President Donald Trump will hold two rallies in the western swing state of Arizona on Monday while Sen. Kamala Harris will stump for her running mate, Democratic presidential candidate Joe Biden in the all-important battleground state of Florida.Polls indicate that Trump has significant ground to make up in the final two weeks in order to win re-election — a steep but not impossible task, considering he did just that in winning the 2016 election.Trump spent Sunday evening in the Las Vegas area after a rally in Nevada — a crucial swing state where recent polls show him trailing Biden by as many as 11 points or as few as 2 points. Trump will then fly to Arizona on Monday, where he will hold rallies in Prescott, a city in the northern part of the state, and in Tucson, in the southern part of the state.Meanwhile, Sen. Kamala Harris will hold voter mobilization events in two of Florida's largest cities — Orlando and Jacksonville. A state infamous for tight races, recent polls show Biden with a slight lead of just a few points.At a drive-in rally in Orlando, supporters honked their car horns as Harris approached the stage. She urged those in attendance to hit the polls as soon as possible, as early in-person voting opened in the state on Monday.Harris bashed Trump on his administration's response to the COVID-19, citing reports that he privately told journalist Bob Woodward in February that he knew the virus was deadly despite his public efforts to "downplay" the crisis. She also told rally-goers that key issues like healthcare and police reform would be on the ballot next month. Trump carried both Arizona and Florida during the 2016 election.Biden himself does not have any public events scheduled for Monday as of 11 a.m. ET.The candidates' rallies come just days before the final presidential debate of the 2020 election cycle. President Donald Trump signed an executive order aimed at changing policing practices as weeks-long protests against police brutality continue to take place across the country.Trump signed the order Tuesday afternoon at an event at the White House Rose Garden.WHAT IS IN IT?Trump's encouraged police departments to update their training and enact higher standards. He is also encouraging departments to implement accreditation policies for officers.According to senior White House officials, who briefed reporters Monday by phone, the President will also recommend departments call upon social workers to team up with officers when they respond to a non-violent 911 call.Trump is also expected to encourage the formation of a nationwide database to track officers who may be fired from one department in an effort to prevent another department from hiring them.Advisers to the President said Monday the administration would enforce the order by prioritizing departments who adopt the President's recommendations when they apply for federal grants.WHAT IS NOT IN IT?Trump said Tuesday that his order would ban police chokeholds — but stopped short of banning them completely. He said chokeholds would still be permitted if an officer's life is in danger.The order also does not address no-knock warrants or the legal doctrine of "qualified immunity" which currently prohibits officers from being sued in civil court.CONGRESS TAKES ACTION NEXTCongress is expected to debate more consequential pieces of legislation in the coming weeks.While Trump has denounced the officers involved in the arrest and death of George Floyd, he's consistently backed efforts supportive of law enforcement, often declaring himself the president of "law and order." 1751

  

Ray Chavez, the nation's oldest survivor of the attack on Pearl Harbor, has died, the White House says. He was 106.The veteran passed away peacefully in his sleep Wednesday, CNN affiliate KFMB reported, citing a family statement.Chavez was a quartermaster stationed in Pearl Harbor at the time of the Japanese attack on Hawaii that launched America's entry into World War II in 1941.He lived in Poway, California, with his family but gained prominence in recent years as he traveled around the country, attending memorial services and commemorations. Earlier this year, he met with President Donald Trump in the Oval Office ahead of Memorial Day."Ray was honored to have served his country and to fight among heroes and loved meeting his fellow comrades," his family said in a statement. "He cherished his time going to talk to the kids at schools because he doesn't want them to forget Pearl Harbor."As his health declined in recent months, he wished to be buried at the Miramar National Cemetery, the San Diego Union-Tribune reported. 1044

  

Republican Congressman Duncan Hunter won re-election in the 50th Congressional District, despite facing federal charges of campaign fraud. With 100 percent of the precincts reporting, Hunter had just over 54 percent of the vote against Democrat Ammar Campa-Najjar."He's strong on the 2nd Amendment, he's strong on our defense, he's very pro-military," said Dan Summers, a Ramona resident who voted for Hunter and celebrated at his campaign event Tuesday night. Hunter did not make himself available to the media, and in a statement said he looked forward to representing the 50th Congressional District on issues that matter to them."For 10 years, I have consistently and unapologetically focused on rebuilding the military, protecting the border, which includes a border wall, cutting taxes, supporting our veterans, creating small business jobs and economic development, upholding the 2nd Amendment and protecting the sanctity of life," Hunter said in the statement. Hunter's statement did not address the criminal charges, which he and his wife Margaret pleaded not guilty to in Federal Court earlier this year. The two are accused of misusing 0,000 in campaign contributions and falsifying reports. Still, if convicted, there is no rule in the House that Hunter would have to give up his seat. Expulsion requires a two-thirds vote, which would require Republican votes.Political analyst John Dadian says he sees Hunter fighting to keep his seat. "Technically he could still serve, and technically he could still serve from a jail cell," he said. "For example, he were to only get one year he could technically stay in and when he gets out in a year have a year left on his term."Under California law, the governor would have 14 days to set an election date for a vacant House seat. That would happen between 126 and 140 days later, or with the next regular election, if it's within 180 days. The Hunters are due back in court Dec. 3.   2005
