(KGTV) – Escondido Police have released bodycam footage of an officer-involved shooting that left one man hospitalized last month.EPD says the incident started with a 911 call about a restraining order violation at about 3:30 a.m. on Broadway near Washington Avenue on June 19. In the call, a woman said her former husband, 44-year-old Rosendo Sandoval Quezada, was at her home and she identified his vehicle.Officers were initially called to a home in the 300 block of Park Avenue, but an officer spotted Quezada's reported vehicle near Broadway, where he pulled him over.The full incident video can be viewed here.Police say Quezada exited his vehicle holding a 3-foot-long crowbar and ran toward the officer, identified as "Officer Hamilton." The officer said Quezada was yelling something similar to "just kill me, I want to die" as he charged him.Police say the officer continued to tell Quezada to stop before he fired one round from his service weapon when he came within a few feet of him. Quezada reportedly paused and continued toward the officer, police say.The officer attempted to fire a second round, but his gun malfunctioned, according to police. The officer didn't activate his body-worn camera until after he fired the rounds, police said, after saying the officer's camera was active during the shooting.A nearby Immigration and Customs Enforcement agent who was filling out paperwork in his vehicle witnessed the event unfold and assisted in the arrest, according to police.Quezada was taken to a nearby hospital in stable condition. He was arrested for assault with a deadly weapon on a peace officer.EPD Chief Ed Varso said an investigation into the shooting is currently underway by the department's crimes of violence unit and an independent review of the case will be conducted by the San Diego County District Attorney's Office, U.S. Attorney's Office, and FBI.An internal review will also be completed, Varso said. 2280

Family members of a Tennessee woman accused of ramming a security barrier at the White House said she is mentally ill and needs treatment.Jessica Ford went before a judge Thursday after police in Washington, DC said she plowed into the White House fencing and was immediately taken into custody by the Secret Service.It was Ford's fourth and most dramatic effort to gain access to the White House in recent months. She was charged with three felonies.The question of why Ford did what she did was no mystery. Her family said she suffers from a mental illness and that they actually warned the Secret Service last week that Ford, armed with a BB gun, was again headed for the White House.The 35-year-old insists her children live in the White House, and told the judge in court that her fiance is the President. "She is very delusional. She thinks her children are in the White House. That's why she keeps going up there," said Victoria Walls, Fords' cousin.In Ford's most recent attempt to get to the White House, she thought it was the holiday season."She decided when she left (last week) it was Christmas Eve, and I got to be there by Christmas Day," said her mother Alice Wilson. Authorities were watching for Ford since her family called to warn them that she was in route with plans to ram a gate."I said you can't go do that. They will kill you," said Walls.Ford still went and the Secret Service was waiting."I think that's the reason they didn't kill her, because they knew she was coming and knew she had a BB gun," said Wilson.Ford faces felonies and possibly years in prison."Oh, I love her with all my heart," said Wilson. She said her daughter needs help. (KGTV) — Encinitas leaders will consider developing a parking lot for the homeless next week, but the idea is already receiving pushback.If approved, the parking lot would be the first for homeless use in North County and modeled after other similar lots in San Diego.The location, at the Leichtag Commons agricultural property on Saxony Road, would be operated by Jewish Family Services. ESCONDIDO (KGTV) -- Escondido police arrested a man with prior criminal convictions Thursday after they found him passed out in his vehicle wearing a ballistic vest and loaded rifle magazines in his front passenger seat. He also had other weapons and police gear he'd allegedly stolen from a law enforcement officer in San Diego, authorities said.According to a release from Escondido Police Department, officers found the man after a caller reported him passed out around 1:10 a.m. outside the 7-Eleven on West Ninth Avenue. The caller said the man was likely under the influence of drugs and did not respond to attempts at waking him.When officers arrived on scene, they recognized the man as 30-year-old Thomas Vann, who has prior criminal convictions. He was wearing a ballistic vest with loaded rifle magazines that were "plainly visible" on the front passenger seat.Officers were able to wake Vann and detain him. They searched his vehicle and found four fully loaded rifle magazines, 126 rounds of rifle and shotgun ammunition, and stolen police gear, including a tactical vest, a duty belt, a medical kit, and handcuffs. Officers determined the police gear was stolen Wednesday from a law enforcement officer in San Diego. They also found 392 grams of methamphetamine and 78 grams of heroin.Vann was arrested and booked into the Vista Detention Facility on numerous drugs, weapons, and stolen property charges. 1426
