Boeing continued to build the plane after it was grounded worldwide last March following two crashes. The manufacturer has stored about 300 new planes in Texas and Washington state. In a letter, the FAA said the large number of planes in storage "presents a number of challenges for airworthiness certification."
Boeing did not respond to a request for comment.

The US Federal Aviation Administration said it plans to check all grounded planes and the entire US fleet of MAX jets may not return to service until 2021 depending on the pace of inspections.
Boeing said it has flown the updated MCAS software on 207 flights totaling about 360 hours to test its reliability.
