SAN DIEGO (KGTV) -- A woman was arrested Monday afternoon after police say she stole a vehicle with two children inside.Police say Rodney Cole left his 3-year-old son and 8-year-old daughter in his car with the engine and air conditioner running around noon on the 200 block of Euclid Avenue.After he went into a business, a witness reported seeing a woman, later identified as Leslie Saenz, get into the car and drive away with the children inside.Monday night Cole explained the terrifying ordeal to 10News.His 8-year-old daughter, Malaiha, told police she was able to call the police and tell dispatchers that she and her brother Jackson had been kidnapped. "They said, '911 whats your emergency?' and I said, 'me and my little brother got kidnapped,'" Malaiha said. "and (police) said, 'where are you and what can you see?' and I said, 'signs for the Mexico border.'""(The woman) tried to take the phone away from me but I moved away from her, and she said, 'give it to me, or I’m going to drive in circles and take this car and crash into the freeway wall.'"That's when she gave the phone to the woman, but the police acted quickly.  Roughly 30 minutes later after the car was stolen, Border Patrol detained the woman as she was trying to cross the border into Mexico.  Police have since taken Saenz into custody.Cole told 10News he bought the phone for the kids a few months ago, but it's not an activated line. SAN DIEGO (KGTV) - Westview High School officials Wednesday scrambled to cover up offensive graffiti painted prominently on campus overnight.A custodian discovered the graffiti over a "W" in the center of campus "defaced with graffiti containing offensive symbols and language," according to Westview Principal Tina Ziegler.The graffiti was described to 10News reporter Steve Fiorina as depicting several swastikas, sexual and crude language, profanities, and obscene drawings.In a letter to parents, Ziegler said campus security and custodians worked quickly to prevent students' exposure to the graffiti: 639

SAN DIEGO (KGTV) - US Coast Guard officers will be out in full force over the holiday weekend. They've launched Operation Dry Water to help cut down on the number of arrests for people boating under the influence of drugs or alcohol."We want everybody to have a great time and do it in a safe manner," says Lt. Commander Ellen Motoi, the Chief of Enforcement for the San Diego Sector of the Coast Guard."We're going to have a lot more boats out there from the local side, as well as Harbor Police. They'll be promoting safety and looking for boaters under the influence," says Motoi.Alcohol is the leading cause of boating accidents, according to the Coast Guard. They look for erratic speed, dangerous course headings and boats coming too close to other vessels as warning signs that someone may be drunk while operating a boat.Operation Dry Water is a nationwide program. In 2018, they made 494 BUI arrests and issued 7,305 other citations.Like driving, the legal limit for alcohol while operating a boat is .08. Anyone arrested for BUI could face jail time, a loss of their license/credentials and a hefty fine.Aside from BUI, Motoi says the emphasis of Operation Dry Water focuses on safety."It's not worth it," says Motoi. "We encourage everyone to think twice before you get on a boat."Motoi says the most common mistake people make is not to wear a life jacket. The Coast Guard says 80% of all drownings happen because people aren't wearing one.The Coast Guard also wants boaters to know they shouldn't shoot off flares or fireworks from their boats. SAN DIEGO (KGTV) -- Years of emails and persistence finally paid off for a Del Cerro man whose sister died while crossing the street five years ago. Vahid Hamzavi's sister, Mina, was killed while crossing the street at the intersection of Navajo Road and Margerum Avenue. There are crossing signs and buttons, but no designated, marked crosswalk. Hamzavi started asking for a crosswalk at the deadly intersection in 2016. In February, he reached out to 10News because nothing had been done. City Councilmember Scott Sherman's office told us there would be a crosswalk installed by March or April, but still nothing. Last week, Hamzavi called the councilmember's office again. Sherman's office told him they expedited the work order with the Department of Transportation and Storm Water and that the crosswalk would be in place by Friday. On Monday, crews were already out measuring and outlining the design for the crosswalk. The work is expected to be complete on Tuesday.Hamzavi says the wait was worth it and he hopes the intersection will now be safer for those walking in the neighborhood.  1153
