SAN DIEGO (KGTV) - Car owners at a senior community in University City woke up to a messy surprise Tuesday morning. Louise, who asked 10news not to identity her, went to her SUV which was parked on Kantor Street, and her heart sank."I walked to my car and saw that the window had been burst.  It was terrifying," said Louise.Glass was everywhere and inside her vehicle was another mess.  Her glove compartment had been tossed, her insurance and registration scattered.  Nothing was missing, but Louise is nervous."Very afraid of the personal information now they know what address I'm actually at," said Louise.It appears someone took a bat or something like that to bash the window, before unlocking their passenger door.  Louise is not the only victim.  Nearby there were more vehicles hit, some 14 in all.  The windows on those vehicles were also shattered.  Some items were stolen and the repairs will cost hundreds of dollars for each incident."A lot of people on fixed incomes. SAN DIEGO (KGTV) - Court services are being drastically reduced due to the Covid-19 pandemic, which affects both civil and criminal proceedings. The closure will last until April 3rd.“My fear is that we’re going to have situations where individuals are going to stay in custody longer than what the law permits,” said David P. Shapiro, a criminal defense attorney. “What happens to the individuals who are in custody who have a future court date?”By law, you should have your first court appearance within 48 hours after your arrest. That excludes weekends and holidays, according to a spokesperson with the District Attorney’s Office.“We are in constant meetings with the court and the Public Defender and the Sheriff, our law enforcement partners,” said District Attorney Summer Stephan.Stephan said they have dealt with closures, such as during our past major wildfires. They are working on a system to review criminal cases to see who is suitable for community release.“This is an evolving process, but what we’re trying to do is to maintain due process in the time of crisis,” Stephan said.A Sheriff’s Department spokesperson told 10News they are “working with the District Attorney’s Office and evaluating the impact” the court closures might have.“I was personally hoping they would have an emergency department available through all this just for arraignments, just for in-custody arraignments. Then we can at least address individuals who have been arrested,” Shapiro said.The court will still be available for restraining orders, emergency conservatorship, and search warrants. "Most scooter operators don't have insurance to cover them for the operation of the scooter."While scooter riders must have a driver's license, they are not required to have insurance. SAN DIEGO (KGTV) - California’s Republicans are hoping to grow the party’s numbers in the state despite current odds.Roughly a quarter of California’s voters are registered Republican and in San Diego the GOP is seeing people jump ship.The San Diego GOP has lost thousands of voters in the last year with San Diego County Voter Registrar reporting 491,783 Republicans in May of 2018— compared to a little more 500,000 in May 2017.“A lot of that is the bullying or the stereotyping that goes on with being a conservative,” said Justin Clark, a 19-year-old conservative running for state assembly in Los Angeles, “you have a lot of people not wanting to identify as conservative, but a large portion of those 'undeclared to say' voters are.”The number of undeclared voters in San Diego is 476,186 in 2018 compared to approximately 461,000 just a year ago.“Whether your for or against the two-party system is irrelevant,” said Clark, “but its how those people feel. SAN DIEGO (KGTV) — Anxiety is growing along La Jolla Boulevard after months of drive-by vandals shattering the windows of businesses, homes and cars."It's a little terrifying, random, and I don't know when it's going to happen," said David Heine.Heine owns Beaumont's Eatery. Last Saturday, just before 7 p.m., a customer parked a car across the street."Just crossed the street onto the sidewalk, when we heard the smash. Their car window shattered. At the same time, rocks came through our awning," said Heine.Heine says the rocks tore through the vinyl awning and struck his hostess, who wasn't injured."The rocks bounced past kids on the patio. It's a dangerous situation," said Heine.It's a danger that isn't going away. The incident is the latest of five similar incidents here in the past few months. Along a mile-and-a-half stretch of La Jolla Blvd., a similar story has been unfolding: Kitchen and car windows shattered, along with windows of other businesses like the Baskin-Robbins.Megan Murphy, co-owner of Verdes El Ranchero restaurant, just finished replacing her second rock shattered window. But this Saturday night, a clue emerged from her new cameras. In the video, a dark sedan pauses to let two people cross the street, before a person wearing red leans out of the window and appears to toss something out. At the same time, rocks appear on the ground near the pedestrians. The rocks recovered have been about an inch long, but they've been thrown with velocity. A handful of people have been hit, but there have been no serious injuries."One of these times someone is going to get seriously hurt, and it's not okay ... not kids being kids.
