Oceanside may convert two of its elected city positions into City Council appointed ones, leading to concerns that the city is taking key decisions away from voters. The Oceanside City Council will decide Wednesday whether it should have the authority to appoint the City Clerk and City Treasurer. The city says the positions have become “significantly more complex” due to state laws and regulations. “Both positions perform critical City functions, and they require specialized education and experience to property discharge their many duties that likely cannot be properly achieved (or guaranteed) via an elected position.” The City Treasurer position has been a controversial one in Oceanside. In 2016, incumbent Gary Ernst died just weeks before the election, leaving Oceanside resident Nadine Scott as the lone living person on the ballot. ORLANDO, Fla. — A Georgia woman who ran in the 10th Anniversary Disney Princess Half Marathon over the weekend says she lost a cross pendant necklace filled with her daughter's ashes on Sunday.Chasity Foster, a teacher from Augusta, Georgia, lost her 17-year-old daughter, Shaylin, in a car crash on her way to school last month. Shaylin was a high school senior who had been accepted into college to become a biomechanical engineer with the dream of creating prosthetics for children. Before the tragic accident, Foster said the two used to run several marathons together; including the Disney marathon."She was a very fast runner. She was involved in soccer, cross country and track," Foster told Digital Producer Veronica Beltran over the phone. Foster said this year they had signed up for the Disney Fairy Tale Challenge, previously known as the Glass Slipper challenge, — which involves a 19.3 mile magical adventure in two days including the Disney Princess Enchanted 10K and the 10th Anniversary Disney Princess Half Marathon.She said after last month's accident she was unsure about participating in the race. After Wesley Baker, Shaylin's best friend, asked his mom, "what if Shaylin would have wanted us to?" she knew they would in fact be heading to Florida for the race to run in her honor.Foster said her husband, Chris, ran in Shaylin's place and even wore her Princess Anna costume. During Sunday's marathon, Foster says she was hesitant to wear the cross pendant necklace with Shaylin's ashes because it means so much to her but she wanted her daughter to be there with her as she ran even if she wasn't there physically."I had my husband double check to make sure the necklace was on properly because I didn't want it to fall off," Foster said. "During mile three, I realized the necklace was missing. It's devastating to lose any child and then to lose the necklace I started freaking out."She said she was still wearing the necklace when they were in front of the Magic Kingdom parking lot entrance. A short distance later, near the princesses, is when she realized it was gone.She went to look for it with her family and friends, but wasn't able to find it before heading back to Georgia."To lose this necklace is just devastating and priceless. OMAHA, Nebraska — Just before 5 p.m local time Monday, Omaha Police were called to the scene of a traffic incident involving a school bus near an intersection in North Omaha. Police later confirmed the boy, 8-year-old Haji Mohamed of Omaha, had died. According to a report from OPD received Monday night, "the investigation revealed that a Student Transportation of America school bus had come to a stop along Sprague Street just east of 22nd Street at a designated student drop off location."After several students disembarked the bus, the bus driver continued her route westbound on Sprague Street," the report states. "As the bus was traveling between 22nd Street and 23rd Street, an 8-year old male child who had just disembarked the bus, attempted to run across Sprague Street from north to south. As soon as the child entered the roadway, he was struck by the bus."The boy was transported by emergency personnel to Nebraska Medicine in extremely critical condition. Shortly after arriving at the hospital, the boy was pronounced dead, the OPD release states.  Early OPD reports indicated the elementary-aged boy was transported with "extremely critical injuries" to Nebraska Medicine, said Sgt. Chuck Casey of the OPD incident unit, who gave an update near the scene. Omaha Public Schools later confirmed in a statement that the injured boy is a second-grader from Springville?Elementary School, located near 60th and Girard streets, about five miles northwest of the incident.The boy's family was with him at the hospital, Casey said.Early reports indicated the boy was struck by the front of the bus — the only vehicle involved in the incident — but the scene will be under investigation for some time, he said."At this time, Omaha Public Schools administrators, Student Transportation of America and OPS Student Transportation are cooperating with the Omaha Police Department as they investigate the incident," according to a statement from OPS early Monday evening. "Administrators are also supporting and working with the family of the student."Casey said initial reports were that the boy was a passenger on the bus. ODESSA, Texas – An 8-year-old girl in Texas died after authorities say she was forced to jump on a hot trampoline as punishment for an extended period of time.Additionally, the Odessa Police Department says the child wasn’t allowed to eat breakfast or drink any water, because she wasn’t jumping.Odessa police say officers responded to the girl’s home on Aug. 29 in reference to a medical call. When police arrived, they located the child, who was later pronounced dead at the scene.A search warrant was later obtained, and the temperature of the trampoline read to be about 110 degrees and the ground was around 150 degrees.On Oct. 8, police say they received the final autopsy report for the little girl, which listed her manner of death as homicide and the cause of death as dehydration.Based on the facts and circumstances presented during the investigation, capital murder warrants were obtained for both Daniel Schwarz and Ashley Schwarz.A police spokesperson told the Odessa American that the Schwarzes were the non-biological parents of the 8-year-old.Jail records show the couple were booked into the Ector County Law Enforcement Center on Monday.
