PASCO COUNTY, Fla. — Drivers continue to share stories of scary moments and narrow escapes as there are more reports of Kia Souls catching fire.New complaints led I-Team Investigator Jackie Callaway to ask why some vehicles weren't included in the automaker's past recalls for engine fire risks.Brek Badgley says his 2015 Kia Soul burst into flames while rolling down I-75 northbound in Hernando County last December. He said the fire gutted the entire vehicle within minutes.“Just tossed my phone out of the window and started throwing stuff out of the car,” Badgley said.In April 2019, Kia recalled nearly 380,000 Kia Souls made between 2012 and 2016 over a defect that they say could cause a fire. We checked Brek’s VIN and found his Soul wasn't included in that recall.The I-Team discovered not every Soul made during those years was taken off the road. Kia says that's because even within the same model year, vehicles can have different equipment.Shelly Parks' 2015 Kia Soul was among those not recalled. Parks says it caught fire as she drove near Columbus, Ohio, last summer."We hear someone yell fire, and by the time we had noticed anything, there was fire coming from underneath the car," Parks said.She told the I-Team the car was still rolling to a stop when both she and her friend jumped out.“I watched the car roll past me on fire."The I-Team also found 2018 Kia Souls catching fire, according to three reports filed with federal regulators. Kia reports these Soul fires are rare and can be caused by any number of factors not related to engine defects.In August, 34-year-old Jordan Carlton died of his injuries a year after his rented 2019 Kia Soul went up in flames as he drove down a Hawaiian highway. Papa John's tanked Tuesday after a report that a plan to sell the company has fallen apart.The Wall Street Journal reported that the asset manager Trian Management Funds is no longer interested in bidding for the company. According to the Journal, others are still considering taking a stake in the company, but not a total purchase.Papa John's (PZZA) stock was down 10% at market close Tuesday.Papa John's declined to comment for this story. Trian did not immediately respond to a request for comment from CNN Business.Rumors have been swirling for weeks about potential buyers for the company. Each report has caused shares of the company to spike. The Journal reported Trian's interest last month.Without a buyer, the struggling pizza company will have to find a way to convince investors that it can solve its problems on its own, and beat out competitors Domino's and Pizza Hut. That's a tall order.The company has been working hard to distance itself from controversial founder John Schnatter, who resigned his role as chairman in July after news broke that he had used the N-word on a conference call.Papa John's said earlier this month that same-store sales in North America fell by 9.8% during the most recent quarter. Total revenue dropped 15.7% from a year earlier to about 4 million.Schnatter also stepped down as CEO at the end of last year after he caused a controversy by blaming the NFL for poor pizza sales. Schnatter said sales were hurt by the way the league handled players' kneeling during the National Anthem in protest of racial injustice.Since then, Papa John's hasn't been able to regain its momentum, and sales have continued to slip.Other pizza sellers have struggled this quarter. Pizza Hut's sales were flat, and though Domino's (DPZ) reported domestic and international same-store growth, the company missed analyst expectations.But Pizza Hut and Domino's are better equipped to win the pizza wars. Domino's has invested heavily in tech, and Pizza Hut is bolstering its partnerships. Pizza Hut replaced Papa John's as the NFL's official sponsor earlier this year. 2159

