SAN DIEGO (KGTV) - Underused land owned by San Diego's Metropolitan Transit Service could help address the region's need for affordable housing — though not entirely.That's according to a new report by the think-tank Circulate San Diego, which suggests nearly 60 acres of MTS-owned land, including parking lots and structures, could better serve the community as new homes."Empty and underutilized parking lots are a stark and visible demonstration of public lands being underutilized. SAN DIEGO (KGTV) -- With recent headlines highlighting rattlesnake bites throughout San Diego County, you may be wondering what can be done to prevent bites, or in the unlikely event that you or a pet are bitten. According to the San Diego Humane Society, snake bites can happen year-round, but snakebite season spans from April through September when temperatures tend to be warmer.In the U.S., nearly 8,000 people are bitten by poisonous snakes each year. SAN DIEGO (KGTV) - When William Hauf looks out his kitchen window, he sees rows of patio furniture that won't fit anywhere else."I just had to leave that stacked up out there," he says. "And I've got boxes of books in my garage right now that are unopened and brand new. Books that I haven't even seen yet."They're leftovers from Hauf's former, more successful life.In March, he sold his estate in Santaluz for million. Hauf had to sell it after losing millions of dollars himself in real estate and travel investments. It's a key number because that's what San Diego Gas and Electric says he still owes them from his Santaluz home. Hauf got that roughly ,000 bill in March - an annual balance correction because the Santaluz home had solar, meaning he didn't have to pay monthly. SDG&E is now threatening to cut the electricity to his new home in Carlsbad if he doesn't pay the balance. "It's a nightmare, and I have no power to be able to confront this," Hauf said. SDG&E checked Hauf's meter in 2018, after a roughly ,000 annual bill. He said he hoped they would do more at the time. "They didn't investigate, they didn't identify, they didn't do an audit, they didn't do any of that," he said. Then came the ,000 whopper in March. In a statement, SDG&E noted that Hauf's bill worked out to 2 a month for the 7,600 square-foot Santaluz home. The company said it found no issues with the meter and that something in the home was being left on for long periods of time. SDG&E says it has advised Hauf to make sure his pool pump was not left running but Hauf said there's a big problem with that advice."There's no pool in the house," he said. "There's no swimming pool, there's no heater, there's no air conditioning."In other words, Hauf can't pinpoint what caused his annual bill to get to ,000 dollars, and he doesn't think SDG&E can either. A spokesman for SDG&E said the utility isn't always privy to the types of appliances customers have, but reiterated that Hauf's meter was functioning normally during that time. This is the utility's full statement:This solar customer received an annual true-up bill of ,111.46 for twelve months of energy use at his 7,600+ sq. foot home. If you average that out it would be approximately 2 per month. Over the past several years we have spoken with this customer regarding increasing energy usage and other billing related questions. In the spring of 2018, we tested the electric meter and found no issues. In a review of his March 2018 bill, we indicated that something in the household was turned on and left on for periods of time. SAN DIEGO (KGTV)- America’s Freedom Bell, which has been traveling across the country for years, officially has a permanent home in San Diego.Wednesday, the bell was unveiled at its new home at the Veterans Museum in Balboa Park. Before that, it was kept in a storage facility in between travels.Richard Rovsek, a Rancho Santa Fe resident and founder of the Spirit of Liberty Foundation, drew up a design for the bell on a napkin during a meal. 72 hours later he learned it would become a reality.Rovsek created the bell to give Americans a chance to ring it and honor the men and women who served our nation. Five million Americans have rung the bell so far.“It’s closure for families,” said Rovesek.The bell was cast on June 6, 2013 with full military honors on the 69th anniversary of D-Day. It has traveled to Independence Hall, Arlington Cemetery, Pearl Harbor, Normandy Beach and more. It will continue to travel occasionally, but will forever call San Diego home. On the bell are the timeless words “Honor Our Armed Forces Past, Present and Future.” It includes emblems for every branch of the military and contains 11 pounds of steel from the World Trade Center.Wednesday, the Spirit of Liberty Foundation and The Veterans Museum at Balboa Park also announced the creation of “America’s Patriotic Honor Roll” which will include the names of more than 100 million veterans who have served since 1776. SAN DIEGO (KGTV) — Each year thousands of people in San Diego County face eviction from the place they call home. With rising rents and mortgage rates increasing, experts say that trend is about to get worse.“On November 5 my family and I are going to be homeless because it’s very hard to find places,” said Margot Velez.Velez is being evicted from her apartment, the complex she’s called home for nearly a decade. There’s a dispute about whether or not she’s paid the rent.RELATED: San Diego rents will continue to rise, according to USC rental forecastVelez said she’s up-to-date. She explained the owners of the complex claim she’s about ,000 behind, which is about three months rent.Team 10 investigator Adam Racusin asked Velez if there’s a possibility she ends up on the street.“Yeah, a real possibility,” she said.RELATED: More space for your money: Top neighborhoodsVelez is just one of the thousands in San Diego County facing an eviction.According to San Diego County Court records, there were more than 9,000 unlawful detainer cases filed last fiscal year. Those are eviction lawsuits.A report by the group Tenants Together, a statewide organization for tenants’ rights, stated landlords file an average of 166,337 eviction lawsuits annually in California, with a total of 499,010 households facing eviction in the three-year period. An estimated 1.5 million Californians faced court evictions over the last three years.RELATED:?Developer plans 300 new apartments in Otay Ranch"Evictions are on the [rise] in San Diego, and it's largely because there's just a depletion of rental stock,” said attorney Christian Curry with the Tenants Legal Center, a San Diego Law Firm. “Really, what it is is they get behind on their rent, and by the time they come to us usually they have the money to pay, but the landlord just won’t take it anymore."Curry said rents are going up and many people can't keep up, but in San Diego County, there are laws to help protect renters.The Tenants’ Right to Know regulations has a section that outlines termination of tenancy guidelines.RELATED: Housing swaps offer vacation savingsAccording to the regulations, a residential tenancy of more than two years duration shall not be terminated, nor shall its renewal be refused unless for things such as nonpayment of rent, the landlord intends to withdraw all rental units in all buildings or structures on a parcel of land from the rental market or the owner of blood relative plans to occupy the rental unit as their principal residence.If you’ve broken the rules and you haven’t been in your home for more than two years and you're facing eviction, there is a process for removal. According to Curry’s website, “After receiving an UNLAWFUL DETAINER [sic], the tenant/occupant must respond timely or lose the case. If you are personally served, you have only five calendar days to respond. If someone is served for you, you may have an additional 10 days. Weekends are counted but the last day to respond cannot land on a weekend (or holiday). If it does, the 'last day' carries over to the next business day. There are many defenses which can be raised.”Curry said tenants should know their rights and try to talk with the landlord ahead of time. Renters may be able to work out a deal that benefits everyone. 3368
