SAN DIEGO (CNS) - The Surfrider Foundation released its annual Clean Water Report Friday, detailing the measures the organization has taken to improve water quality in San Diego County and quell sewage contamination of local shorelines. The report gives an update on the organization's Blue Water Task Force as well as analysis of water quality case studies in Depoe Bay, Oregon; Oahu, Hawaii; Palm Beach County, Florida; and San Diego. The Blue Water Task Force, Surfrider's volunteer water testing group, has increased its number of water tests by at least 12 percent each of the past seven years, according to the report. Task force volunteers conducted 6,826 water quality tests across the country in 2018. Last year, the Surfrider San Diego chapter's Blue Water Task Force focused primarily on ending sewage runoff into the Tijuana River, which subsequently flows into the Pacific Ocean and affects the county's beaches and coastline. According to the report, sewage contamination caused closures of Imperial Beach's shoreline for roughly half of each year from 2015 to 2017. In 2018, Surfrider San Diego established Blue Water Task Force testing labs in Imperial Beach, Coronado and at the chapter's office west of Mira Mesa to improve local water testing efforts. According to the report, the organization's volunteers collect and test water samples each Thursday along the shoreline from Imperial Beach to Pacific Beach. ``In areas like San Diego, California, where communities are impacted year-round by cross-border water pollution ... Surfrider's work to protect clean water is more critical than ever,'' said Mara Dias, the organization's water quality manager. ``Our chapters are tackling regional water quality issues by testing for pollution, building ocean friendly solutions, and informing the public where it's safe to surf, swim and play in the ocean." Surfrider San Diego filed a lawsuit against the U.S. section of the International Boundary and Water Commission last year, alleging that the body has repeatedly violated the Clean Water Act and put the health and safety of local residents in jeopardy by improperly managing the pollution from the Tijuana River. The cities of Imperial Beach and Chula Vista and the Port of San Diego have joined Surfrider's lawsuit, while the city of San Diego and California Attorney General Xavier Becerra have filed a similar suit against the IBWC. It doesn't stretch far enough over to be visible to all cars in the new lane. Caltrans Spokesman Ed Cartagena gave an example of cars next to a semi-truck.They wouldn't be able to see the traffic light if not in front of them. Cartagena said it needs to be extended before anyone can benefit from the new asphalt. He also noted recent other work on the lane, above and below ground, including removal of an electric box ten inches above ground.  Either way, Cartagena said the new light should be installed by the end of the week, clearing the way for the lane to open. A city spokesman said the contractor had delays in obtaining the signal pole and mast-arm for the traffic light. X-ray services and express care will be added to the clinic in 2021."Like all of our clinics, the Pacific Highland Ranch clinic is designed to support appropriate physical distancing, said UCSD Health Physician Group CEO Dr. Christopher Kane. "Patients can check in for an appointment and pay any copays using a contact-free option at a guest kiosk or with a mobile application."Walk-ins will be accepted at the clinic, which will be open eight hours a day, seven days a week, to address common health needs, including coughs, colds and simple fractures or sprains.In 2019, UCSD Health opened a clinic in Encinitas -- which offers pediatrics, primary care and express care -- and a clinic in Eastlake offering primary care, express care and imaging capabilities.UCSD Health also opened a clinic in the Rancho Bernardo area in 2018 that offers urgent care, advanced imaging, an optical boutique, primary care, women's health, occupational medicine, behavioral health, cardiology, neurology, gastroenterology and a retail pharmacy open to the public.Flu immunizations are also available at all clinics for the 2020-2021 flu season.An annual flu vaccine is especially important this year with flu season coinciding with the ongoing COVID-19 pandemic, according to UCSD Health. 1522

  

