BEIJING, April 28 (Xinhua) -- Industrial enterprises in China's 24 regions reported combined profits of 690.8 billion yuan (101.2 billion U.S. dollars) in the first quarter, more than double the figure of the same period last year, the National Bureau of Statistics (NBS) said in a statement Wednesday.The NBS did not provide reasons for the 102.6-percent profit surge. The figure was down 21.1 percentage points for the first two months of the year, the statement said.Analysts attributed the growth to a low comparison base during the first quarter of 2009 when the country's economic growth was dragged down by the global economic downturn. The economic recovery, backed by government stimulus measures, also helped lift profits.The People's Bank of China, the central bank, said in a statement last week that industrial production in the first quarter had accelerated and profits of enterprises continued to expand on growing domestic demand.Altogether 38 of the 39 major industrial sectors saw year-on-year growth in profits, with profits of the steel industry up 3,380 percent and those of the power sector up 1,540 percent, the statement said.

TASHKENT, April 24 (Xinhua) -- China is willing to consolidate cooperation with all the other member states of the Shanghai Cooperation Organization (SCO) on safeguarding regional security and promoting collective prosperity, Chinese Public Security Minister Meng Jianzhu said here Friday.Meng, also a Chinese State Councilor, made the remarks at the fifth session of the SCO Security Council Secretaries, which drew interior and public security ministers of SCO member states to prepare for a June summit of the organization in Tashkent.The SCO, a regional security organization founded in 2001, consists of China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan.Meng said that against the backdrop of complicated global and regional situations, it is important for SCO countries to deepen practical cooperation and safeguard regional stability by further coordinating cooperative mechanisms within the SCO framework.It was also important to seek collaboration and utilize various resources, he said.Meng noted the lingering effects triggered by the global financial crisis on economy and society, as well as the continuing threats from terrorism, extremism and separatism on regional security. BEIJING, April 12 (Xinhua) -- In a bid to further regulate the selection and promotion of government and Party cadres, the Communist Party of China (CPC) turned to the public for help in its four newly released documents."One breakthrough of these rules is we shift the focus from simply supervising the procedures of cadre selection and promotion to also weighing in what the colleagues and the locals think about," said a statement released Monday by the Organization Department of the CPC Central Committee.The four documents, promulgated on March 31 by the General Office of the CPC Central Committee, cover the selection and auditing of officials and set out penalties for those found guilty of misconduct in the selection and promotion of government and Party cadres.According to the new rules, personnel departments should consult staff within the organization on every newly appointed officials. The results, paired with local Party committees' official report on personnel changes, will be submitted annually to superior Party committees' for review.These opinions will also be incorporated into the work evaluation of officials in charge of local cadre selection and promotion.In serious cases, leading officials in the Party committees who misuse their power and violate CPC regulations on the selection and appointment of Party and government cadres could be dismissed from their posts, demoted, transferred to other posts, or asked to resign.To better solicit public opinions, Party committees at provincial levels across the country are moving to open online service and telephone hotline for whistleblowers to report such violations.According to the rules, personnel departments must carry out investigation based on detailed reports from the public and the media.

XIANGNING, Shanxi, March 29 (Xinhua) -- Almost 1,000 rescuers were racing the clock through the drizzle Monday to pump water and reach the 153 people trapped underground in a flooded coal mine in north China's Shanxi Province.Altogether 261 workers were in the pit of Wangjialing Coal Mine, which was under construction, when underground water gushed in at about 1:40 p.m. Sunday. Although 108 were lifted safely to the ground, 153 others were trapped in the shaft. Rescuers carry pipes at the site of a flooding accident of Wangjialing Coal Mine, sitting astride Xiangning County of Linfen City and Hejin City of Yuncheng City, in north China's Shanxi Province, on March 29, 2010."Currently, more than 970 people are participating in the rescue operation," said Liu Dezheng, a spokesman of the rescue headquarters and deputy director of the General Office with the Shanxi Provincial Work Safety Committee, at a news conference late Monday."If everything goes smoothly, with the installation of two more high-power pumps, it is expected that 650 cubic meters of water can be pumped out of the shaft per hour tonight, and 2,000 cubic meters per hour tomorrow," he said.Previously, six pumps had been used to pump up to 300 cubic meters of water per hour around the clock.But Liu also pointed out that complicated conditions underground could hamper the operation."The coal mine has a high concentration of gas. Ltd., is a major project approved by the provincial government. It is expected to produce 6 million tonnes of coal annually once in operation.Earlier this month, 32 workers were killed in a similar accident when underground water flooded a mine being built in north China's Inner Mongolia Autonomous Region.One worker died after being lifted to the ground and 31 others were presumed dead two weeks after the accident happened on March 1.Rescue work, which took 14 days and involved 20,384 people, was halted on March 14 when those trapped were believed to have no chance of survival.
