SAN DIEGO (KGTV)- Assembly Bill 5 (AB 5) may pose a new threat in plans for at-home learning this fall.AB 5 was created to help turn some gig workers, or freelancers turn into employees with benefits.The bill has been met with controversy as it has impacted thousands of freelance workers across California, and now it could change how tutors can be hired.“Many parents are scrambling right now to find out how do they help their children keep pace,” said Carl DeMaio, Chairman of Reform California.DeMaio held a press conference in Escondido with a group of parents, teachers, and education advocates by his side, calling for California Gov. (KGTV) - A proposal to build a four-story, 48 unit apartment complex in Carmel Valley has riled some neighbors, to the point where hundreds of them have now signed a petition asking the San Diego City Council to abandon the project.The complex would be at 10211 Rancho Carmel Drive, just off the 15 Freeway near Ted Williams Parkway. It's less than a half-acre. Right now, a two-story parking structure sits on the plot of land.Plans from developer New Pointe Communities say they would build the complex on top of the parking garage, essentially creating a six-story building.People who live in the nearby Provencal community say it doesn't fit the neighborhood. They've started an online petition to stop it."That’s pretty tall, and that just doesn’t fit in" says Eric Von Waldner, who signed the petition."It’s going to take away our view, take away our privacy. There will be balconies looking right at us. I just don’t like the idea of it," he adds.Von Waldner says neighbors worry the added units will overwhelm the area's electrical, water and sewage grid.They also say it will cause traffic headaches at the signal light on Rancho Carmel Drive and Provencal Place."You got Starbucks over there. You got people that live in my community. If you add 48 more units, it’s going to be crazy," says Von Waldner.They plan to send the petition to District 5 City Councilmember Mark Kersey, asking for a new plan. The Council already has an agreement with New Pointe to sell the land.“A number of residents have contacted me about the proposed project on Rancho Carmel Drive, and I continue to welcome feedback from my constituents. Any redevelopment plans for the site will go through an extensive public process with numerous opportunities for input from the community,” Kersey said in a statement to 10News.According to Eric Edelmen, the chair of the Carmel Mountain Ranch Community Council, the developer still has to submit a formal proposal to the city. They also have to ask for the area to be re-zoned to allow the extra units.Right now, Edelman says the land is only zoned for eight units.He says the last time they heard from New Pointe was at a November 14th meeting. A local Guamanian grill is using a musical twist to highlight their food, to bring in business.SMACK'N Guamanian Grill offers authentic Chamorro food. Chamorro is the native culture of the Mariana Islands region, including Guam.“All the recipes are authentic and passed down through generations,” says owner Christian Graham.The 24-year-old owner says opening the restaurant was a way to showcase his culture, which is not highly represented in San Diego.“I wanted to highlight what my grandmother, what my family has brought to the Chamorro food, the Chamorro community,” says Graham.When the pandemic hit, the newly opened SMACK'N Guamanian Grill had just opened six months prior.“Sales have dropped quite a bit between 30 to 50 percent,” says Graham. “We ended up losing about 20 percent of our staff members due to the pandemic because of their reduced hours.”As a young owner, Graham decided he needed a new, creative way to bring in business. He created a music video for the Guamanian Grill.“Just something different that restaurants haven’t done in the past.”The video, which launched a little over a week ago, already has hundreds of views on YouTube. SAN DIEGO (KGTV): The San Diego Sheriff's Department has a new tool to help keep deputies safe as they fight the war on drugs.The department just bought 15 TruNarc devices. The hand-held scanners can detect and identify drugs without the deputies having to come into physical contact.Previously, to determine what kind of drug was present at a crime scene, law enforcement would have to scoop a small amount into a kit for testing. The TruNarc uses laser technology to scan through plastic bags.This technology has become increasingly important with the rise of drugs like Fentanyl. Just a microscopic amount can cause an overdose, which has made first responders wary of handling it.The TruNarc can identify more than 200 different drugs and takes less than 2 minutes to complete the scan and give a presumptive result.San Diego Sheriff's Deputies used it earlier this month when they encountered an unconscious man in San Marcos. He was covered in white powder. Deputies called for the scanner and found the powder was Fentanyl. They called for a hazmat team to clean the scene. Officials with the department say the device likely saved the man's life, as he was able to get the medical help he needed. They say it also may have saved the officers, who didn't have to touch the man or the powder until after the scene had been made safe.The devices cost ,400 each. A grant from the Honorary Deputy Sheriff's Association helped pay for them. One has been given to each sub-station around the county. There is also one at every jail and another at the High-Intensity Drug Trafficking Area office. 1617
