The Chairperson of the African Union ( AU) Commission was invited to the consultation.The meeting was co-chaired by the People's Republic of China and the Arab Republic of Egypt, the two co-chair countries of FOCAC.The Chinese and African sides had an in-depth exchange of views on strengthening China-Africa cooperation in international affairs, making progress towards the Millennium Development Goals (MDGs) and promoting peace and security in Africa. They reached the following consensus:1. The two sides applauded FOCAC's important role in guiding the comprehensive and fast growth of China-Africa friendship over the past 10 years since FOCAC's inception, and its contribution to South-South cooperation, common development and the building of a harmonious world. They reaffirmed the commitment of FOCAC member countries to improving the institutional building of FOCAC, strengthening practical cooperation in various areas within the FOCAC framework, enriching the Forum and promoting in-depth development of the new type of China-Africa strategic partnership.2. The two sides expressed satisfaction with the comprehensive implementation of the follow-up actions of the FOCAC Beijing Summit. They highly appreciated the fact that despite the adverse impact of the global financial crisis, the Chinese government announced new measures for enhancing China-Africa cooperation at the 4th FOCAC Ministerial Conference held in Sharm El Sheikh in 2009.

HANOI, Oct. 29 (Xinhua) -- Chinese Premier Wen Jiabao on Friday made proposals for boosting cooperation, especially in economy and trade, at a series of ongoing summits between the Association of Southeast Asian Nations (ASEAN) and its partners including China, Japan and South Korea.He attended the China-ASEAN summit, the summit of ASEAN Plus Three, namely China, Japan and South Korea, and a meeting of the leaders of the three countries.Wen also held bilateral talks with Singaporean Prime Minister Lee Hsien Loong and Indian Prime Minister Manmohan Singh on the sidelines.CHINA-ASEAN COOPERATIONWen and other leaders at the 13th summit between China and the ASEAN voiced their commitment to further strengthening their strategic partnership and comprehensive cooperation.Wen made a six-point proposal to further enhance the strategic partnership between China and Southeast Asian nations, saying the cooperation has been "most pragmatic, most extensive and most fruitful.""We should continue to pursue peaceful development through friendly cooperation" and must work together to ensure that "the China-ASEAN cooperation stay at the forefront of East Asian cooperation," Wen said.Topping the list of priorities is the further promotion of economic and trade relations between the two sides, Wen said.Wen said China will further expand imports from and facilitate trade with ASEAN members in the coming years in the hope of bringing the annual bilateral trade value to 500 billion U.S. dollars by 2015.ASEAN PLUS THREE SUMMITAt the ASEAN Plus Three summit involving ASEAN and China, Japan and South Korea, Wen proposed that they speed up work on establishing the East Asia Free Trade Agreement (FTA) and boost cooperation in finance and other areas."Stronger ASEAN Plus Three cooperation is essential to the revitalization of East Asia," Wen said at the summit.On the East Asia FTA, Wen said China, as the lead sherpa of the ASEAN Plus Three business cooperation, has put forward the roadmap for ASEAN Plus Three trade facilitation for the next five years."China will consult with other parties and propose specific measures to further advance trade and investment liberalization and facilitation within the region," he said.With China, Japan and South Korea each having their respective FTAs with the ASEAN in place, the three countries should move faster towards the establishment of a free trade agreement, Wen said.China, Japan and South Korea have decided to sign a tripartite investment agreement as soon as possible and complete the joint FTA study involving the government, industry, and academia by 2012, he said.Wen also called for efforts to deepen financial cooperation, saying that the two sides should make the Chiang Mai Initiative Multilateralization more effective and improve its operation procedures.Meanwhile, those countries should probe ways to encourage cross-border bond transaction and settlement in the region, and intensify the capacity-building for the development of the bond market, he said.The premier also called for promoting cooperation in food security, agriculture, infrastructure construction and education.On food security, Wen said China stands ready to join efforts with all other parties to build the ASEAN Plus Three Emergency Rice Reserve. He pledged a further 1 million dollars in donation to the reserve.Wen also urged the strengthening of communication and coordination among the ASEAN Plus Three on major international issues, and pushed for positive outcomes at major international conferences like the G20 summit.

