SAN DIEGO (KGTV) – Major developments came late Tuesday to create countywide policy changes related to policing reforms. After several hours of testimony and public comments, all three parts of a policy package were voted on and passed by the San Diego County Board of Supervisors during a special meeting.It was introduced by Supervisor Nathan Fletcher who said it was designed to create more transparency and to start to change systemic and structural racism that has caused pain and harm to generations of African American people.The three proposals that passed include launching mobile crisis response teams made of social workers and clinicians instead of law enforcement for some mental health and homeless services and emergency calls, increasing independence and strengthening oversight of the Citizen’s Law Enforcement Review Board and establishing an Office of Equity and Racial Justice.ABC10 News listened in as callers weighed in on both sides of the debate over the creation of an Office of Equity and Racial Justice. SAN DIEGO (KGTV) — It’s one of the few drugs shown to help fight the novel coronavirus, and a large federal study on remdesivir just entered a new phase.Previous research sponsored by the National Institute for Allergy and Infectious Disease showed remdesivir shortened recovery time in hospitalized COVID-19 patients on average from 15 days to 11 days.Now scientists and doctors are racing to find the perfect cocktail against COVD-19 by blending remdesivir with other drugs.California-based Gilead Sciences originally developed the drug to fight Ebola, but remdesivir was never approved. Gilead Sciences has offices in Oceanside.The drug works by interrupting the virus’ ability to replicate.“Remdesivir acts by shutting down virus production,” said Dr. Peter Chin-Hong, an infectious disease expert at University of California San Francisco. “It just forces the virus to stop making virus children.”Dr. Chin-Hong is studying remdesivir as part of the NIAID research.The problem is that stopping the virus from replicating isn’t enough for some severely ill patients. They suffer from a second problem: massive inflammation from the immune system’s war with the virus.That’s why scientists are trying a cocktail approach.“You have the virus to take care of, but you also have the body's response to the virus, which is inflammation, that you also have to take care of,” said Dr. Chin-Hong.Researchers started testing the first drug cocktail in May, using an arthritis drug called baricitinib that tames inflammation.But as the data on that part of the study gets crunched, researchers began testing the second cocktail this month, a combination of remdesivir and interferon beta.“Interferon beta is something we produce naturally to fight viruses,” said Dr. Chin-Hong. He said studies have shown people who don’t produce enough interferon beta struggle to fight off the virus.Researchers selected interferon beta after two small studies showed promising results against the coronavirus.Interferon beta can both reduce inflammation and kill viruses, so doctors are hoping it will be a potent one-two punch with remdesivir.Dr. Chin-Hong said he and other researchers started administering the new cocktail this month.Some patients will receive the cocktail, some will receive a placebo, and some will get remdesivir only. This kind of clinical trial is called an adaptive trial, which the FDA started encouraging in 2004. After each phase, the winning drug or cocktail will be tested against a new challenger.Dr. Chin-Hong said the eventual cocktail may include three or more drugs, similar to HIV medication. 2617

SAN DIEGO (KGTV) - Lime is warning riders of a problem with their deckles scooters that can cause “sudden excessive braking during use.”The company issued a safety update on Saturday, saying they had recently discovered a bug in the firmware of their scooters.They determined in some circumstances, the brake on the front wheel would be suddenly and automatically applied often after hitting an obstacle while riding downhill at high speeds.“While this issue has affected less than 0.0045% of all Lime rides, some riders have been injured,” wrote Lime in the safety update.That includes Paul Grasso, who says he was riding a Lime scooter on December 18 on Ingraham Street near Vacation Road in Mission Bay.He said he had just gone down the bridge and was making his way up a sidewalk ramp when the scooter’s wheels tightened up, sending him flying face-first into the pavement.“I spent five days in the hospital,” he said with a “broken nose, fractured skull, traumatic brain injury, fractured eye socket, ten stitches in my forehead and stitches on my nose.”10News reached out to Lime about Grasso’s crash but they said they couldn’t comment on rider specific questions.Lime has launched a fleet-wide firmware update to fix the braking bug. SAN DIEGO (KGTV) — In a move to help shed the mounting costs of a real estate deal gone wrong, the City of San Diego says it is stopping lease payments on the sharply criticized 101 Ash Street building.The city sent a letter to Cisterra Development, which brokered the real estate deal, that it will be "suspending further lease payments for the 1010 Ash Street building," starting with the Sept. 1 payment. The letter adds that the city will not be making any lease payments "until these issues are fairly resolved.""The City has lost use of the building due, in part, to direct physical loss and damage to the premises, including widespread and negligent disturbance of asbestos," the city's letter reads.RELATED: Options and possible consultation costs for vacant buildingThe property at 101 Ash St. has sat vacant in downtown San Diego for most of the last four years. As it remains empty and unused, taxpayers are paying a daily bill to the tune of ,000.The city intended to move 1,100 city employees into the building, but officials soon discovered problem after problem to the site's 19 floors. In December 2019, the city finally moved workers in, only to vacate them a month later when the county detected traces of asbestos.The building was purchased by the city in 2016 in an approved lease-to-own agreement valued at million.RELATED: City leaders vote for updates on 101 Ash Street as costs mountLast month, a letter obtained by ABC 10News showed the city was considering proposals for additional services including bare requirements to reoccupy the building, fire/life/safety recommendations, and potentially demolishing and replacing the existing building.
