SEOUL, April 6 (Xinhua) -- Li Changchun, a senior official of the Communist Party of China (CPC), said here Monday that the strategic and cooperative partnership between China and the Republic of Korea (ROK) has witnessed rapid growth thanks to concerted efforts made by both.     Li, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, made the remarks when meeting ROK President Lee Myung Bak.     Li first congratulated the successful meeting between Lee and Chinese President Hu Jintao amidst the G20 financial summit in London. The two countries, key economic partners to the other, also carry out cooperation in cultural, educational and scientific areas.     "We also strengthen communication and coordination on major global and regional issues, including China-Japan-ROK cooperation, climate change and international financial cooperation, thus ushering the China-ROK strategic and cooperative partnership in a new phase," Li said.     "The development of relations with ROK takes an important position in China's foreign policy for neighboring countries," he added.     To further develop such ties, Li suggested both nations maintain high-level exchanges for increasing mutual trust in political area. "Besides governmental contacts, the exchanges between parliaments and political parties should also be strengthened. And the exchanges among political parties should form a mechanism," he said.     Li also proposed to make joint efforts for combating the spreading financial crisis and strengthening mutually beneficial cooperation. "We should adopt effective measures to ensure the steady growth of economic cooperation, increase cooperation in such key areas as energy, telecommunication, finance, logistic and environmental protection, and initiated negotiations of free-trade agreement at an early date," he said.     He also pledged to expand people-to-people contacts, in particular the communication among young people, so as to lay a solid foundation for bilateral ties. "Exchanges of academic and media circles could also be enhanced," he said.     On multi-lateral cooperation, Li suggested both keep close communication and coordination in preventing trade protectionism, reforming international financial system and strengthening global and regional cooperation on financial affairs.     Li expressed appreciation for ROK's adherence to one-China policy. He encouraged the young students to work hard as the envoys for boosting bilateral exchanges.     In the afternoon, Li visited the Seoul Chinese Cultural Center, the first government-sponsored Chinese cultural facility in Asia.     ROK is the last leg of Li's four-nation tour which has already taken him to Australia, Myanmar and Japan.

WASHINGTON, March 19 (Xinhua) -- The United States and China on Thursday agreed to continue to use and further develop those regular exchange mechanisms established before to facilitate parliamentary exchanges between the two countries.     The consensus was reached during a meeting between Speaker Nancy Pelosi of the U.S. House of Representatives and a delegation of China's National People's Congress (NPC), headed by Chairman Li Zhaoxing of the NPC Foreign Affairs Committee.     Both sides spoke positively of the important roles that the Congress and NPC have played in the growth of China-U.S. relationship through inter-parliamentary exchanges and cooperation.     The two sides also exchanged views over issues of common concern such as energy and climate change.

BEIJING, April 5 (Xinhua) -- China's cement production expanded 10.3 percent year on year to 159 million tonnes in the first two months, amid the booming fixed-asset investment, data released by the Ministry of Industry and Information Technology (MIIT) have shown.     The growth rate was 6.8 percentage points higher than that for December, as the fixed-asset investment accelerated due to the government's 4 trillion yuan (584.8 billion U.S. dollars) stimulus package, according to the MIIT data released on Friday.     The wholesale price was 284 yuan per ton, 5 yuan cheaper than the price peak in November, but 27.8 yuan higher than that for January.     China's urban fixed asset investment rose 26.5 percent year on year to 1.027 trillion yuan (150.35 billion U.S. dollars) in the first two months, as the government's stimulus plan propped up construction of housing and railways.     MIIT figures showed that the output value of the building material sector rose 14 percent year on year in the January-February period, two percentage points higher than that for December.     The figures were calculated based on the comparable working days in the first two months, since China's Lunar New Year holiday fell in February last year, but in January this year.     Zhu Hongren, official with the MIIT said the building material sector was back on track after the stimulus plan showed effect. However, the excess production was still prominent, and efforts must be made to eliminate outdated capacity.

BEIJING, April 13 (Xinhua) -- House prices in 70 major Chinese cities fell 1.3 percent in March from a year earlier, the National Bureau of Statistics said Monday.     The month-on-month figure, however, rose 0.2 percent in March.     In the first quarter, the area of commercial houses sold rose 8.2 percent to 113 million square meters and sales jumped 23.1 percent to 505.9 billion yuan (74 billion U.S. dollars), the NBS said.     Prices of new houses fell 1.9 percent year-on-year last month but rose 0.1 percent from February. Prices for second-hand houses rose 0.3 percent month-on-month despite of a decline of 0.4 percent from a year earlier.     Analysts warned it was still too early to say the property market had revived, as sales were mainly driven by surging credit and by stimulus policies, such as tax cuts. Other indicators, such as land purchases by developers, had shown no signs of recovery.     Floor areas of newly built houses in the first quarter tumbled 16.2 percent to 201 million sq m. The decline was 1.4 percentage points more than the January-February figure.     Land purchased for homebuilding fell more than 40 percent in the first quarter to 47.42 million sq m, and the actual area developed shrank 11.3 percent to 52.2 million sq m.     China Vanke, the country's biggest property developer by market value, reported on April 11 its first-quarter sales rose 21 percent to 12.22 billion yuan. Those of Poly Real Estate Group, the second-biggest, doubled to 6.48 billion yuan.

DAKAR, Feb. 13 (Xinhua) -- Visiting Chinese President Hu Jintao held talks with his Senegalese counterpart Abdoulaye Wade in Dakar on Friday to discuss promotion of friendly and cooperative ties between China and the West African nation.     Hu said the bilateral relations have made progress in various fields since the resumption of diplomatic ties in 2005, and facts have proved that the China-Senegal friendship is in the fundamental interests of both nations and will have a promising future.     To cement bilateral cooperation and seek more tangible benefits for the two peoples, Hu proposed both nations keep exchange of high-level visits and deepen political trust, and increase communications and cooperation between the two governments, legislatures, ruling parties and local authorities so as to lay a solid political foundation for bilateral ties.     On the economic front, Hu suggested establishing a bilateral economic and trade steering committee to plan and monitor trade cooperation.     China would like to facilitate Senegalese corporations' efforts to do business in and expand their exports to China, and the Chinese government will encourage Chinese businesses and the China-Africa Development Fund to cooperate with Senegalese businesses, Hu said. The first-ever visit by a Chinese president was warmly welcomed by local people, with the streets from the airport to downtown Dakar being lined up with Chinese and Senegalese flags and welcoming crowds.