SHANGHAI, Oct. 18 (Xinhua) -- Wang Lihua sent her son to a Shanghai rehabilitation center for the disabled when he was three years old. Now about to turn six, her son, who has cerebral palsy, a neurological disorder that permanently affect body movement and muscle coordination, has regained use of some parts of his body."When he first came to the center, he was not able to crawl, kneel, or stand. Now he has not only learned these abilities, but also learned to walk, even just for a short distance," Wang said.Opened in 1999, the Shanghai Rehabilitation and Vocational Training Center for the Disabled specializes in medical, educational, engineering, and vocational rehabilitation for the disabled.Feeling timid and afraid of the strange new environment at first, Wang's son now very much likes the therapists at the center."The therapists here work very hard, since they provide training to children with cerebral palsy one at a time from dawn to dusk. The children have a busy day as well. My son spends his day either having meals or training," Wang said.The hard work has paid off. Her son has learned by heart many lines of a nursery rhyme and Chinese poem, as well as addition and subtraction.Largely satisfied with the results of the rehabilitation, Wang said she was thinking about sending her son to a regular primary school next year.According to Xu Shenglin, the center's vice director, the center treats children suffering from cerebral palsy or autism with a combination of therapies such as acupuncture, massage and sports, and every child with cerebral palsy is treated in a one-on-one rehabilitation program which has an effective rate of 95 percent.The center also runs a course for parents of children with cerebral palsy to teach them about home rehabilitation.Monthly fees for each child with cerebral palsy at the center is 3,000 yuan (495 U.S. Dollars), with 60 percent covered by health insurance. Families with children with cerebral palsy receive an annual subsidy of 10,000 yuan from the Shanghai municipal government.In Shanghai, the economic center of China, there are 942,000 disabled people, accounting for 5.29 of the city's population. The city's government has spent about 4.4 billion yuan in aid programs for the disabled since 2007, which has helped set up over 2,000 aid institutions and allows 100,000 disabled people to receive subsistence and other kinds of government subsidies.Under a program that offers health and medical services at home, some 130,000 disabled people have received basic rehabilitation services and 160,000 have received health check-up service.The government in Shanghai has also financed at-home care for 15,000 unemployed and severely disabled people who are not committed to any institutions or do not receive any subsidy for day care.In China, the rights of the disabled have always been a priority of the government. A national human rights action plan for 2009 and 2010 specifies targets about guaranteeing the rights of the disabled.The Chinese government's efforts to guarantee these rights are evident at the ongoing Shanghai World Expo. Some 1.86 million people have visited the first-ever pavilion dedicated to the disabled in the history of the World Expo, as of the middle of October."The number of visitors far surpassed our expectations. I think this shows more and more people have concern for the disabled," said Cao Ziping, the director of the pavilion.

BEIJING, Sept. 27 (Xinhua) -- Top Chinese legislator Wu Bangguo met here Monday with President of the National Assembly of Mali Dioncounda Traore and the two sides pledged to enhance parliamentary exchanges.Wu, chairman of China's National People's Congress Standing Committee, welcomed his counterpart at the Great Hall of People in Beijing.Wu said Mali was one of the first countries in Sub-Saharan Africa to establish diplomatic ties with China and bilateral relations between the two countries have endured various tests over the years.The sustainable development of bilateral ties has its basis in political mutual respect and mutual economic benefit, Wu said.He said Chinese President Hu Jintao's successful visit to Mali last year pushed bilateral relations to a new high.This year marks the 50th anniversary of the establishment of diplomatic ties between the two countries.Expressing hope to work with Mali to deepen friendship and expand cooperation, Wu said China's National People's Congress attaches great importance to exchanges with the Malian National Assembly.Traore said Mali and China have traditional friendship and Mali admires China's national solidarity, social harmony and rapid economic growth.Mali will further develop bilateral ties between the two countries and their parliaments, Traore said.He reiterated Mali's strict observance of the one-China policy.
