SAN YSIDRO, Calif. (KGTV)— November's violent clash between migrants and American border patrol agents temporarily halted businesses in San Ysidro. But many are saying it also has lingering effects on the tourism industry, both in San Diego and Tijuana.Sunday, Nov. 25, seemed like the beginning of the end for Wes Barba, the owner and operator of Baja Border Tours. The San Diego-based small group tour company specializes in day trips to Mexico.“It’s killing me. It’s really killing me,” West Barba said. “We go to Ensenada, Rosarito, and Tijuana, and the Guadalupe Valley for wine tasting."After the migrant caravan rush toward San Ysidro, Barba's phones have been ringing off the hook with last-minute cancellations.“They say ‘It’s going to be a problem coming back. Are we going to be in danger?’” Barba said. Each day trip, Barba usually has ten clients. Not anymore. With more clients canceling daily, he has no choice but to cancel the trips altogether.“10 customers to one customer. My profit went from 0 to zero a day,” Barba said. Barba said his counterparts in Mexico are also feeling the tourism lull. There are several reports of popular tourists areas in Rosarito, looking like ghost towns. Barba had no clients Sunday but still drove his tour van south of the border.“I have a great, great customer named Kathleen, and she put together her neighbors, and we put all the clothes together,” Barba said.Barba's customer inspired him and his family to gather clothes, shoes, and anything else he thought would help the migrants stuck in Tijuana. He put those donations into a suitcase and drove them to the migrant camps. He was struck by the conditions he saw first-hand.“Sleeping on the ground, under those tents. It gets me,” Barba said. Barba is fully aware that the recipients of his donations are the reason for his company’s dismal profits. But at the end of the day, he said his heart wins over his pocketbook. “Even though they are affecting our business, it’s not about ‘We hate you. You guys aren’t helping us. We’re not going to help you.’ No, it’s not like that. We actually want to give back also. Listen, we are all humans. We need to help each other,” he said. Barba is a proud U.S. citizen. He became one after he and his American wife escaped dangerous conditions in Colombia decades ago. SAN ONOFRE (CNS) - The California Coastal Commission voted 10-0 in a special meeting Thursday to approve an inspection and maintenance program allowing Southern California Edison to store spent nuclear fuel in a storage site at the San Onofre Nuclear Generating Station.The program outlines actions SCE will take to inspect the canisters that contain spent nuclear fuel, as well as how potential issues with the canisters will be remedied.Robotic devices will be used to inspect the canisters and site conditions will be simulated on a test canister, which will be observed for potential degradation. Two spent fuel storage canisters will be inspected every five years starting in 2024, and the test canister will be inspected every two to three years.Canister flaws will be repaired by applying a nickel-based metallic spray, and the presence of flaws may result in increased canister inspection frequency and an increase in the number of canisters inspected.The inspection and maintenance program was also reviewed by the engineering consulting firm LPI, which provided recommendations that included the increase in canister inspections should flaws arise.Nearly 3.6 million pounds of spent nuclear fuel are stored at the plant, which stopped producing electricity in 2012.Concerns remain over the plant's proximity to the ocean and the potential for the site to be affected by rising sea levels, tsunami inundation, seismic hazards.By 2035, the commission may look to relocate the canisters to another site, although no such location is available, according to a commission report.The report states that though the commission "has consistently voiced its concern that there is no permanent or long-term repository for spent nuclear fuel from SONGS or the other nuclear power plants along the California coast," no such repository has been identified by the federal government, necessitating storage on-site at SONGS and many other nuclear power plants across the country.The inspection and maintenance program is designed to ensure the canisters "will remain in a physical condition sufficient to allow both on- site transfer and off-site transport," should such a site become available. 2198

Developers of East County’s Fanita Ranch project will try to win over residents at a meeting Wednesday night. 10News first covered the housing proposal in 1999. Fanita Ranch would bring nearly 3,000 homes, a school, parks, and open space. Councilman Stephen Houlahan says the project would bring more money to Santee. “The city needs to grow; that’s just how it is.” Some residents oppose adding more people and traffic. “The traffic getting to and from work is a major issue.” In 2007, the developer submitted a plan that received fierce opposition. 12 years later, they are presenting a new one at council chambers. SANTEE, Calif. (KGTV) - An East County family is channeling their pain into helping domestic violence survivors in San Diego. The family's loved one, 19-year-old Kiera Bergman, was murdered last year in Arizona. ”What helps us is being able to help other people and we want her story and her memory to stay alive and that’s why we’re choosing to do donation drives, because we want to be able to help people that are in the same situation she was in," said Mindy Tarantino, Kiera's aunt. Investigators believe Bergman's boyfriend, Jon Clark, is responsible for her death. Clark faces first-degree murder charges and is set to stand trial in a few months. “I'll look at pictures that I have of her and then all of a sudden you just get overwhelmed, I get anxiety really quick, and it just really hits me that she’s gone," said Kiera's grandmother, Sandie Bergman.
