CHULA VISTA, Calif., (KGTV) — Students at eight high schools and two middle schools in Chula Vista spent part of their day protesting the newly proposed budget for Sweetwater Union High School District. The school system is million in the hole, and they plan to lay off nearly 240 teachers and staff by May. While their parents take to the polls, hundreds of students at Eastlake High School are also raising their voices. "It's frustrating, and almost like, betrayal," Eastlake Senior, Isabella Borquez said. Borquez said she could not get behind the district board's decision to lay off nearly 240 teachers, librarians, and learning center staff, all the fix the district's million debt. "They're getting rid of people who we, the students trust and connect with," Borquez said. "And they just want to rip those people away from us."The district says the shortfall in money is not caused by mismanagement of funds. They say it is because of the decline in student enrollment and a decline in revenue.Meanwhile, at the Sweetwater Union High School District office in Downtown Chula Vista, parents too held a protest. They said the district is doing everything but follow their mantra, "Putting students first.""If you have less teachers to teach these kids, it is going to hurt them in the end," Jean Arce said. Her son is a student at Hilltop High School, who is expecting three of his current teachers to be pink-slipped this month. "This is not putting your students first. This is when you are putting finances first, and taking from the students."10News looked at teacher salaries. They range from about ,000 to 7,000. There is a large difference compared to that of Superintendent Dr. Karen Janney, who in 2018, took home 7,000. We asked the district if there were other proposals on the table that include cutting back on management salaries, instead of pink-slipping teachers. In response, the district sent this statement: 1959

CHULA VISTA, Calif. (KGTV) - The family of the man found in a barrel in San Diego Bay, near Chula Vista, is working toward closure two years after he disappeared.Omar Medina’s body was found Oct. 12, 2017, after a diver found a white, 55-gallon drum floating in the bay. She's the oldest of three and stepped in as an extra parent growing up, as they didn't have a father."This is the thing I cared about most growing up, he [Omar] was like a child to me," Villegas said.Thinking about her 28-year-old brother, she dreams of what could have been, "going to his wedding. I miss not meeting my nieces and nephews, I miss not having cousins for my kids." She spoke publicly for the first time this year at Chula Vista Police's Evening with Heroes fundraiser."Once they came in I felt a weight lifted off my shoulder[s] and that's what they've meant to me, they have definitely been that strength I'm not," she said police showed her family kindness and empathy."[Detectives] who put their photo on their desk and said they're out there. They're going to find who's responsible for killing Omar," Chula Vista Police Chief Roxana Kennedy said."I slept under this very table here in the office because that's how important it is and how much dedication we need to put in these cases," Sergeant Lavar Brown said in a video played during the fundraiser.Chief Kennedy explained the annual event funds programs the department would otherwise have to do without, "for instance our Canine program, our Senior Volunteer program, our Explorer program," she said their innovative Drone program is also funded through donation dollars. The work they did on Medina's case, will felt by the family long after it's closed."I know I'm just a kid," Omar's nephew Arturo Jr. said at the podium, "but what happened to my uncle hurts me just as much as it did the rest of my family and I'm glad I got to share it with you." He said he was thankful for CVPD.Two men were arrested in connection with Omar's death, they will stand trial in October. 2289

CINCINNATI -- A police officer working an off-duty detail at a grocery store used a stun gun on an 11-year-old girl Monday evening. The officer was working a detail at the Kennard Avenue Kroger when his attention was brought to the girl and two others who were involved in shoplifting, Lt. Steve Saunders said. The officer gave the girl several commands to stop, and then deployed the stun gun.Medics at the scene checked on the girl, and later so did staff at Cincinnati Children's Hospital Medical Center, Saunders said. He said that as far as he knows, the girl doesn't have any health issues as a result of the Taser deployment.Saunders said that a stun gun can be used on anyone between the ages of 7 to 70, according to Cincinnati Police Department procedure.CPD procedures on use of force state, "The TASER may be deployed on a suspect actively resisting arrest when there is probable cause to arrest the suspect, or to defend one’s self or another from active aggression."The procedure also notes that officers should consider the severity of the crime, the level of suspicion with respect to the fleeing suspect, the risk of danger to others and the potential risk of secondary injury to the suspect due to their surroundings before using a stun gun."An individual simply fleeing from an officer, absent additional justification, does not warrant the use of the TASER," CPD procedure states. The girl had a backpack full of items, Saunders said. She was charged with theft and obstruction, and then released to her parents. The other two suspects got away.A Kroger spokesperson said they "are cooperating with the police who are investigating the matter." 1670
