SAN DIEGO (KGTV) — California Highway Patrol investigators are correcting their initial findings of a fatal wrong-way crash on Interstate 5 in February.In March, CHP said 35-year-old Justin Callahan was at fault for the fatal collision on the northbound I-5 transition ramp to westbound I-8 on Feb. 26 just before 2 a.m.Investigators had believed Callahan, driving in a Volkswagen Jetta, was traveling eastbound in the westbound I-8 lanes when he collided with a Toyota Camry on the transition ramp — a finding Callahan's family had contested.RELATED: Family disputes CHP's details of I-5 wrong-way crashCallahan died at the scene while two female occupants inside the Toyota suffered major injuries.Friday, CHP said they've now concluded the Toyota was traveling in the wrong direction when it collided with Callahan's vehicle on the ramp.Investigators also said the driver of the Toyota, 22-year-old Lauren Freeman, was found to be under the influence at the time of the crash.Freeman turned herself into San Diego Superior Court Friday. SAN DIEGO (KGTV) - City leaders announced a new overnight parking lot on Tuesday for people living in their vehicles.It comes a day before the city committee on Safety and Livable Neighborhoods will vote on a new ordinance that would create restrictions on vehicle habitation.Living in a vehicle has been legal since a federal judge filed an injunction against the city’s law last August, saying it was too vague.The new ordinance would restrict living in vehicles within 500 feet of a school or residence at all hours of the day. It would also make it illegal to live in a vehicle from 6 pm to 6 am anywhere in the city, except in the approved lots. “The city cannot solve the problem, so their tactic is, “let’s hide it,’“ said Caesar, a man who lives in his van and wished to withhold his last name because he is currently looking for a job.He said he used to have a stable living situation but fell on hard times after paying for his two kids college tuition. SAN DIEGO (KGTV) -- Bike the Bay celebrated its 11th annual ride on Sunday but this year it added some safety changes. Roughly 3,000 people participated in the popular bike ride. The ride is 25 miles and takes cyclists over the Coronado Bridge, through Coronado, Imperial Beach, Chula Vista and National City. It's the only day of the year where bikes are allowed on the iconic bridge. This year, the event made some changes after an accident during the ride last year. Christina Rocheleau who was not participating in the ride collided head-on with a participant who was trying to pass cyclists along the trail. Rocheleau suffered a fractured nose and three fractured vertebrae. She hasn't been on a bike since. At the time of the accident, organizers told us that they take safety very seriously. This year, they added more signs along the route, more volunteers to guide cyclists and made the route all one-way. All of the proceeds for the ride go towards the San Diego County Bike Coalition, an organization that promotes bicycles as a form of transportation and advocates for safer roads for cyclists.   1156

SAN DIEGO (KGTV) — City Council leaders have approved a draft agreement to sell the Mission Valley stadium site to San Diego State University.Leaders unanimously approved an agreement to move forward with a Purchase and Sale Agreement (PSA) between the city and SDSU to sell the land to the university for .2 million.The agreement paves the way for the city to meet for two hearings to finalize the PSA on June 9 and June 23. After the hearings, a 30-day referendum period is legally required before Mayor Kevin Faulconer can sign the PSA and escrow can be initiated. SDSU expects to take ownership of the property in late July 2020, according to the city."Both parties wanted to get this done right, and the time and thoughtfulness put into this agreement have created a final product San Diegans can be proud of," Mayor Faulconer said. "This agreement is fair and equitable, and I want to thank Council President Gomez, City Attorney Elliott and SDSU for their commitment."The agreement is the product of 18 months of negotiating following the passage of Measure G in November 2018. The voter-approved measure calls for the expansion of SDSU, a new stadium, 80 acres of park and open space, and 4,600 market-rate and affordable housing units."We have reached a pivotal milestone moment. SDSU Mission Valley will be a true revitalization of public land in all aspects of the plan," SDSU President Adela de la Torre said. "We are thrilled to take this critical next step toward closing the sale and creating generational opportunities for all San Diegans."Chris Thomas, a graduate student at SDSU who recently earned his bachelor's degree from the school, said he believed the project would take the university to a new level. "The biggest impact that it's going to create is for the student experience," he said. City and university negotiators were going back and forth on more than a dozen key points, including environmental and legal liability. SAN DIEGO (KGTV) - Another child has been diagnosed with E. Coli linked to animals at the San Diego County Fair, San Diego Health and Human Services officials reported Tuesday. The latest case involves a 6-year-old boy who visited animals at the fair on June 22, officials said. The boy began showing symptoms of Shiga-toxin-producing E. Coli (STEC) four days later. He was not hospitalized. 2-year-old Jedediah Cabezuela died of the illness and three other children were sickened by E. Coli, fair organizers said Friday.RELATED: Family mourns toddler dead after E. Since we asked doctors to be on the lookout for STEC, they are more likely to test patients exhibiting symptoms.” E. Coli can incubate over a period of 10 days.
