SAN DIEGO (KGTV) - While many Americans may be divided on whether they will get a COVID-19 vaccine once one is available, National City’s mayor is about to be part of the trial process.“I’m excited, kind of nervous,” said National City Mayor Alejandra Sotelo-Solis. “As a leader, I will step up, physically, mentally, and emotionally for my community because we need to be part of the solution.”After learning more about Johnson & Johnson’s Janssen Phase 3 vaccine trial happening in National City, Sotelo-Solis said she decided the right move was to apply to become a trial participant herself.“I believe, as a leader, you should demonstrate trust in the system,” she said. “I was able to ask more detailed questions; I am a survivor of melanoma cancer, you know, getting all those questions answered. I will be an active participant in the vaccine trial starting Friday.”Johnson & Johnson is aiming to recruit 60,000 people worldwide to take part in its trial. UC San Diego is participating in the study locally and looking to enroll 2,000 volunteers.Trailers that act as a vaccine clinic have been set up at El Toyon Park in National City, and the trial resumed last week.Across the county, Hispanic and Latino communities have been hit the hardest by COVID-19. The Chicano Federation has been working as part of the San Diego Latino Health Coalition to address the issues and provide helpful information about vaccine trials.“One of the things we recognized early on is that our Spanish speaking community and Latino community here in San Diego needed more education about vaccine trials,” said Nancy Maldonado, President, and CEO of the Chicano Federation. “We want our community, particularly our Spanish speaking community, to have all the education they need around the vaccine and around vaccine trials.”Maldonado said the goal is to make sure Southbay residents have the information they need to make informed decisions, and she applauds Sotelo-Solis for her efforts.“One of the best ways to gain trust is to lead by example and not ask someone to do something that you wouldn’t do yourself,” said Maldonado.“If I can help someone trust in vaccine trials and medical systems as a whole, we can really start chipping away at building true and significant trust,” said Sotelo-Solis.Sotelo-Solis said she will have her blood drawn and get a shot as part of the trial on Friday morning.UCSD is still recruiting participants for this trial. SAN DIEGO (KGTV) - US Coast Guard officers will be out in full force over the holiday weekend. They've launched Operation Dry Water to help cut down on the number of arrests for people boating under the influence of drugs or alcohol."We want everybody to have a great time and do it in a safe manner," says Lt. Commander Ellen Motoi, the Chief of Enforcement for the San Diego Sector of the Coast Guard."We're going to have a lot more boats out there from the local side, as well as Harbor Police. They'll be promoting safety and looking for boaters under the influence," says Motoi.Alcohol is the leading cause of boating accidents, according to the Coast Guard. They look for erratic speed, dangerous course headings and boats coming too close to other vessels as warning signs that someone may be drunk while operating a boat.Operation Dry Water is a nationwide program. In 2018, they made 494 BUI arrests and issued 7,305 other citations.Like driving, the legal limit for alcohol while operating a boat is .08. Anyone arrested for BUI could face jail time, a loss of their license/credentials and a hefty fine.Aside from BUI, Motoi says the emphasis of Operation Dry Water focuses on safety."It's not worth it," says Motoi. "We encourage everyone to think twice before you get on a boat."Motoi says the most common mistake people make is not to wear a life jacket. The Coast Guard says 80% of all drownings happen because people aren't wearing one.The Coast Guard also wants boaters to know they shouldn't shoot off flares or fireworks from their boats. SAN DIEGO (KGTV)- A judge ruled Friday that Alvin Quarles, known as the “Bolder Than Most Rapist," will continue to stay in a state hospital until at least December. A status hearing was held Friday morning to get an update on the location of where he will live. The search is still ongoing to find a location, and the judge has given the court a 90-day extension to do that. In the meantime, the San Diego County District Attorney’s Office has issued an appeal to pump the brakes on Quarles’ release. The Deputy District Attorney, Jessica Coto, says they are attempting to make sure Quarles is not released into the public before he is ready. “The evidence showed that the release of Mr. Quarles was premature and that he still poses a danger to the community,” says Coto. There have been many evidentiary hearings during this process that have not been open to the public. Quarles' victims feel they should have a right to know what was said behind closed doors. The DA's office is hoping that will be reversed during the appeal process. “It makes me shaky for myself personally, and it makes me shaky for the young people of our community, who is his demographic, and who I think really will be at risk,” said survivor Mary Taylor. In the 1980s, Quarles sexually assaulted more than 10 women, often holding them at knifepoint, forcing their boyfriends or husbands to watch as be brutally attacked them. He was sentenced to 50 years behind bars but was moved to Colinga State Hospital years ago to get treatment for sexually violent predators. Quarles was initially set to be housed in Jacumba Hot Springs, but that idea was shut down. Another status hearing has been set for Dec. 6. 1694

SAN DIEGO (KGTV) - When flames engulfed a Northern California community last month, nurses and doctors found themselves in danger.Video of a medical team evacuating patients from a Kaiser Permanente hospital in Santa Rosa shows the desperate situation.Julayne Smithson was part of the team captured in that viral video.Just moments before, her own home burned down across the street from the hospital.
