CHULA VISTA, Calif. (CNS) - Homicide detectives Thursday were investigating the death of a man found in a Chula Vista bank parking lot.At about 10:25 p.m. Wednesday, a 911 caller reported finding a man down on the ground with blood surrounding him in the parking lot of the Bank America branch on E Street and Third Avenue, Chula Vista police Lt. Jason Deaner said.Officers responded to the scene and found the man with apparent wounds on his body, Deaner said. The man, whose age was not immediately available, was pronounced dead at the scene.The San Diego County Medical Examiner's Office was called in and will perform an autopsy on the man to determine the cause and manner of death, the lieutenant said.No further details were immediately available. 763

States are beginning to roll out their plans, but timing is still very much in the air.For the last nine months, the check-out lines at grocery stores have not slowed.“We took one day off,” said Barbara Eastman, the owner of Happy Foods, a family-owned grocery store on Chicago’s northwest side. “We took off Easter Sunday. We closed the store and said everybody's got to take a break.”Essential workers like grocery store staff have worked tirelessly during the pandemic to keep the shelves stocked and Americans fed. In many cases, they’ve taken on great risks themselves.Grocery store worker John Wipperfurth came down with the coronavirus, despite taking every precaution.“I just took a little time off and came back a little more cautious afterwards,” he said. “But I was cautious before. That was the real scary part.”In fact, researchers at Harvard University recently found that supermarket workers who had direct contact with customers were about five times more likely to contract COVID-19 than their colleagues who didn’t interact with customers.It’s one reason experts like Lori Post says essential workers should be a priority following health care workers. Post is the director of the Buehler Center for Health Policy and she's an emergency medicine professor at Northwestern University’s Feinberg School of Medicine.“They can't work remotely. They must show up to work. They need to be vaccinated. They're high up on the priority list,” said Post.Right now, across the country, front-line healthcare workers and long-term care facilities are at the top of the list. But Post says groups like factory workers, correctional officers, inmates and disproportionately affected communities of color should be prioritized ahead of healthy adults.The exact timeline for when the general public could get vaccinated is difficult to pin down. Additional emergency approvals could accelerate a potential summer roll-out to healthy people. Those are all the ways the Sweetwater Union High School District is being put on blast by a new analysis by the Fiscal Crisis and Management Assistance Team. In a review of the district’s budget woes, the team's CEO Michael Fine presented Sweetwater’s school board with details on how the district ended up in its dire financial situation.Fine said the district has mismanaged its money for many years, even suggesting that specific accounting errors were “intentional” and part of a “cover up.”The report also found that the district didn’t comply with public disclosure requirements. So what does the future look like? According to the analysis, the district is projected to keep spending at a deficit at least through 2021. RELATED: Sweetwater Union High School District faces potential fraud investigationAccording to the report, a financial projection shows an expected .4 million deficit in the 2019-2020 school year and a .6 million deficit in 2020-2021. The board has yet to approve a plan to fix deficit spending. What’s more, the report found that the county doesn’t have access to the district’s financial system, blocking access to oversight.The report also found that the district doesn't have controls in place that limit access to its financial system. In fact, Fine found that a single employee has "complete access to cash between funds and is given complete access to the county treasury district accounts." It's unclear whether or not that employee has the ability to move money outside the treasury accounts. After action is taken against the employee, such as the employee being terminated, the district doesn't verify that that employee's access to financial systems is suspended. TIMELINE: Sweetwater Union High School District's budget woesFinally, the report found that the district doesn't account for all positions and costs. Fine suggested the Sweetwater District can do the following to begin the process of climbing out of debt:1. Cooperate with the County Office of Education: Fine said the county office are “partners” and recommended the district work closely -- and be transparent -- with the assigned fiscal advisor.2. Invest in business office staff: Fine believes the district’s new chief financial officer, Dr. Jenny Salkeld, can be the best resource as they work through the problems.3. Develop and implement a recovery plan: Fine said, “You cannot kick this can down the road,” when it comes to putting together an adequate plan.4. Audit cash borrowing and cash position: Fine suggested Sweetwater thoroughly evaluate its cash management, including the sources from which money is borrowed. 2758

(KGTV) - Southwestern College in Chula Vista was briefly put on lockdown Tuesday after a student reported hearing shots fired at the campus library.The student contacted officers about hearing two gunshots on the third floor of the library just before 1 p.m. at the college on 900 Otay Lakes Rd.Chula Vista Police responded to campus and evacuated the building, according to Southwestern officials. (KGTV) -- Police are looking for three people who tried to steal an ATM from outside a Mexican restaurant in Chula Vista Tuesday morning.According to the Chula Vista police, at around 5 a.m., three men were seen ripping the machine from the ground outside the restaurant in the 2500 block of Main Street, near Broadway.The trio tried to load the ATM onto the back of a large flatbed truck, but it fell off. They struggled to get the machine back on the truck and eventually gave up.Witnesses told police they saw the three men run away down Main Street.Police say the ATM was heavily damaged, but it doesn’t seem like they got away any money. The truck was believed to be stolen.Police are hoping nearby surveillance video will help in the investigation. 782
