SAN DIEGO (KGTV) — Border Patrol agents arrested five people in connection with a human smuggling incident, including one man convicted of being a sexual predator.A vehicle traveling through a temporary immigration checkpoint in Potrero failed to stop at about 6:30 a.m. Wednesday, according to U.S. Customs and Border Protection, before agents stopped the vehicle several yards past the checkpoint.Agents say five males in the vehicle were questioned. Three passengers in the vehicle's backseat said they were from Mexico but had no U.S. documentation, according to CBP. The driver and front seat passenger claimed to be from the U.S.The driver and front passenger were arrested on suspicion of smuggling and the three other passengers were arrested for being in the U.S. illegally, CBP said. During a records check at a nearby station, agents learned one passenger, a 39-year-old Mexican national, was convicted in 2012 of kidnapping and rape of a minor in San Diego. He was sentenced to a seven-year prison term and removed from the U.S.“I am proud of the great work agents demonstrated in arresting this known child predator,” said Chief Patrol Agent Douglas Harrison. “Their actions help keep our communities safer.”Both U.S. citizens face human smuggling charges and the previously deported Mexican man faces federal charges. SAN DIEGO (KGTV) - By a unanimous vote, the San Diego City Council voted Monday to hike pedicab fees, making it nearly twice as costly to be a pedicab driver.      Police say the increase for annual operator fees from 2 to 9 is needed because of extra enforcement, including aggressive inspections and undercover operations targeting price gouging.Ali Horuz, who manages four different pedicab companies, says the higher fees will be a hardship, especially for drivers getting into the business.  He says right now, the local market is short about 50 drivers."It's going to be harder to find qualified drivers. We're competing against Uber and Lyft. It's definitely going to affect the market, where we are going to see fewer pedicab drivers," said Horuz.While the number of drivers is shrinking, the regulations may be increasing.  Citing complaints from the community, Councilman Chris Ward wants the city to set a uniform rate structure, while banning loud horns, flashing lights and amplified music. Horuz says the lights and loud horns are needed safety precautions, while overly loud music is a product of a few bad drivers.A council committee will look at the proposal Wednesday. 1240

SAN DIEGO (KGTV) - Applications are now being accepted for the CONNECT ALL @ the Jacobs Center Business Accelerator Program (CAJC).CAJC is the region's first low-to-moderate income and diversity-focused business accelerator program.The first CAJC group of 13 local startups included businesses in retail, technology, food, and health and beauty. The founders come from various ethnic backgrounds, including African-American, Asian, Caucasian, Hispanic, and Pacific Islander.Entrepreneurs receive six months of free workspace, mentorship, and workshops - learning skills like how to access capital. Kelly Twichel is one of 13 entrepreneurs in CONNECT ALL's first cohort. Her woman-owned company Access Trax was born in a college classroom. "It's important because you want to level the playing field. Anybody has and can come up with a great idea."Twichel and the rest of the first CONNECT ALL cohort will finish their program in October. "Not having to give up equity in my company meant a lot to me because I wanted to grow this as organically as possible and really maintain control. We are a woman-owned small business, and I wanted to do everything I could to continue to foster that."She's now in the running for the Amber Grant for Women Entrepreneurs contest; if awarded, Twichel's company would receive ,000. SAN DIEGO (KGTV) -- California will close state beach parking lots in San Diego County ahead of July Fourth.In a news release Friday, the state listed San Diego among six other counties where parking will also be closed at state beaches.Other state park units will remain open, according to the state, but State Park staff will monitor visitation to ensure compliance with public health orders."Everyone has the responsibility to mitigate the spread of COVID-19, including in the outdoors," the state said.