PHOENIX (AP) — The 5,200 active-duty troops being sent by President Donald Trump to the U.S.-Mexico border will be limited in what they can do under a federal law that restricts the military from engaging in law enforcement on American soil.That means the troops will not be allowed to detain immigrants, seize drugs from smugglers or have any direct involvement in stopping a migrant caravan that is still about 1,000 miles from the nearest border crossing.Instead, their role will largely mirror that of the existing National Guard troops — about 2,000 in all — deployed to the border over the past six months, including providing helicopter support for border missions, installing concrete barriers and repairing and maintaining vehicles. The new troops will include military police, combat engineers and helicopter companies equipped with advanced technology to help detect people at night.RELATED: Christ United Methodist Church at capacity, needs help preparing for incoming migrant caravanThe extraordinary military operation comes a week before the Nov. 6 midterm elections as Trump has sought to transform fears about the caravan and immigration into electoral gains. On Tuesday, he stepped up his dire warnings, calling the band of migrants fleeing poverty and violence in Central America an "invasion.""Our Military is waiting for you!" he tweeted.Traveling mostly on foot, the caravan of some 4,000 migrants and a much smaller group of hundreds more are still weeks, if not months, before reaching the U.S. border. Thousands have already dropped out, applying for refugee status in Mexico or taking the Mexican government up on free bus rides back home, and the group is likely to dwindle even more during the arduous journey ahead.Another smaller caravan earlier this year numbered only a couple hundred by the time it arrived at the Tijuana-San Diego crossing.And despite the heightened rhetoric, the number of immigrants apprehended at the border is dramatically lower than past years. Border Patrol agents this year made only a quarter of the arrests they made in 2000 at the height of illegal immigration, when the agency had half of the staffing it does today. The demographics have also drastically changed, from mostly Mexican men traveling alone, to Central American families with children.RELATED: Wait times for citizenship applications stretch to 2 yearsMigrants arriving at the border will now see a sizable U.S. military presence — more than double the 2,000 who are in Syria fighting the Islamic State group — even though their mission will be largely a support role.That's because the military is bound by the Posse Comitatus Act, a 19th- century federal law that restricts participation in law enforcement activities. Unless Congress specifically authorizes it, military personnel can't have direct contact with civilians, including immigrants, said Scott R. Anderson of The Brookings Institution.Instead, the large troop deployment will be limited to performing similar support functions as the National Guardsmen and women Trump has already sent to the border.These include 1,500 flight hours logged by about 600 National Guard troops in Arizona since they were deployed this spring. Members of the guard have also repaired more than 1,000 Border Patrol vehicles and completed 1,000 hours of supply and inventory, according to Customs and Border Protection.In one case, a group of Border Patrol agents tracking drug smugglers in the remote Arizona desert in August called on a National Guard helicopter to keep an eye on the suspects and guide agents on the ground until they had them in custody. That operation resulted in several arrests and the seizure of 465 pounds of marijuana.In addition to the 5,200 troops being deployed this week, the Pentagon has put another 2,000 to 3,000 active-duty troops on standby in case they also are needed at the border, a U.S. official said Tuesday, speaking on condition of anonymity to discuss a detail that has not been publicly announced.The troops were being sent initially to staging bases in California, Texas and Arizona while Customs and Border Protection works out precisely where it wants the troops positioned.It remains unclear why the administration was choosing to send active-duty troops given that they will be limited to performing the support functions the Guard already is doing."Sending active military forces to our southern border is not only a huge waste of taxpayer money but an unnecessary course of action that will further terrorize and militarize our border communities," said Shaw Drake, policy counsel for the American Civil Liberties Union's border rights center at El Paso, Texas.The California National Guard has pledged up to 400 troops to the president's border mission through March 31. Jerry Brown, the only Democratic governor in the four states bordering Mexico and a frequent Trump critic, conditioned his support on the troops having nothing to do with immigration enforcement or building border barriers.Brown said the California troops would help fight transnational criminal gangs and drug and firearms smugglers.In New Mexico, 118 Guard troops have been helping with vehicle maintenance and repair, cargo inspection operations, surveillance and communications.Texas Gov. Greg Abbott pledged 400 troops to the border in April. Maj. Gen. John Nichols, the head of the Texas National Guard, told Congress in July that his troops served in a "variety of support roles," including driving vehicles, security monitoring, and administration. 5568

  

PITKIN COUNTY, Colo. — A bear attack inside a home left one person with "severe swipe injuries" early Friday in the Aspen, Colorado, area.Randy Hampston, public information officer for the northwest region of Colorado Parks and Wildlife, said a call about the attack came in at 1:28 a.m.Hampston said the house, which is located in the Clear Creek neighborhood outside Aspen, has a lever door handle on its front door. He said some newer homes have this feature to be ADA compliant, but it makes entry much easier for bears."You’re talking about a 400-pound animal — they can push down with enough force to sometimes pop those locks," he said.The homeowner heard noises in the living room and went to check on it, Hampston said. Then, he saw the large bear.The bear swiped at the him, leaving him with severe lacerations to his head, neck and face.The bear then ran out of the home, Hampston said. Other family members in the house called 911.The injured homeowner was transported to a hospital with severe injuries to his face and neck, according to CPW. He is undergoing surgery, but is stable and his injuries are not life-threatening.Hampston said CPW has been receiving reports of a bear in the area and believes this was the same one. He said he also believes it's the same bear that has been reportedly getting into trash in the area over the past few years. Past attempts to haze or trap it to relocate it elsewhere have been unsuccessful.Wildlife officers are working in the area. A search for the bear is underway with the help of tracking dogs.Because DNA evidence was collected in the home, wildlife officers will be able to test the DNA of a suspected bear to ensure it's the same one.Once they find the bear, it will be euthanized due to its history of run-ins with humans and this attack, Hampston said.He said while it's not rare to see a bear around Aspen, it is uncommon for one to get inside a home.This marks the first bear attack in Aspen this year.Three people reported a bear attack in Aspen last summer, he said.
