SAN DIEGO (KGTV) - The target at the center of a murder for hire plot is suing his former business partner and his associates. Ninus Malan says, he suffers from severe emotional distress as a result of his business partners actions."I wish this would go away, but I wake up every morning, and it's there," Malan told 10News. In November, federal authorities charged Salam Razuki, Sylvia Gonzales and Elizabeth Juarez with offenses related to a conspiracy to kidnap and kill a business associate over a dispute involving real estate investment properties, most of which were leased to marijuana dispensaries.   According to a complaint filed on November 2018, in October of that year, Salam Razuki and Sylvia Gonzales met with a Confidential Human Source and asked the source to arrange to kill Malan. The complaint says according to Razuki and Gonzales, they had invested in multiple properties and business ventures together and were not involved in a civil dispute over their assets. The complaint alleges, "Razuki and Gonzales told CHS1 (confidential human source) that they wanted CHS1 to 'Shoot him in the face,' 'to take him to Mexico and have him whacked,' 'or kill him in some other way.'"Federal authorities say Elizabeth Juarez later joined Razuki and Gonzales, and the three talked about having Malan killed.The complaint says the confidential human source, Gonzales, and Juarez discussed a cost of ,000 for "the job." Federal authorities say during one of the meetings, Gonzales went to the Goldn Bloom Dispensary and returned with ,000 cash. "After the meeting, CHS1 provided agents with ,000 case provided by Gonzales," the complaint says.Federal authorities say, "according to the complaint, on November 15, 2018, the source met with Razuki and stated, 'I took care of it.'" Razuki replied, "So he will take care of it, or it's done?" The source replied, "Done." Malan told Team 10 investigator Adam Racusin that he's now forced to live his life day by day afraid for his family's safety. "My nine-year-old daughter had to see this on the news, and she knows all about it," Malan said. "I don't know how to explain it to her." Malan is suing Razuki, Gonzales, Juarez and a handful of businesses. The lawsuit alleges, interference with exercise of civil rights, unfair competition, intentional infliction of emotional distress and negligence. The lawsuit says the "defendants committed the acts herein despicably, maliciously, and oppressively, with the wrongful intention of injuring plaintiff, from an improper and evil motive amounting to malice, and with the conscious disregard of the rights and safety of Plaintiff and others." "Mr. Malan and Mr. Razuki were involved in a number of businesses together," said Malan's attorney John Gomez of Gomez Trial Attorneys. "That relationship kind of fell apart, so litigation commenced." Gomez says Razuki brought a civil suit against Malan and Malan filed a lawsuit against Razuki. "That's a big litigation involving a lot of money," Gomez said. "Mr. Razuki apparently thought it was ok to put a hit on Mr. Malan to eliminate him from the litigation." Gomez told 10News all the businesses and entities named in the lawsuit are affiliated with Razuki and participants in the litigation. "When he puts a hit on Mr. Malan to advance the litigation he's doing it on behalf of all of these businesses and people," Gomez said. With a criminal case underway, Malan was limited in what he was willing to discuss. He thanked the FBI, his family and told Team 10 investigator Adam Racusin he'll always be looking over his shoulder. "In the courts is where I'm seeking justice, not only for me but for my family who were terrorized by these people," Malan said. Criminal defense attorneys for Gonzales and Juarez have not yet responded to 10News requests for comment.Razuki's attorneys told 10News they have no comment. 4194

SAN DIEGO (KGTV) — The San Diego Zoo Thursday called for action against recent moves aimed at weakening the Endangered Species Act.Monday, the Trump Administration moved to lessen protections established in the act. The moves effectively end blanket protections for animals newly classified as threatened and now allow economic cost to be taken into account when deciding whether a species must be protected."We are concerned that the changes to the Endangered Species Act will make it more difficult for us to protect species across the world for future generations," San Diego Zoo tweeted. "We have a rich diversity of unique species, many of whom find refuge in San Diego county. The proposed changes will reduce the protections that these species currently have, & limit the ability of wildlife officials to protect their homes & provide for long-term recovery."RELATED: Birth of rhino marks major milestone to save critically endangered speciesDuring a public comment period, the zoo submitted their support for the act to the government. The zoo pointed to its works increasing California condor, giant panda, and the Hawaiian Puaiohi populations.In the letter, the zoo objected to the deletion of the phrase "without reference to possible economic or other impacts of such determination" from the act and advocated that such determinations of a species must be made "solely on biological factors.""Presenting cost-benefit analyses would serve no purpose other than to undermine the statutory requirement for using best available science—which is precisely why Congress acted to explicitly prohibit economic considerations in this Section, while allowing such considerations when designating critical habitat," the zoo argued. 1749

  

SAN DIEGO (KGTV) - The number of rising COVID-19 cases is causing a nationwide shortage in testing supplies, and some San Diego institutions are looking for ways to tackle the deficit.“I think it’s going to get worse in the short term, so institutions all across the country need to be preparing as if it’s going to get worse,” said Dr. David Pride, the director of molecular microbiology lab at UC San Diego Health. “Across San Diego, institutions have been coming to us experiencing shortages of testing supplies.”Pride said UCSD Health has been looking at pool, or batch, testing as a possible solution to the shortage problem.“There’s the option of rather than having one patient per one test, to try to put multiple different patients together and try to perform one test on that pool of patients together,” he said.This type of testing could help UCSD’s current testing supply last much longer, he said.“They could take a nasal swab, a nasopharyngeal swab, and an oropharyngeal swab. We take those specimens, and we put them together,” Pride explains.He said the key is to spot the large number of patients who need to be tested but don’t appear to have symptoms of COVID-19.The group swabs would then be combined and tested at once.“If that pool is negative, then all the patients are negative, and if that pool is positive, then you need to go back and test each one individually,” he said.The strategy could be put to use in the next week or two, according to Pride.“It’s something that we certainly have validated to demonstrate that it can work,” he said. “We have submitted our strategy to the FDA and have gotten pretty good feedback about doing it.”However, Dr. Eric McDonald, the county’s epidemiology department's medical director, said with the current positivity rate across the county, the technique may not be too beneficial at all labs.The County of San Diego announced this week that it’s changing who can get a test as its free sites.The priority will be people who fall under the high-risk category, like healthcare workers and those with underlying health conditions.The county also announced a partnership with a local company that would provide up to 2,000 COVID-19 tests per day. 2215

  

SAN DIEGO (KGTV) - The San Diego region needs to develop new housing units at a pace not seen since before the housing bubble burst to meet the demand.A new report from the San Diego Association of Governments says the region needs to add about 171,000 new houses, condos and apartments by 2029, based on a state projection of population growth.
