RAMONA, Calif. (KGTV) - The young man found shot to death in a Ramona home was identified by his roommate Monday as a resident of Ukraine.San Diego County Sheriff's deputies got a 911 call reporting Sunday at 8 p.m. reporting shots fired near the home on Wood Rock Lane. They found the victim dead inside.Four people live in the home, including Ben Ledbetter. Even among gun owners, the devices weren’t big sellers.A bump stock allowed the gunman in the Las Vegas shooting to make a semi-automatic rifle function more like a fully-automatic one by bumping the trigger so that it had a quicker fire.Following the shooting, there was rare bipartisan support to get rid of them. Despite the support, Congress never took action and many blamed the National Rifle Association.However, reports now indicate that the Trump administration will soon outline a federal rule that would officially ban the devices.“I would call it the bare minimum of steps, says Elizabeth Becker, a volunteer with the gun advocacy group Moms Demand Action in Las Vegas.“We do want to see bump stocks regulated, seeing as they create machine guns out of semi-automatic weapons, but there is a lot more to do on this issue.”Becker says she believes more substantive changes to gun laws are coming, thanks to the new Democrats recently elected to the House.But not all gun owners are on board with the proposal."If you're a law-abiding citizen in America and you have a clean record, you should be able to own anything you want," says Mel “Dragon Man” Bernstein, owner of Dragonman gun store in Colorado Springs.Reports indicate the new rule would force owners to turn in or destroy bump stocks within 90 days. 1466

  

President-elect Joe Biden named former General Lloyd J. Austin as his nominee for secretary of defense on Wednesday.If confirmed, Austin would become the first Black person to lead the Pentagon.At a press conference in Wilmington, Delaware on Wednesday, Biden introduced Austin as a man who is "breaking down barriers and blazing a trail," adding that he is "going to do it again" if confirmed.Biden called for Austin to be confirmed "swiftly," adding that the country "needs his expertise.""It will be my sincere honor and privilege to return to the department and to lead our great service members and civilians in accomplishing the mission of ensuring our nation's security," Austin said Wednesday.He also added that he would give Biden clear and "unvarnished council" when it comes to military matters.Austin also said that he had benefitted greatly from leadership above him throughout his career, citing the influence of former Sec. of State Colin Powell, among others.In addition to needing Senate confirmation, Austin will also need a waiver, as there is seven-year waiting period after leaving the military in order to become defense secretary. Some Senate Democrats, including Sen. Elizabeth Warren, have signaled that they are hesitant to grant Austin a waiver."I would not be asking for this exception if I didn't think this moment in history called for it," Biden said.President Donald Trump's first defense secretary, James Mattis, also required such a waiver upon his nomination.Austin, a former four-star general, was the 12th head of Central Command from 2013 through 2016 under President Barack Obama.Austin followed Mattis in leading Central Command.