SAN DIEGO (CNS) - The wife of an active-duty Marine stationed at Camp Pendleton is due in court Thursday on charges of sexually abusing a 15-year-old foreign exchange student who was living with her family on the base.Nicole Marie Wilson, 22, is accused of engaging in sex acts with the unidentified teen on Sept. 20 against his wishes, according to court documents.A detention hearing is scheduled Thursday morning for Wilson, who pleaded not guilty Tuesday to a single count of sexual abuse of a minor in San Diego federal court.Court documents allege Wilson sat next to the boy on the living room couch and asked him to promise that he wouldn't tell her husband, no matter "whatever happens tonight."After their initial encounter made him uncomfortable, the boy told investigators he went to sleep and awoke to Wilson touching him, then performing oral sex on him. She asked him twice whether she should continue, and one time he said, "No," yet she continued anyway, then later had sexual intercourse with him, according to the criminal complaint.She later "apologized" to him "and acknowledged" that it was not consensual, the documents allege.Wilson allegedly told Naval Criminal Investigative Service investigators she had been drinking on Sept. 20 and "blacked out" while watching television with the boy, but denied anything sexual occurred. But a search of her cell phone revealed WhatsApp messages between herself and the teen that confirmed the sexual encounter, court documents allege.It was not clear how long the teen had been living with the family, nor what country he traveled from as part of the foreign exchange program. 1648

  

SAN DIEGO (KGTV) - A former employee of the San Diego Metropolitan Transit System is suing the agency for retaliation after he said he stood up for a co-worker.Ivan Augustino moved to the United States from Sudan and still volunteers with projects for his native country. He started working for MTS in 2015.“It was pretty good,” Augustino said.Augustino worked as a Senior Applications Developer.“I am the main guy that deals with the complicated back end computer codes,” Augustino said.In 2017, he said he made a move that changed everything. It started with a co-worker.“One morning, she walked into my office pretty much in tears,” Augustino said.He said that a co-worker confided to him the Chief Information Officer discriminated against her when she asked about a promotion. The lawsuit filed against MTS claims the CIO told Augustino’s co-worker she was “not qualified for the job because of her age, her marriage and family planning status, and her relationship to an active duty military service member.”“The other question she also asked was, how old are you? You seem like you are at an age where you would be having kids,” Augustino said. It was a shocking conversation.“You know, that is wrong,” Augustino said.After his co-worker told him what happened, he first asked advice from another co-worker who then took it to human resources. Augustino said his co-worker did not want to bring the complaint to HR.“The last thing that anyone within the IT department wants is to take an issue to HR because once you report it to HR, there is going to be retaliation,” Augustino said.And that’s what happened, according to the former MTS employee. Initially, he was concerned how MTS investigated the complaint.“I was expecting someone to at least come and talk to me, but no one spoke to me,” Augustino said.He said retaliation began by the CIO and his direct supervisor.“The way they treated me just changed,” Augustino said.He claimed management suggested they would give him recommendations if he found another job. On another occasion, Augustino said they “mocked [his] English as a second language” in an email. On top of that, he said 98 hours of paid time off promised to him for working overtime on a big project was revoked, along with a promised promotion.“Coming from where I come from, I just felt like I did not even know what to do,” Augustino said.Feeling “degraded” and “intimidated”, he submitted a letter of resignation. However, he said he gave management an option.“If you can address this issue and the executive team and bring what I view as retaliation to a stop, I will pull my resignation,” Augustino said. Instead, he said he was fired and walked out of the building by security. His termination came a little over a month after he voiced his concerns about his female co-worker.A spokesperson for MTS told Team 10: “There is absolutely no validity to any of Mr. Augustino’s claims.”When asked if he would defend his co-worker again, Augustino said “absolutely.”Attorneys Zachary Schumacher and Daniel Goularte represent Augustino."This is absolutely a David versus Goliath situation," Schumacher said.Schumacher said fear is why people don't speak up."I like to compare it to battered wives syndrome, where you essentially have this person or in this case this entity who has this major power and balance who is doing all sorts of awful things and figuratively at least, battering its employees and yet they don't leave. They feel this sense of loyalty," Schumacher said. Team 10 was not able to get in touch with his female co-worker, but the lawsuit stated that she has since been moved to a “lonely, quiet corner of the office.” 3684
