SAN DIEGO (KGTV) -- San Diego Gas and Electric shut off power to nearly 2,500 customers as of Wednesday evening due to strong winds and the increased risk of wildfires.The shutoffs are in the communities of:AlpineCampoDescansoEl CajonPotreroSycuan ReservationAccording to the company, more than 31,000 customers were notified of being at risk of the outages.The National Weather Service issued a Red Flag Warning from 8 a.m. Wednesday through noon Thursday for San Diego County’s inland valleys and mountains.SDG&E issued the following statement:“Public Safety Power Shutoffs are a last resort to protect public safety and reduce wildfire risk, and our employees are dedicated to doing everything we can to minimize impacts should it come to that. We understand the last thing our customers want to hear is that they may lose power given the holiday and COVID pandemic. SAN DIEGO (KGTV) -- San Diego police officials have announced the arrest of two suspects in the murder of a security guard who was gunned down outside of an East Village homeless shelter last month.In a release sent Tuesday night, San Diego Police Department Acting Capt. Martha Sainz said homicide investigators were led to two suspects in the case through witness accounts and collected video footage from the area including from Smart Streetlights.The high-quality images obtained from the Smart Streetlights allowed investigators to identify 47-year-old Floyd Garrett and 40-year-old Johnny Hill as the suspects, according to Sainz."On January 4, 2020, investigators tracked Garrett to Phoenix, Arizona where he was arrested with the assistance of the Phoenix Police Department. Garrett will remain in custody in Phoenix, pending extradition hearings," said Sainz.Hill was located in San Diego and arrested by San Diego Police officers Tuesday without incident. He was booked into county jail for the murder.Both men are from San Diego, according to Sainz.Ernest Lee Buchanan, 44, was killed on Dec. 28 outside the Alpha Project shelter on Imperial Avenue. Buchanan was returning from taking a meal break when someone approached him and opened fire. Buchanan was taken to the hospital but died from his injuries a short time later. 1344

SAN DIEGO (KGTV) — San Diego County officials say they are taking additional steps regarding employers linked to outbreaks.Supervisor Nathan Fletcher said the county will update its public health order to state "entities shall notify employees of an outbreak that occurred at a physical location where they work."Fletcher added that the county believes most businesses are acting responsibly and notifying employees. SAN DIEGO (KGTV) - San Diegans are remembering Talk Show Host and Entertainer Regis Philbin after he passed away Friday.Philbin's first television appearance was on the Regis Philbin Show at ABC 10News. Back then we were called KOGO TV."He never forgot where he started in television and that was right here in San Diego and he loved talking about it," Radio Personality and Friend Shotgun Tom Kelly said.Kelly rescued a couple old photos from the newsroom before they were thrown out depicting Regis' time at ABC 10News. One shows a youthful Philbin standing with the news crew in front of two rows of cars and a KOGO TV van.Another shows him at the Regis Philbin Show desk."I came to Channel 10 in 1960 and I think Regis started in 1961." Former Chief Photographer Lee Louis said he was 19-years-old at the time. He said Philbin seemed like a father figure back then, but he later realized Philbin was only 29.His most memorable assignment with Philbin was when Jayne Mansfield came to town. He said they "went to the old Lindbergh Field terminal off Pacific Highway before they even built the new terminal... He interviewed Jane Mansfield and as we talked about earlier, somewhere I have a black and white picture of him interviewing Jane Mansfield."Louis said he didn't realize until he saw Philbin on national television, what an icon he would become.Philbin's success, according to Kelly, was partially due to advice Philbin received from a San Diego Union Tribune Columnist named Don Freeman. Kelly said Philbin had just left the Navy and wanted to work in television. He said Philbin loved reading Freeman's articles and mustered up the courage to go meet him and talk about breaking into the business. Kelly said he gave him this advice, "I think you've got a future, the one thing that's going to make you stand out is be yourself. And that's what Regis was, he was always himself. If you met Regis in person, it would be the same way you saw him on television."That relatable personality drew millions of fans over the years, including Louis."I still enjoyed watching Regis and Kelly Live and 'yeah I knew that guy,' I started with him, or he started with me, I don't know which," Louis said smiling. Kelly said he had the privilege of hosting a Hollywood Media Professionals luncheon last year honoring Philbin's career. He wanted to surprise Philbin and brought out his first photographer. SAN DIEGO (KGTV) - Residents in Carmel Mountain Ranch plan to continue their fight against a proposed apartment building, even though the City Planning Commission has recommended approval of the project by the City Council."Alante" is a 50-unit apartment building under development by New Pointe Communities. It will be built on top of an existing MTS parking garage that is no longer in use. It will be located at 10211 Rancho Carmel Drive, just east of the 15 near the Ted Williams Freeway."We do believe that the Alante community is a great addition to Carmel Mountain Ranch as it brings 50 apartment units of workforce housing that is much needed in the northern part of the City," New Pointe President Scott Sandstrom told ABC 10News in a statement.Sandstrom also pointed out that 15 of the units will be designated as affordable housing. Sandstrom says they'll be the first affordable units in Carmel Mountain Ranch.But the local community has come out against the project over the last few years. In 2019, a petition gathered 912 signatures to stop the development. And in June, the Carmel Mountain Ranch/Sabre Springs Community Council voted unanimously against it.Despite the opposition, the San Diego Planning Commission voted to recommend approval of Alante to the City Council."Frankly we weren't surprised because the Planning Commission has been ruling against community planning groups very frequently for a long time," says CRMSSCC Chairman Eric Edelman.RELATED: Neighbors push back against construction of apartment complex"Our objection is the bulk and scale of the project," Edelman says. "We would rather see a smaller building with more affordable units."Plans filed with the city say the building will be 6 stories tall and more than 70,000 square feet. 26 of the units will be one-bedroom apartments. The other 24 will be two-bedrooms.It will also have 58 parking spaces, 5 motorcycle spaces and 22 bicycle spaces."We understand that we're probably not going to stop this project altogether but we would like to alter the bulk and scale of it," says Edelman.The decision by the Planning Commission cannot be appealed, since it is a non-binding recommendation. But Edelman says his group will now work on a strategy to convince the City Council to deny it."We'll refine our case based on what we learned from the Planning Commission," says Edelman. "It's really important that the Carmel Mountain Ranch Community Planning Group does its best to advance the feelings of the community as a whole."The community says they have concerns over the building's impact on traffic and wildfire safety. They also worry it will be the tip of the iceberg to allowing more large-scale development in the neighborhood.Right now, a separate developer has plans for a 1,200 unit apartment complex on an abandoned golf course just north of the Alante lot."The main concern there is just that these two things aren't being done in a thoughtful manner, in tandem," says Edelman. "It should be done in a sensible manner. A blanket solution that works in another part of San Diego may not work here in Carmel Mountain Ranch."Sandstrom says Alante gives the city a chance to turn an eyesore into an asset."We hope to turn this home for cars into homes for people," he told the Planning Commission at their meeting on July 23.City Councilman Mark Kersey, who represents the area, told ABC 10News he was not able to comment on the project, since it hasn't formally been presented to the Council.
