CHULA VISTA, Calif. (KGTV) -- The city of Chula Vista is hoping "Granny Flats" will help ease the county's affordable housing crisis. Tuesday night, the city council unanimously voted to approve a series of changes designed to make it cheaper and easier to apply for a permit to build a granny flat or "accessory dwelling unit." The ordinance brings the city into state compliance. California lawmakers passed a measure last year loosening the regulation and reducing some fees associated with building. Chula Vista added a regulation aimed at preventing the units from becoming short-term vacation rentals. Under Chula Vista's ordinance, the homeowner must live on the property. Max Zaker owns a real estate company in Eastlake. He's also running for Chula Vista City Council. He said the city must find a way to keep up with its growth. "The average price for a two-bedroom condo is about ,700 to ,800 a month, so imagine a kid right out of college, they just got their first job. There's no way they're going to be able to afford it. So, if there was a granny flat they could stay at home," said Zaker. The new rules also eliminate parking requirements in some cases. If the property is located within half a mile from a public transit stop, the homeowner is no longer required to provide parking. "The whole idea is to make these affordable and less cumbersome and less excessive requirements," said Michael Walker, Chula Vista's senior planner. Walker estimates the reduction in fees could be a savings of roughly ,500. On average, the city only gets roughly 10 permit applications a month. City leaders hope that will change with the relaxed rules. "We are hoping this will encourage other types of residential development to happen in Chula  Vista so we can increase our housing stock because we have to," said Zaker. A second reading is required before the ordinance is officially passed. The new rules are expected to go into effect in May.  2109

CHULA VISTA (CNS) - A man was arrested on suspicion of assault with a firearm after he allegedly pointed a rifle at a family that was setting off fireworks, authorities said today.Samuel Austin Laurabee, 28, was arrested Saturday night in the 500 block of Woodlawn Avenue, according to Lt. Scott Adkins of the Chula Vista Police Department.Laurabee allegedly pointed a bolt-action rifle at members of a nearby family who were setting off Fourth of July fireworks, Adkins said.Laurabee was booked into the San Diego Central Jail, with bail set at ,000, on one felony charge of assault with a firearm, according to jail records. (KGTV) - A nurse is calling her co-workers guardian angels after they saved her life.Early Borja is nurse a Sharp Chula Vista Medical Center and had quite a medical episode over the summer.Borja was in the car with her husband in July when she suffered what she thought was an asthma attack. It became more serious when she lost consciousness. Her husband drove her to the emergency room at Sharp Chula Vista, where a team of nurses, respiratory therapists and Dr. Nyda Pamintuan saved her life. Borja was revived and a few days later she was discharged from the hospital.On Thursday, she met the team that helped bring her back and also presented the doctor who led the effort with the Guardian Angel award.“I’m back alive working because of you,” said Borja through tears as she thanked the team.Borja has worked at Sharp Chula Vista Medical Center for 27-years. 897

(KGTV) - The San Diego County Office of Education appointed a fiscal advisor with power to stay and rescind any financial decision made by the troubled Sweetwater Union High School District, the SDCOE said Friday.The SDCOE named the advisor, Dr. Mark Skvarna, to serve as the “eyes and ears” of county education officials inside the district, SDCOD spokesperson Music Watson told 10News. Dr. Skvarna will exercise authority to control any action by the Sweetwater board that’s inconsistent with the district’s ability to meet its financial obligations, wrote SDCOE Assistant Superintendent of Business Services Michael Simonson."What that means is that our fiscal advisor and the county superintendent of schools have authority to review board agenda items with a fiscal impact, comment on them and in extreme events rescind any action taken by the board that we believe is not in their best financial interest," said Simonson.SUHSD’s finances have been under the microscope since a million dollar budget shortfall for the 2018-2019 school year was announced. District officials previously said the shortage was due to expenses from staff raises, including costs of substitute teachers and an unexpected million expense for utilities.
