income and the IRA tax loss for years 2012-2014 was 6,536. SAN DIEGO (KGTV) -- A man with San Diego ties who worked for the U.S. government is accused of drugging and sexually assaulting multiple women, according to federal court documents.An FBI spokesperson confirmed Brian Jeffrey Raymond was arrested in La Mesa earlier this month.The arrest was first reported by The Daily Beast.Team 10 learned his arrest on October 9th took place in the parking lot of a La Mesa gym. Currently, he faces one charge related to sexual assault, but prosecutors said he is under investigation for crimes against 21 other women.Raymond, who most recently worked for the U.S embassy in Mexico City, had worked for the government for 23 years."For years, he has exerted power and control over unconscious women, undressing them, sexually assaulting them, photographing them, and recording them without their knowledge or consent," prosecutors wrote in court documents. They called him an "experienced sexual predator."He is currently at the Metropolitan Correctional Center in downtown. In a hearing this week, he was ordered to be transferred to Washington D.C. The investigation showed in May 2020, police in Mexico City responded to Raymond's apartment to reports of a "naked, hysterical woman desperately screaming for help." The woman said she met Raymond on Tinder. Their date eventually led to his apartment, where they ate snacks and drank "from a wine glass [Raymond] provided in his residence," documents showed. The victim said she suddenly blacked out. A sexual assault examination showed several injuries.On Raymond's devices and iCloud, investigators said they found approximately 400 photos and videos, some dating back to 2011. They showed at least "21 different unconscious women." Some of the women were fully nude.Law enforcement said they found his internet searches included "passed out black girl," "deep sleep," and "Ambien and alcohol side effects."The alleged assaults took place from Mexico City to Virginia, according to prosecutors. Raymond's parents live in La Mesa. Documents showed he moved back to their home in June after he resigned from his job. In an interview with federal agents, his parents said "they feel like they do not know their son" and were surprised when he came to visit. Prosecutors said his behavior was escalating, even after his arrest. A week before he was arrested in La Mesa, they said Raymond met another women who could only remember small fragments of their sexual encounter.Raymond's attorney did not return Team 10's request for comment. 2531

SAN DIEGO (KGTV) -- A man was arrested Sunday morning after police say he crashed into a police car during a chase in La Mesa.The crash happened around 1 a.m. on Spring Street and University Avenue. Police say they were called to an area bar when a man involved in a fight got into his car and drove away.The chase was brief and ended when the suspect struck the police car. The driver was taken into custody for weapons charges and driving under the influence, police say.No one was injured in the crash. 513
