TASHKENT, May 1 (Xinhua) -- When and how the exchange rate of Chinese Yuan should be adjusted must be decided by the Chinese government, the president of the Asian Development Bank (ADB) said Saturday.Addressing the opening press conference of the 43rd annual meeting of the ADB's Board of Governors, Haruhiko Kuroda said the yuan issue was "up to the Chinese authorities to decide."Meanwhile, Kuroda also said it was up to Chinese authorities to decide how and when to implement exit strategies.Kuroda acknowledged China played a leading role in the recovery of the Asia-Pacific region from the global financial crisis thanks to the 8.7-percent growth of its gross domestic product (GDP) last year.Haruhiko Kuroda, president of Asian Development Bank (ADB), speaks during a press conference in Tashkent, Uzbekistan, May 1, 2010. ADB began its annual meeting of the Board of Governors in Uzbekistan on Saturday. Kuroda said the Chinese economy would maintain a high growth rate, with a forecast of 9.6 percent of GDP growth this year and 9.1 percent next year.Despite the fact that China's substantial fiscal measures were not the same as those implemented during the crisis, Kuroda believed that sooner or later the government would mull over an exit from these measures given the strong economic growth.Besides China, all Asian countries should carefully time their exit strategies to unwind their anti-crisis fiscal and monetary policy measures, he said. The ADB began its 43rd annual meeting on Saturday with a pivotal focus on poverty, climate change and regional integration. It is the first time the ADB held its annual meeting in a Central Asian state.

BEIJING, April 19 (Xinhua) -- China's Vice President Xi Jinping Monday told members and organizations of the Communist Party of China (CPC) they had strict responsibilities in restoring normal life in quake-stricken Qinghai Province and helping the survivors.Xi, a member of the Standing Committee of the CPC Central Committee Political Bureau, made the requirements at a meeting of senior CPC leaders in Beijing on Party building.Party members, officials and organizations responsible for civil affairs should make sure quake-affected people have enough food, clothes, drinking water and shelters, Xi said.CPC members, officials and organizations working in health-care fields should treat the injured and prevent disease outbreaks, while members working in education should work to resume school classes, Xi said.Other CPC officials and members in transport, electrical power and telecommunications should make efforts to repair infrastructure, and restore power, water supplies and road transport as soon as possible. He Guoqiang, head of the CPC Central Commission for Discipline Inspection, who was also present at the meeting, underlined disciplinary rules for quake relief work.

BEIJING, May 31 (Xinhua) -- China's gasoline prices will be cut by 230 yuan (33.7 U.S. dollars) per tonne and diesel prices by 220 yuan per tonne from Tuesday, the National Development and Reform Commission (NDRC) announced Monday. The price cuts came after a record high in price hikes in April. The previous price cut was in September 2009.Before the adjustment, the benchmark price of gasoline was 7,420 yuan per tonne and diesel 6,680 yuan per tonne.Cao Changqing, head of price department of the NDRC, said the adjustment was "timely and in a proper amount" in response to recent changes in the international crude oil prices.International crude oil prices had been rising before May, when they began to decline, the NDRC statement said. The recent drops had amounted to 4 percent, meeting price adjustment conditions, it added.Cao said the move was also based on the global and domestic economic sitations and oil supply and demand as well as the country's pricing mechanism. In 2009, China adopted an oil pricing mechanism that allows the NDRC to adjust retail fuel prices when the international crude oil price changes by more than 4 percent over 22 straight working daysThe government would raise benchmark prices for domestically-produced onshore natural gas by 230 yuan per thousand cubic meters, or 24.9 percent, to 1,155 yuan per thousand cubic meters because of relatively low prices and strong demand, he said.

HANGZHOU, March 28 (Xinhua) -- China's Ministry of Water Resources (MWR) said Sunday the country will step up water conservation infrastructure construction to better cope with natural disasters. The central government has allocated over 80 billion yuan (11.7 billion U.S. dollars) this year for water conservation projects. Total investment in the sector is expected to hit 200 billion yuan, MWR vice minister Jiao Yong said at a work conference Sunday in Hangzhou, capital city of the eastern Zhejiang Province.Jiao said water conservation facilities in China would be expanded while insuring the quality of the projects.Meanwhile, repair and maintenance work on reservoirs in poor condition will be boosted this year, said Sun Jichang, a senior MRW official.China needed to reinforce a total of 6,240 faulty reservoirs in the three years to 2010. So far, only 2,000 of them have been reinforced as insufficient local funding or possible misuse of funds has delayed the work, Sun said.Local water authorities will be rushed as the Ministry is requiring all reservoir repair work be finished by the end of the year.
