ENCINITAS, Calif. (KGTV) - An Encinitas woman was caught off guard when an intruder squeezed through a doggy door at her home.Just after 8 a.m. Tuesday, Lexie Linberg was in her upstairs bedroom, located just off Coast Highway 101, when she got an alert from her Ring doorbell camera. A man was knocking at her door. Thinking it was a delivery, Linberg didn't answer. Moments later, she got another alert: someone was in her back yard."I heard the doggy door flap. My dog was next to me, so I knew I had a problem. I ran over to the balcony, dropped down, and saw feet going through my doggie door and I started screaming," said Linberg.Surveillance video shows same man at her door walk into her back yard. He took off his jacket before squeezing through her 10-inch-wide, 20-inch-tall doggy door. "Complete panic actually," said Linberg. Linberg's panic was quickly pushed aside by adrenaline. "I yelled a lot of profanities, told him to get out of my house," said Linberg.Linberg, who has taken self defense classes, then armed herself. She declined to tell us what that weapon was."Anger. I was mad. I wanted to get the person that was coming to hurt me," said Linberg.Next to her was Stella, her 6-year-old Poodle, trained as a guard dog."Racing down the stairs with my dog, absolutely going for him at this point," said Linberg.Linberg raced into a downstairs room, just in time to see the man's feet in the dog door. This time, he was on his way out. She gave chase down the street. He got away, but not before cameras caught a good look."He needs to be caught. It was obvious he knew what he was doing. Federal health officials Wednesday issued insurance coverage rules designed to deliver on the promise that every American will have access to free COVID-19 vaccines when they are approved.The regulations from the Centers for Medicare and Medicaid Services, or CMS, will also increase what Medicare pays hospitals for COVID-19 treatments. The changes arrive at a time when coronavirus infections are rising in much of the country, signaling a third wave that could eclipse the number of cases seen earlier this year.Congress and President Donald Trump have already enacted legislation that calls for vaccines to be free, but the new rules were needed to align that policy with the many arcane payment requirements for public and private insurance.“CMS is acting now to remove bureaucratic barriers while ensuring that states, providers and health plans have the information and direction they need to ensure broad vaccine access and coverage for all Americans,” agency head Seema Verma said in a statement.The rules aim to resolve potential legal issues over whether Medicare could cover a vaccine that receives “emergency use authorization” from the Food and Drug Administration. That’s a step short of full approval, and questions arose about whether Medicare could pay under its standard coverage policies.Under Wednesday’s announcement:— Seniors with traditional Medicare will pay nothing for COVID-19 vaccines, and any copays and deductibles are waived.— The government will pay private Medicare Advantage plans to administer the vaccine to seniors. Enrollees will not be charged.— Workplace and individual health insurance plans will cover the COVID-19 vaccine as a preventive service, with no cost sharing. The requirement applies to the vast majority of private plans, which are mandated to cover approved preventive care under the Obama-era Affordable Care Act — even as the Trump administration is trying to overturn that law at the Supreme Court.— State Medicaid and Children’s Health Insurance plans will have to provide vaccines for free for the duration of the coronavirus public health emergency.— Doctors, clinics and hospitals vaccinating uninsured people will be able to get paid through a federal fund set up to assist health care providers under financial stress.The regulations take effect immediately.A White House-backed initiative called “Operation Warp Speed” seeks to have a vaccine ready for distribution in the coming months. The government is spending billions of dollars to manufacture vaccines even before they receive FDA approval, thereby cutting the timeline for delivery. Officials at the FDA have pledged that the program will not interfere with their own science-based decisions. Vaccines that do not meet the test for approval would be discarded. 2791

Ethan Melzer, a 22-year-old US Army private, has been indicted for allegedly plotting a “mass casualty” attack on his Army unit.In its announcement of the indictment, the Department of Justice said that Melzer was sending sensitive military information to members of a neo-Nazi group to help facilitate the attack.Melzer has been charged with conspiring and attempting to murder U.S. nationals, conspiring and attempting to murder military service members, providing and attempting to provide material support to terrorists, and conspiring to murder and maim in a foreign country.The DOJ said that the FBI thwarted the attack in May 2020 before arresting Melzer on June 10.The DOJ said that Melzer was a member of O9A, a group that officials say has participated in acts of violence.Melzer was informed of his unit’s deployment in April 2020. The DOJ said that Melzer then used an encrypted message application to send messages to O9A. The group allegedly planned a “jihadi attack” during the unit’s deployment.“As alleged, Ethan Melzer, a private in the U.S. Army, was the enemy within,” Acting U.S. Attorney Audrey Strauss said. “Melzer allegedly attempted to orchestrate a murderous ambush on his own unit by unlawfully revealing its location, strength, and armaments to a neo-Nazi, anarchist, white supremacist group. Melzer allegedly provided this potentially deadly information intending that it be conveyed to jihadist terrorists. As alleged, Melzer was motivated by racism and hatred as he attempted to carry out this ultimate act of betrayal.”Melzer could face life in prison if convicted on the counts. 1620

  

Federal agents who have clashed with protesters in Portland, Oregon, will begin a “phased withdrawal” from Oregon’s largest city, Gov. Kate Brown said Wednesday. The withdrawal of Customs and Border Protection and ICE officers could begin as soon as Thursday.In a tweet, Brown said "After my discussions with VP Pence and others, the federal government has agreed to withdraw federal officers from Portland.
