DEL MAR (CNS) - The California Coastal Commission unanimously approved several modifications to the Del Mar Bluffs stabilization project Friday, which will allow the San Diego Association of Governments to continue with work in stage four of the project.Modifications include an increase of three feet to the height of an existing retaining wall at the base of the bluffs near 12th Street, installation of four additional support columns along the upper bluffs near 12th Street and the repair of a small upper bluff failure near Seventh Street.The newly approved work will further stabilize the Del Mar bluffs, which is a critical segment of the 351-mile Los Angeles-San Luis Obispo-San Diego rail corridor. SANDAG and North County Transit District are working together on the project. Phase 4 stabilization efforts cost approximately .8 million and are funded through a combination of federal, state and local sources."The California Coastal Commission's decision today will help ensure continued reliability for our county's major rail corridor, which is crucial for goods movement, commuters and supporting our nation's military," said SANDAG Chair and Poway Mayor Steve Vaus. "It is critical that we continue to reinforce this section of track in Del Mar, while exploring alternatives to move the tracks completely off the bluffs."Phase four work is currently underway to install support columns to stabilize localized areas and seawalls, construct a drainage channel on top of the bluffs and repair concrete channels and storm drain outfalls. Construction on this phase began in spring and is expected to be complete later this year.After a series of bluff erosion episodes in 2019, California State Transportation Agency Secretary David Kim established a coalition of stakeholders to address the short-term stabilization efforts, a long-term vision to move the tracks entirely off the bluffs and ways to improve the capacity, speed and safety of the San Diego coastal rail corridor. The working group is composed of local, state and federal leaders."The city of Del Mar recognizes the stabilization efforts are necessary and looks forward to working with SANDAG and all project partners on a future relocation of rail off of the bluffs," said Del Mar Mayor Ellie Haviland. DENVER – Colorado Attorney General Phil Weiser will investigate whether criminal charges are warranted against anyone involved in the death of Elijah McClain, Gov. His life mattered and his death was tragic,” Weiser said in a statement. “The pain, frustration, and anger that his family and many Coloradans are feeling from his death is understandable and justified. Our investigation will be thorough, guided by the facts, and worthy of public trust and confidence in the criminal justice system.”Polis’ announcement of a state investigation also comes as the members of the Aurora Public Safety Policy Committee seeks a list of potential outside investigators by the middle of next month, and as Aurora Mayor Mike Coffman seeks to have a vote at a council meeting on July 6 on whether to authorize another independent investigation into the case.The independent investigation has been fraught with controversy since many council members felt the original outside probe, led by a Connecticut-based attorney with ties to law enforcement, was not independent enough. That contract was terminated June 10 and Mayor Mike Coffman said in a tweet that “another individual will be selected by the Mayor and the City Council.”Though calls for an external review and independent investigation into McClain’s August 2019 death have been ongoing in Colorado since it happened, the heightened awareness regarding the case nationally has brought further pressure from the public for another investigation. The city has already changed department policies directly tied to McClain’s death.McClain suffered a heart attack on the way to a hospital after the Aug. 24 incident, which happened in the 1900 block of Billings Street. Officers had responded to a call about a suspicious man wearing a ski mask and waving his arms. When they arrived, they contacted McClain, who they claimed resisted when the officers tried to detain him, police said.A struggle ensued, and a responding officer requested that a paramedic give McClain a dose of ketamine "due to the level of physical force applied while restraining the subject and his agitated mental state," officials said.But in the department's review of the incident earlier this year, the board found that the officers "had a lawful reason to contact Mr. McClain."The board also found that the force applied by officers — which included a carotid control hold — during the incident was "within policy and consistent with training."The carotid hold has since been banned by the department.The Adams County Coroner conducted the autopsy on McClain and ruled that the manner of his death was "undetermined," saying it could not determine whether his death was an accident, due to natural causes or a homicide.District Attorney Dave Young said in an interview Wednesday he has been inundated with calls and some attacks on him and his family. DENVER, Colo. - A group of teenagers is using social media to try to inspire younger generations to sign up to work at the election polls this November.The Poll Hero Project was started by a group of teens from Denver East High School as well as students from Princeton University as a way to inspire their peers to get involved.“I never really expected it to go anywhere. I mean, we don’t really have any money or really any advertising. It’s really just been using social media to get our message out,” said Leo Kamin, one of the project’s co-founders.Kamin is a 17-year-old who signed up to be a poll worker during the previous election for the first time after mother found out about the student poll worker program through the Colorado Secretary of State’s website and encouraged him to join.In Colorado, you must be 16 in order to serve as a poll worker. It is a paid position.“It really did open my eyes just to the process and how many things you have to have right,” Kamin said.Along with learning the intricacies of how the election process works, Kamin says he was able to bring his own set of skills to the polling place.“In Colorado, you can change your registration on your phone, and I was the only one of the greeters, the poll workers, who understood how to sort of explaining that on the website,” Kamin said. “I think there is that knowledge that comes from the people who have done this a lot and have voted for before, but I think there are also things that younger people bring that are valuable.”Because of the COVID-19 pandemic, some areas are struggling to find enough poll workers to work on election day.Colorado has not had that problem for the most part, and places like Denver and Jefferson County say they experienced record interest this election.Still, the teens are using social media to encourage students across the country to check in with their counties to see whether they need help.One of the students who decided to sign up to be a poll worker for the first time is Ben Ginsberg. He’s still going through the training process to be ready for election day but says he’s excited about the opportunity.“I thought it was a great opportunity to help out and play my part,” Ginsberg said.Along with being a first-time poll worker, Ginsberg is also a first-time voter in this general election after participating in the primary.“I’m super excited to vote in the presidential election. It’s even more important than the primaries obviously. I think that was kind of my way to express my personal views,” Ginsberg said.He believes there is more interest in politics these days among his peers and many of his friends are excited for the opportunity to vote.Kamin is not so lucky; he missed the age deadline to be able to vote this election by just a couple of weeks. Still, Kamin says he’s excited to be able to have an opportunity to contribute.“I feel like because I can’t vote it makes it even more important to participate,” he said. “There are not many things you can do as a 17-year-old but this is one of them.”He’s still surprised by just how much popularity the project has garnered despite the fact that they have no money for advertising and have only been using social media to get their message out.Both teens will be missing school Monday and Tuesday in order to work the polls but say they hope their teachers and classmates understand the importance of the role they are playing in democracy. They hope even more teenagers will consider signing up in the future.“Sure, you may not be in charge of the country now, but you will be in the future, and this is your country. DENVER – Police are investigating a homicide scene after three adults were found dead Thursday afternoon near a major Denver intersection.Police initially said they were investigating a death at the scene, but later tweeted that they were investigating a homicide involving three adults. A Denver police spokesperson confirmed all three people were dead.A news crew at the scene said police appeared to be searching the bushes near the RTD light rail and bus station. DANBURY, Conn. (AP) - It's official. It's now the John Oliver Memorial Sewer Plant in Danbury, Connecticut. The City Council voted 18-1 Thursday night to rename the plant after the comedian, who began a tongue-in-cheek battle with Danbury when he went on an expletive-filled rant against the city on HBO's "Last Week Tonight with John Oliver" in August. In the August 16 episode, Oliver named off three things he knew about the time, one of which was a "standing invite to come to get a thrashing from John Oliver."Mayor Mark Boughton responded by saying the city was going to rename the plant after Oliver because Oliver was full of the stuff the plant processes. Boughton announced the tongue-in-cheek move in a video posted on his Facebook page."We are going to rename it the John Oliver Memorial Sewer Plant," Boughton said in the video while standing in front of the sewage plant.
