SAN DIEGO (KGTV) -- San Diego City leaders are deciding where to spend money in the next fiscal year. Wednesday’s meeting was the first step in the budget for the year. 10News spoke with Barbara Bry just before the meeting. “All nine of us have submitted our budget priorities. What’s interesting is there’s a lot of consensus among all of us as to how much the city should be allocating its funding," Bry said.The latest 10News-Union-Tribune polls shows the top issue as homelessness. It’s one of the issues Bry says will receive major support in next yea’s budget. Wednesday, the budget committee reviewed and adopted a set of funding priorities for what will be a priority for funding in the next fiscal year. The committee’s list is alphabetical at this point, so the issues aren’t ranked by importance. The list does, however, reflect what our poll uncovered: climate action, homelessness, parks and recreation facilities, public safety and sidewalk and street repairs are all important issues. As for our poll, homelessness and affordable housing came out on top at 21 and 20 percent respectively. Close behind is road repairs and further down the line, climate change, the Convention Center and mass transit. 10News asked Bry how the process will proceed. “The council will then discuss the priorities as a whole, then Mayor in April, then budget hearings in May.” 1380

SAN DIEGO (KGTV) - San Diego Police arrested Tuesday a man wanted on a warrant in Arizona after a short standoff in Golden Hill. Officers said someone called in an anonymous tip to report the 25-year-old man, wanted for a stabbing, was at the home at 3363 A St. When police went to the home, the man opened the door but shut it when he saw officers. Police called a SWAT team to the scene, and the San Diego Unified School District put nearby Golden Hill K-8 school on lockdown. The man surrendered after about one hour and the lockdown was lifted. Officers said a total of eight people were in the home at the time of the standoff.10News is monitoring developments in the story. 687

SAN DIEGO (KGTV) -- San Diego County is praising local businesses that are stepping up to the plate during these challenging times.A transportation company out of Oceanside called FACT, or "Full Access Coordinated Transportation," is offering free rides for seniors, the disabled or veterans who may need it for essential needs. SAN DIEGO (KGTV) - Restitution payments were sent this week to the victim of an investor who stole .5 million, San Diego County District Attorney Summer Stephan said Friday in a news release. Shawn Heffernan of the Heffernan Group took the investments of 15 people “who were susceptible to fraud due to inattention or advanced age,” the DA’s office said. Heffernan spent the money on personal items, including a lavish wedding and a Maserati. In 2018, Heffernan pleaded guilty to 29 criminal counts including elder fraud, grand theft, forgery, and making a fraudulent tax return. He sentenced to nine years in prison. The judge ordered Heffernan to repay the victims, 0,000 of which has been secured, the DA’s office reported.
