SAN DIEGO (KGTV) — Ocean Beach residents say they are uniting to address issues they believe stem from people living in vehicles.OB resident Michael Copley and nearly 100 others emailed San Diego Police this week, asking for officers to step up patrols in their neighborhood. "I'm just a citizen. I have no authority, I can't enforce anything," Michael Copley says. In a response posted to social media by SDPD officer David Surwilo, Surwilo says the concerns have been sent to patrol supervisors so that they "are aware of your community safety issues, what you are seeing and dealing with and your requests for assistance to address these issues."SDPD Capt. Scott Wahl adds, "We are out in the Ocean Beach area, seven days a week, making sure that we are addressing these issues. And it's important that the community continues to provide that information to us."The post referenced complaints pertaining to areas of Ocean Beach, Robb Field, and dog beach over vehicle campers, drug use, homelessness, and quality of life."One person sleeping in their car is not a big deal. But 100 people sleeping in their vans, that creates an impact on the community," Copley said.In May, city leaders approved restrictions on people living in their vehicles within San Diego. Part of those restriction prevent people from sleeping in vehicles within 500 feet of a school or home and overnight anywhere in the city from 9 p.m. to 6 a.m.Wahl says that now, the city has more beds and parking lots available for free to those living in vehicles that can help alleviate the concerns. But according to a July report by 10News, one of the city's newest parking lots for those individuals is going largely unused.Police recommend residents report non-emergency issues on the city's Get It Done mobile app. But if it is an emergency, residents are encouraged to call the police. 2190

SAN DIEGO (KGTV) - One week later, San Diego Police Homicide Detectives made an arrest in a homicide case in a Mountain View neighborhood. On Sunday, May 6, 2018 police units responded to a 911 call regarding a shooting at 500 S. 40th St. When the initial units arrived on-the-scene, they found a 33-year-old black male and a 37-year-old black male, both lying on the ground.According to police, both males suffered from gunshot wounds to the upper body. Both victims were later transported to the hospital but, were later pronounced deceased.The victims have been identified as Tony Jackson, 33, and Robert Brown, 37.Family friends said they were fun, caring men who had families and young children of their own. After a preliminary investigation by the San Diego Police Homicide Detectives, they determined that a black male, wearing dark clothing walked up to the victims, who were standing in front of the Rec Center at 500 S. 40th St., and began shooting.There has been a high police presence since the shooting, according to neighbors.San Diego Police Homicide Detectives identified the suspect as Shannon Bryant, 29, of San Diego. Bryant faces charges in connection to the murder of both Jackson and Brown. SAN DIEGO (KGTV) -- One country that was hit especially hard early on during this coronavirus pandemic was Italy.A former San Diego resident living in Milan said things have finally started returning to normal after a strict lockdown that lasted longer than two months.“There’s a feeling of hope,” said Bea Pesenti. “Obviously now it’s in a rebuilding phase.”Pesenti and her fiancé, Wilson, moved from San Diego to Milan in August of 2019. 10News first interviewed Pesenti in March when Italy was struggling with the spread of COVID-19.“We have been in the heart of it,” she said. “When I spoke to you last, the situation felt really dramatic because we really were in ground zero.”The couple was holed up in their Milan apartment for more than two months.“We were in a very, very severe lockdown,” she explained. “You heard the sirens, and you really just felt this heavy energy.”Fast forward today, Pesenti said she finally sees a return to a sense of normalcy.“The lockdown has ended, the businesses have reopened,” she said. “We immediately saw family because that was the priority for us. Kind of enjoyed being able to take bike rides and going to the park but still limiting our contact.”She said businesses have new safety guidelines in place, and face masks are required in public.There were 70 deaths reported in the country on Thursday, a drastic drop from the 919 reported on March 27.“I think people really needed to have this easement and get back to life,” she said. “Not only from an economic standpoint but being locked in your house for 80 days is just unnatural.”Pesenti hopes things will go smoothly as more of the country begins reopening.“We haven’t had this second wave, so to speak, so hopefully it continues this way,” she said.And she has a piece of advice for San Diegans as our restrictions start to loosen, “I hope people really, really think hard and make the right decisions even as things ease up, still be mindful and considerate of other people’s comfort level.”A restriction on travel between Italian regions is expected to be lifted in early June, however, officials warn that could change if there is a spike in the number of positive COVID-19 cases. 2195

The tweet added, “It is always our goal to keep our communities safe.”Smith had been staying at a motel around the 78 corridor which caused concern for North County community leaders. “I just don't feel good about this situation,” said Melanie Burkholder, candidate for CA State Assembly's 76th District. “This is a very sick individual. He does not need to be roaming the streets,” she said Monday morning.The Orange County District Attorney's Office says Smith claims to have killed three boys and molested 200 others.San Diego County Undersheriff Mike Barnett spoke to ABC10 News on Sunday night. “He liked to be referred to while he was in the state mental hospital as Mr. RTK, which is rape, torture, kill,” he said.It was last Tuesday when he said the CA Department of State Hospitals released Smith from Coalinga psychiatric facility without any restrictions under Megan's law, meaning he is not required to register as a sex offender.Deputies say he's served his time and is free to go where he wants.Before arriving in San Diego, the 59-year-old went to Orange, Corona and Lake Elsinore which sparked outrage in Los Angeles. In an effort to avoid any violence, San Diego deputies did not share his exact location but offered reassurance he was under 24-7 monitoring.The Orange County District Attorney's Office said Monday that its waiting for answers from the Governor’s Office as to why the state released him from the hospital and why the CA Attorney General's Office reportedly revoked his sex offender registration requirement in 2005.Monday, the Attorney General's Office referred ABC10 News to the Department of State Hospitals which said that it couldn't release information because of patient privacy laws. 1889

SAN DIEGO (KGTV) - On Tuesday the North San Diego Business Chamber honored first responders who've gone above and beyond in their duties protecting the community. One of the recipients was San Diego Police Department K9 Officer Jonathan Wiese, honored for his actions during the active shooter incident at the Chabad of Poway synagogue.Wiese was on his way to meet his family for lunch when he heard the shots fired call and immediately responded to the area.Despite having little information and no back-up, Officer Wiese was able to track the suspect down who then surrendered. "Active shooter is right up there with 'officer down'; the calls don't get more intense than that, when you know someone is actively shooting there's going to be multiple victims, there's going to be a large scene, it's going to be chaotic," said Wiese. Officer Wiese says his 20 years of training kicked in."I tried not to think about the danger, just tried to figure out what I needed to do," said Wiese. "Every single day we have great stories like this, and so I want the public to know this is not unusual, this is our normal," said Chief Craig Carter with the Escondido Police Department.
