It’s been more than two weeks since federal workers, like Lila Johnson, have been to work.Johnson says it’s been hard, but she takes it day by day. At the age of 71, Lila works part-time at the Department of Agriculture as a janitor to supplement her retirement income. However, she's been out of work since December, because of the shutdown.“My biggest concern is when are we gonna go back to work. That's number one,” she says. “Number two is how I’m going to continue making ends meet.” For now, she has to rely on friends and family to help pay her bills and groceries. Because she's a contract worker, it's likely she will not get the back pay Congress usually gives to federal workers once a shutdown is over. “When I do go back to work, I’m still gonna be behind,” she explains. “I'm gonna have to work at least two months before I can see myself climbing out of the hole.” Other federal workers wonder what they'll do when they don't get paid this week. “I just bought a house,” says furloughed worker Christine Vitel. “I'm not gonna be able to pay my mortgage, so yes, this is affecting me personally. CISCO, Utah - In the Eastern Utah desert, the air is dry, and the cold is biting. Winter is coming, and the matron of town needs to prepare. “It’s good to push yourself, I think. It’s really easy to stay at home and watch movies and I think I was trying to avoid that,” said Eileen Muza, who owns Cisco, Utah. No Netflix for this woman of the wild west. Cisco, Utah, is a ghost town alright. It's an hour north of Moab, which is where you'll find the closest grocery store. It popped up in the 1880s as a saloon and filling stations for the railroad companies. Without the trains, it wouldn’t be there. Muza is the town's owner and the caretaker. “Even though everything here is sort of harsh, she’s sort of weirdly soft,” said Soren Hope, an artist staying with Muza. About five years ago, Muza bought some land, covered in old, disintegrating buildings and a few broke down automobiles. Muza wouldn't say how much land she owns or how much she paid for it, but the few parcels she owns is less than an acre and the county says it's worth less than a new car. There is running electricity, but no running water. If you need to use the facilities, you'll be using a composting toilet outside. Muza was a city girl from Chicago before relocating to Cisco. “I actually camped, I had a little tent set up. Yeah, and I was really scared, I was like totally terrified,” said Muza. But five years of living in Cisco has changed Muza. “Basically a hardened criminal at this point," Muza said. "I’m not afraid to yell at people, tell them to leave.” But don’t let that hardened exterior fool you; Muza still has a goal. She wants Cisco to be a place where people can come from all over and explore their artistic side. “It’s a really good place to stay focused on your work, because there’s not that many distractions really,” said Muza. And that’s where Hope comes in. She’s from New York. She's the only other person living in Cisco right now. “Brooklyn, and I’m here on the artist residency,” said Hope. The artist residency is something Muza and her sisters started. They let artists come out and use the space for free. In fact two of the artists a year get a 0 stipend. There's no requirement for the artists to complete anything, just use the space to create what they want. Hope has been using her time to draw. She says she wants to imprint the desert onto her brain. And she also draws sketches of the chickens. “I was only scheduled for two weeks, and then I’m just gonna stay here an extra week, and who knows, maybe I’ll never go back home,” said Hope.That’s the kind of place Muza wants to build. She wants to do it for as long as she can, but, “I hope I’ll know when I need to quit. I hope I’ll understand, if it happens.” Muza says living out there can take a toll on you. Last winter, she fell off a ladder and no one was there to help. One day, she may have to give it all up. 2910

It’s a beautiful, sunny day in Fort Collins, Colorado. Maybe you want to take your shirt off. Well now, men and women both can show a little skin in the city. Or actually… anywhere in Colorado, Wyoming, Utah, New Mexico, Kansas or Oklahoma. That’s because of a recent court decision, one the city of Fort Collins decided not to fight. It’s a big deal for Brit Hoagland and many women who say it’s their right to wear or not wear a shirt. “Addressing small parts of inequality can make a big difference in how people are treated on a day to day basis, and I thought free the nipple was just one small step closer to how it should be,” said Hoagland. Brit, along with co-plaintiff Samantha Six, sued the city of Fort Collins for the right to go topless in public. It’s part of the #FreeTheNipple movement you might have seen trending on Instagram. Andy McNulty is their attorney and says the law is an attack on equal rights. “Any law that says, ‘Women are prohibited from,’ is unconstitutional and really just intolerable in a society that should treat women as equal to men,” said McNulty. “Everybody should be able to be comfortable on a hot day and if that means taking their shirt of so be it. No matter how you look, you should have the same freedom at the person next to you. And it’s also about equality,” said Hoagland. “They had been advocating for a while, trying to get the Fort Collins City Council to get rid of a female topless ban in Fort Collins. They’d been unsuccessful, and they wanted to see if we would be willing to represent them in a legal challenge to that ordinance,” said McNulty. After the courts ruled in favor of nudity, the city appealed to the federal 10th Circuit of Appeals. That court also ruled in favor of topless women. Fort Collins decided they were not going to try and win at the US Supreme Court. “I think the council as they articulated in their 4-3 vote, really just thought as a matter of priority, no guarantee of success or that the supreme court would even take it up, that the money was just better spent on other city priorities,” said Tyler Marr, deputy director of information for the city of Fort Collins. And that means laws banning women from being topless are not enforceable in all six states in the 10th District. “We made a huge impact way beyond Fort Collins, and we were just trying to start a conversation. And that conversation reached to so many more people. It’s a miraculous achievement I didn’t think I would see in my lifetime let alone so soon,” said Hoagland. But that’s not to say there aren’t some mixed feelings. “I guess as a woman, I mean, I do think we deserve equal rights in everything, so I guess that would count too. But I think if women do choose to do that, they might be asking for a little bit of trouble,” said Peg Williams of Boulder, Colorado. “Just seems like a contradictory of laws a woman can expose her breasts, but a man can’t go in an alley behind a dumpster and take a pee without coming up on criminal charges,” said George Langel of Fort Collins. However, it’s not all bare breasts and roses. In 2017 the 7th circuit of appeals ruled to uphold Chicago’s topless ban. That means there’s two districts in the country with opposing views on the matter. If more lawsuits pop up around the country, the supreme court may have to rule on the issue after all. McNulty says it’s an important issue about equality and how we look at women. “The idea that women’s bodies are purely sexual is something that, it was perpetuated by this law. By getting rid of this law, we are saying women are more than just a sexual object and their bodies are more than just a sexual object. They’re human beings just like men.” “Our win can show that even in other places that, there’s still hope, and that things can change maybe from a different angle,” said Hoagland.
