SAN DIEGO (CNS) - A wrongful death lawsuit was filed Monday on behalf of the family of a 24-year-old woman who died last fall at the Las Colinas Detention Facility in Santee.Elisa Serna died Nov. 11, 2019, a few days after she was booked into the county jail.Earlier this year, the sheriff's department said Serna died from complications of drug abuse, with a contributing factor of early intrauterine pregnancy.The lawsuit filed in San Diego federal court alleges jail staff were aware of Serna's substance abuse and subsequent withdrawal symptoms, but did not provide her with treatment. Though Serna was fainting, had low blood pressure, was vomiting regularly and displaying odd and incoherent behavior, jail staff "ignored the obvious signs of medical distress" and "failed to provide proper medication as Elisa's condition was worsening," the complaint alleges.Sheriff's officials could not immediately be reached for comment on the suit, which names San Diego County and Sheriff Bill Gore as defendants.Plaintiffs in the suit include Serna's parents, Michael and Paloma Serna; her husband, Brandon Honeycutt, and a minor child referred to as S.H.The sheriff's department has come under fire recently over a spate of deaths among county jail inmates, which were referenced within the complaint.The lawsuit cited news reports indicating the county had the highest jail mortality rate among the state's largest counties, and said prior deaths from inmates suffering from withdrawal symptoms should have made jail staff aware of the potentially fatal consequences of those symptoms.The suit also alleges staff are inadequately trained and in-custody deaths at county jails are not being properly investigated."Even though inmates are dying or suffering catastrophic injuries at an alarming rate at San Diego County jails, the medical and correctional staff whose actions or inactions cause the deaths are not investigated; not informed of their failures; not given further training or remedial instruction; and are not monitored or closely supervised after these adverse events," the lawsuit alleges. 2111

Gavin Newsom announced Monday the state will send .7 million to support San Diego's proposed purchase of two hotels to provide more than 330 rental housing units for San Diegans experiencing homelessness.The funds -- part of the state's Project Homekey -- will go toward the purchase of the Residence Inn Hotel Circle and Residence Inn Kearny Mesa, to be considered by the San Diego City Council in October.The purchase of the two properties would create 332 permanent supportive housing units, with 72 of the units having two bedrooms, enough to provide housing for more than 400 individuals. According to a city statement, the units were determined to require minimal work before people could move in. The Hotel Circle property was built in 2003, while the Kearny Mesa property was built in 1990 and underwent a renovation in 2013."San Diego has proven we can put state dollars to action on programs and services that reduce homelessness," said Mayor Kevin Faulconer. SAN DIEGO (CNS) - A man accosted a woman in the Fairmount Village neighborhood early Sunday and took off with her 2003 Toyota Celica, police said.He intercepted the 30-something woman in the 3800 block of 47th Street at 3:35 a.m., as she was heading to her car."The suspect pushed her to the ground and demanded her car keys," said San Diego Police Department officer Tony Martinez. "The victim complied, and the suspect fled in the victim's vehicle."Police said the vehicle's license plate is 6TQG479. The car has a rear spoiler, Martinez said.The suspect is described as a Hispanic male, about 6 feet tall with an average build. SAN DIEGO (CNS) - A woman was killed when she walked into the path of two marked police cruisers in the Hillcrest community of San Diego, police said Sunday.The vehicles were going westbound in the 100 block of West Washington Street when the woman, standing on the north curb line of the street -- and not in the crosswalk -- walked into the cruisers' path a little after 11 p.m.Saturday, the San Diego Police Department reported.She was struck by both cars and rushed to UC San Diego Medical Center, where she was pronounced dead. 540
