BEIJING, Nov. 25 (Xinhua) -- The Ministry of Commerce (MOC) said Friday that it will start an investigation into the U.S. government's policy support and subsidies for its renewable energy sector over trade barrier concerns.The MOC will look into six renewable energy programs concerning wind, solar and hydroelectric energy in the states of Washington, Massachusetts, Ohio, New Jersey and California, the MOC said in a statement posted on its website.The investigation was applied for by the China Chamber of Commerce for Imports and Exports of Machinery and Electronic Products, as well as the new energy chamber of the All-China Federation of Industry and Commerce."The applicants argued that the U.S. government's policy support and subsidies for its renewable energy industry constitute a trade barrier, as they violate the rules of the World Trade Organization and have hindered and restricted the development of China's renewable energy sector," the statement said.The applicants requested the elimination of any negative influence from the U.S. government's policy support and subsidies in order to maintain a fair trade environment, according to the statement.The investigation will end before May 25, 2012, although it may be extended to August 25, 2012 under special circumstances, according to the statement.

CAPE TOWN, Dec. 15 (Xinhua) -- More people voluntarily get HIV tests in the Western Cape province, an indication of people's rising awareness of the epidemic, authorities said on Thursday.Nearly 11,000 people in the province have been tested over the past 10 days as authorities stepped efforts to halve the number of HIV transmissions over the next few years, according to official figures.Authorities expect more people to be tested when the monthly campaign ends by the end of December.In December last year, 67,111 people were tested.This year's figure is expected to be higher than that of last year, said Western Cape Premier Helen Zille.The campaign, known as Know Your Status and Win, may become a regular feature in the province, said Zille.To encourage more people to take part in the campaign, the province offers awards to several winners by drawing, ranging from 10,000 rand (about 1,250 U. S. dollars) to 50,000 rand (about 6, 250 dollars)."The bottom line is that people respond to incentives," said Zille, who hailed the campaign a success.She said the reality was that those who stubbornly did not want to get tested, were those crucially in need of doing so.While the data still had to be audited, preliminary results indicated a spike in the number of people who were tested.There was also a significant increase at routine testing center that were not part of the campaign, said Zille. SAN FRANCISCO, Jan. 12 (Xinhua) -- Microsoft on Thursday announced a patent licensing agreement with LG Electronics covering the South Korean manufacturer's tablets, smartphones and other consumer devices running Google's Android or Chrome operating system.In a press release, Microsoft said it marks the 11th deal with a device manufacturer leveraging Google's operating system platform, noting that "more than 70 percent of all Android smartphones in the U.S. are now receiving coverage under Microsoft 's patent portfolio."Terms of the deal were not disclosed. So far, Microsoft has struck major cross-licensing patent agreements with HTC, Samsung and Acer, among others.Last September, Microsoft announced a broad patent deal with Samsung. U.S. media reports cited South Korean media as saying that Microsoft had wanted Samsung to pay 10 to 15 U.S. dollars for each Android device.The booming mobile market has been harassed by acrimonious legal battles over patent infringement. BEIJING, Nov. 24 (Xinhua) -- In response to public suspicion stoked by recent dumpling contamination scandals, China's Ministry of Health on Thursday said the new food safety standard for flash-frozen dumplings did not show signs of leniency.The Ministry introduced the new food safety standard on flash-frozen dough or rice products on Thursday.The Ministry has been accused of loosening scrutiny over a disease-generating bacteria in such foods, staphylococcus aureus, or golden staph, which can cause various diseases, including pneumonia and sepsis, and is sometimes life-threatening.The controversy became particularly relevant after several major brands of frozen dumplings have been successively recalled in recent months.In October, a Henan-based company, Zhengzhou Sinian Food Co., Ltd, confirmed the contamination of golden staph in its flash-frozen seafood- and pork-stuffed dumplings.Frozen dumplings made by Hong Kong-based manufacturer Wanchai Ferry were found to contain golden staph in November, and some of its products have been pulled from shelves.The previous standard provided that no golden staph should be tested in such food, while the new one gives a quantitative restriction that the volume of the bacteria should be no more than ten to the fourth degree.Liu Xiumei, a food safety expert with the Chinese Center for Disease Control and Prevention, said at the press conference held by the health ministry that such bacteria becomes inactivate after the food is boiled for a few seconds, and it takes a volume of ten to the fifth degree to generate toxicity.The previous standard could only serve as a general provision due to the lack of quantitative microbiological testing back when it was introduced, Liu said, stressing that the new standard is not a sign that the Ministry has gone soft on bacterial contamination of relevant foods.The new standard will come into effect starting Dec. 21, 2011.
