BEIJING, Dec. 1 (Xinhua) -- China's efforts to deal with lawsuit-related public petitions have seen positive results with 616 such cases being resolved as of the end of October, figures from the Ministry of Justice show.Since March, when a campaign to manage cases of public petitions and complaints began, judicial and administrative departments across the country have dealt with 6,501 lawsuit-related petition cases."In order to avoid lawsuit-related public petitions from the root, prisons and detention centers across the country have launched training programs for prison police to promote their management and law enforcement capacities," Vice Minister Hao Chiyong said Wednesday at a meeting.In China, many public petitions and complaints involved mistreatment of prisoners in detention centers as police sought confessions by allegedly torturing detainees."Through these efforts, the number of lawsuit-related petition cases have dropped significantly," Hao said.In addition to police training, local governments were told to carefully consider and check corruption-prone cases and those strongly felt by the public, and deal with these cases in accordance with laws and regulations.According to Hao, the ministry is planning to let mediation play a larger role in solving public conflicts and complaints by organizing legal workers to provide legal aid and guide people to express their demands in a reasonable manner.Figures released this September by the State Council Information Office show that, in 2009, the number of letters from, and visits of people for petitioning, dropped by 2.7 percent over the previous year, a decrease for the fifth consecutive year.

CHENGDU, Nov. 21 (Xinhua) -- Twenty-eight miners were trapped in a colliery flood in southwest China's Sichuan Province on Sunday, the local safety watchdog said.The accident happened at 11 a.m. in Weiyuan County of Neijiang City.Altogether 41 miners were working underground when a pit of Batian Coal Mine was flooded. Thirteen of them escaped, said Lin Shucheng, chief of the provincial work safety bureau.He said rescuers had begun pumping flood water from the pit early in the afternoon. BEIJING, Dec. 12 (Xinhua) -- China said it will make greater efforts to start six-party emergency consultations because tensions on the Korean Peninsula have not eased."The six-party talks are a very important way to advance the denuclearization process on the Korean Peninsula and maintain peace and stability in northeast Asia. We, the concerned parties, should make full use of the talks," Chinese Foreign Minister Yang Jiechi said in an interview in Beijing Friday.Launched in 2003 and stalled since the end of 2008, the six-party talks involve China, Russia, the United States, Japan, the Democratic People's Republic of Korea (DPRK) and the Republic of Korea (ROK)."While the talks have yet to be resumed, we think it is the proper time for emergency consultations between the heads of the delegations of the six parties," said the foreign minister.Tensions remain high on the Korean Peninsula after the DPRK and the ROK exchanged artillery fire on Nov. 23. China proposed emergency consultations among the chief negotiators in December.Amid the international community's repeated calls for restraint and calm, the United States held separate large-scale naval drills with the ROK and Japan in waters near the peninsula."We will continue to make patient efforts to persuade the parties to engage in consultations," Yang said.He said the tensions on the peninsular will ease "only if all the parties show their sincerity and make joint efforts.""Stability on the Korean Peninsula is good for all.
