SAN DIEGO (KGTV)- The San Diego Fire-Rescue Department and local military members are working to put smiles on the faces of kids this holiday season. The 2019 Toys for Tots drive started Sunday. The fire department is partnering with the U.S. Marine Corps Reserve. They have been collecting toys for more than 15 years. Through December 16, all San Diego Fire facilities will be collecting toys and books. The items must be new and unwrapped. Toys for Tots is in its 71st year. U.S. Marines distribute the donated items to the children each year. Since 1947, more than 244 million children have benefited from the toy drive. Local Marines are asking for volunteers to help distribute the items, Monday through Friday, from 9a to 3 pm. The distribution site is at 9955 Pomerado Road. 790

SAN DIEGO, Calif. (KGTV) -- When asked if his success is surreal, comedian Jo Koy said: "I earned it."Jo Koy, whose real name is Joseph Herbert, knew he wanted to be a comedian since the age of 11. He has been in the comedy scene since the late 1980s and said he "kept grinding." That hard work paid off as Koy is now getting ready to film his third Netflix special and performs to sold-out audiences across the country. Family has been a central theme in his routine, often talking about raising his teenage son and growing up with his Filipino mom. His son, now 16, is getting involved in helping dad refine his show. "He's an associate producer on [the Netflix special] 'Comin' in Hot.' He came up with my last joke... he's the one that told me to wear what I was wearing. That outfit, he picked it out," Koy said.Koy tells 10News his mom loves the attention, "My mom always wants more!" Koy said. When asked if there was enough diversity and inclusion in comedy, the half-Filipino artist he feels like the doors are now, "open and there's a lot more opportunity, but we still have a long way to go." He's not going to get much time to check out the sights in San Diego. He's focusing on work and putting on great shows at the Civic Theater this week. "I stay working, man! I'll stop working when I die! I'm always going to do stand-up," Koy said. "This is my passion. I'll be 80 and I'll be on stage... this is what I was born to do." SAN DIEGO (KGTV)- There's a new requirement that large California counties have to meet before they can advance on the state's color-coded COVID-19 reopening system.State health officials say the "health equity metric" will help reduce infection rates among vulnerable populations.Sunday, San Diego County health officials opened another drive up testing site in Chula Vista. Local leaders say they've been targeting disadvantaged communities with education, outreach, and testing since the start of the pandemic."About 34% of our county population is Latino, but about 66% of the cases, we saw that early on, and that's why we took the action of developing the South Bay Saturation Strategy for testing. We have sites in every community in the South Bay," said Nick Macchione, director of the Health and Human Services Agency for San Diego County.Counties with more than 106,000 residents will be divided into quartiles based on income, education, and other factors gathered in census tracts.The goal is to bring the infection rates in the most disadvantaged neighborhoods in line with the county's overall rate."Now they need to make sure that not only does their test positivity for the whole county, their adjusted case rate, but also their test positivity in the lowest quartile in the Healthy Places Index for the county all need to meet the criteria for the least restrictive tier," said Dr. Mark Ghaly, California's health secretary.Ghaly said counties will need to show that they're directing money and resources to help the communities hardest hit."It's not just the test positivity, that's the piece that helps counties move forward or slows them down in moving through the tier system, but we are working with counties on a broader strategy to focus on equity," said Ghaly.Ghaly said failing to meet the metric cannot push a county back into a more restrictive tier, but can slow it down from moving ahead.Nancy Maldonado is the President and CEO of the Chicano Federation. She welcomes the additional metric."I do think it's a good thing because I think it places emphasis on the importance of taking care of our community and taking care of our essential workers who are disproportionately communities of color," said Maldonado.Some fear it's yet another hurdle to reopening.County Supervisor Jim Desmond took to Twitter, saying if the governor wants to help disadvantaged communities, he should let them get back to work."I think it's really ironic the governor keeps those businesses and lower income folks out of jobs, and now he wants a metric to make sure we're taking care of them," said Desmond.San Diego county remains in the red tier, which is one tier away from the most restrictive purple tier. 2727

  

SAN FRANCISCO (AP) -- A young mountain lion that was spotted looking at his reflection in the glass of an office tower in downtown San Francisco was safely captured Thursday and released into the wild.The disoriented animal roamed the streets of the city for two days until he was spotted by a police officer near Oracle Park, home of the San Francisco Giants.The mountain lion was first seen Tuesday by a motorist in a neighborhood known for the famously crooked Lombard Street. 487

  

SAN FRANCISCO (AP) -- One of California's two powerful teachers unions is warning that reopening schools would be "reckless."The California Federation of Teachers made the comment after Gov. Gavin Newsom released details for California elementary schools seeking to reopen with in-person instruction amid the coronavirus pandemic.Guidelines are for public, private and charter schools seeking permission to resume in-person classes if their county is on a coronavirus monitoring list.RELATED: California issues guidelines for school reopening waiversThe California Association of Private School Organizations says it has seen "considerable interest" in applying for the reopening waivers.However, the Federation of Teachers set five criteria they think should be met before reopening classrooms, including a significant decline in cases both statewide and on a county level, as well as adequate protective gear, and funding from federal and state governments.County health officers will decide whether to send the applications to the state for final consideration. 1072
