PRAGUE, May 20 (Xinhua) -- Chinese Premier Wen Jiabao on Wednesday held the 11th China-European Union (EU) summit here with Czech President Vaclav Klaus and European Commission President Jose Barroso.     The Czech Republic now holds the rotating presidency of the EU.     The three leaders, in a frank, practical and friendly atmosphere, thoroughly exchanged views and reached important consensus on how to further develop the China-EU comprehensive strategic partnership, and jointly deal with the global financial crisis as well as climate change.     Wen said the development of the China-EU relations embodies the mutually beneficial cooperation between the biggest developing country and the biggest bloc of developed countries, and the friendly exchanges between the two major ancient civilizations.     The summit is a frank dialogue between countries with different social systems, which conforms to the historical trend, meets the requirement of the advancing of the times, and benefits the Chinese and European people and the whole international community, he said. Both sides should also give full play to the role of legal framework as a stabilizer, and reach a deal on the China-EU Partnership and Cooperation Agreement (PCA) as soon as possible, Wen said.     In January 2007, China and the EU began substantial negotiations on the PCA, which would serve as a framework agreement encompassing the full scope of their bilateral relationship.     The key to China-EU strategic cooperation is the principle of mutual respect and non-interference in each other's internal affairs while taking into consideration each other's core concerns and properly handling sensitive issues, Wen said.     The bilateral relations should not be adversely affected by individual incidents, said the premier.     Wen also expressed hope that the EU would recognize China's market economy status and lift the arms embargo against China at an early date, which he said is in the interest of both the EU and China-EU ties.     Meanwhile, the EU side said the EU-China relations are very important, both strategically and comprehensively, and have a huge potential for development.     The EU attaches great importance to its dialogue and cooperation with China and remains actively dedicated to further deepening the China-EU Comprehensive Strategic Partnership, it said.

ANSHAN, Liaoning, June 16 (Xinhua) -- An official with the Ministry of Industry and Information Technology (MIIT) said Tuesday that the proposed alliance of Rio Tinto and BHP Billiton had a "strong monopolistic color" and Chinese firms would watch it closely and find ways to cope with it.     Last year, China imported 440 million tonnes of iron ore, half of the world's total, so any slight market changes would affect Chinese steel makers. China's anti-monopoly law should apply in the proposed deal, said Chen Yanhai, head of the raw material department of MIIT at an industry meeting held in the northeastern city of Anshan, Liaoning Province.     If the tie-up proved to be monopolistic, "we have to seek new policies and regulations to allow Chinese companies have a bigger say in iron ore pricing," said Chen without elaborating.     Rio Tinto scrapped a proposed 19.5-billion-U.S.-dollar investment by Aluminum Corp. of China, or Chinalco, on June 5, and turned to rival BHP Billiton, which would pay Rio Tinto 5.8 billion U.S. dollars to set up a joint venture to run the iron ore resources of both companies in west Australia.     On Monday, spokesman of the Ministry of Commerce Yao Jian said if the revenue of the joint venture reached "a certain amount," China's anti-monopoly law would apply.     That law requires a company to get government approval before consolidation if its global revenue exceeds 10 billion yuan (1.47 billion U.S. dollars) and its revenue in China exceeds 2 billion yuan.     An anti-monopoly review is also necessary if two or more parties in the company had more than 400 million yuan of revenue in China in the previous fiscal year.     In the year ended 30 June, BHP Billiton's revenue in China was 11.7 billion U.S. dollars, while that for Rio Tinto was 10.8 billion U.S. dollars, according to the companies' websites.     It was unclear what actions China would take if the case was determined to be covered by the Chinese anti-monopoly law.     At the meeting Tuesday, Chen also said domestic steel makers should beef up technology and innovation to cut energy consumption and raise efficiency. Also, he said, China "should increase exploration of domestic mines to reduce reliance on imports."

MOSCOW, May 28 (Xinhua) -- Chinese State Councilor Dai Bingguo met with Russian Security Council Secretary Nikolai Patrushev on Thursday and the two sides pledged to enhance bilateral cooperation.     Dai said the China-Russia relations enjoy good momentum as the two countries celebrate the 60th anniversary of the establishment of diplomatic ties.     China, Dai said, is willing to work with Russia to boost mutual political trust, strengthen pragmatic cooperation and deepen strategic collaboration.     He said China will join hands with Russia in dealing with the global financial crisis and push for a more just and rational international order.     Patrushev, for his part, said the two countries now enjoy close strategic cooperation. BEIJING, June 27 (Xinhua) -- China always opposes trade protectionism and will not take protectionist actions against overseas companies or foreign goods, Minister of Commerce Chen Deming said here Friday.     He made the remarks when he met the Minister of Knowledge Economy of the Republic of Korea (ROK), Lee Youn Ho.     Chen said that media reports were incorrect when they equated China's latest circular to boost domestic demand and step up supervision on construction projects with protectionism.     Chen said in China's government procurement, the term "domestic products" also include products produced by legally established foreign-funded companies in China.     "China applied to join the World Trade Organization's agreement on government procurement a couple of years ago, which allowed member countries to bid on each other's government tenders." Chen said. "We hope China might join the agreement soon so as to further open up the government procurement market," he said.     "China would like to maintain stable development in economic and trade cooperation with the ROK," Chen said.     Lee said that China's trade policies were fair and transparent, and his country would like to work with China to oppose trade protectionism.

QINGDAO, April 20 (Xinhua) -- China's senior navy officer said here Monday that the international fleet review to be held in east port city Qingdao on Thursday is aimed at promoting understanding about China's military development.     Ding Yiping, deputy commander of the Chinese People's Liberation Army (PLA) Navy, told Xinhua in an exclusive interview that the review would serve as a platform for navies from other countries to increase their understanding about China and the Chinese navy. He is confident that the weather on Thursday would be good enough for the review to go smoothly, if "no major weather accidents happen."
