SAN DIEGO (KGTV) - San Diego lawmakers responded Friday to President Donald Trump’s comments about border wall construction and funding as the government shutdown stretched into day 13. Trump declared he could keep parts of the government closed for "months or even years" as he and Democratic leaders failed in a second closed-door meeting to resolve his demand for billions of dollars for a border wall with Mexico. “We did a lot of wall in San Diego,” Trump said at a White House news conference. “They wanted it very badly.” Trump cited concerns about the U.S.-Mexico border, including entry by terrorists, drug smuggling, and human trafficking. San Diego County’s congressional representatives emailed comments to 10News regarding the president’s statements. “San Diegans view our proximity to Mexico as an opportunity, not a threat, and we recently celebrated building a bridge between our two countries – not a wall – a bridge with adequate customs staffing so people can travel back and forth easily, and legally,” wrote Rep. Scott Peters. “San Diegans want smart, innovative border security – not the wasteful wall that President Trump wants to build as a monument to himself.” Congressman Duncan Hunter, San Diego County’s lone Republican representative, issued a statement through his public information officer. “Congressman Hunter believes President Trump needs to stand strong on the issue of border security and his description of it as a ‘national emergency’ means he has a firm grasp of its importance. SAN DIEGO (KGTV) — San Diego Police Friday arrested a fugitive sex offender from New York who was reportedly spotted in the area this week.Dale Dulac, 57, was arrested just after 1:40 p.m. Friday in the 1500 block of Imperial Ave. peacefully. Dulac was reported in the area after fleeing New York and violating his parole.He was charged with felony vehicle theft and receiving stolen property by San Diego Police. According to the United States Marshals Service, Dulac was also being held on a fugitive warrant for violating his parole when he left Niagara Falls, New York, on Sept. 20. 596

SAN DIEGO (KGTV) - San Diego County is nearing a move into the state's most restrictive tier of COVID-19 regulations.California launched a tier system in late August to measure COVID-19 risk within a county. San Diego County is now moving into the so-called purple tier, or widespread tier. Moving into that level would trigger stricter regulations, including the indoor closure of several businesses like restaurants and gyms.Some restaurant owners say if San Diego County moves into that tier and they are ordered to close their indoor dining areas, they will not follow the orders."We really want to push against it. There's no other way of making it nowadays," said Nick Kacha, the manager of Rudford's Restaurant in North Park.On Thursday, they put up a sign outside the restaurant that says, "Stand Up Small Business. #Defy""We're hoping other businesses will stand up with us and join the wave," Kacha said. He says nearly a dozen other businesses have said they will also stay open.Restaurant owner, Todd Brown, says he's still deciding what to do. He owns several restaurants, but the one is focused on is Bub's at the Beach in Pacific Beach. Brown says he is worried if they have to close again, they might close for good.Both businesses have followed the public health orders since the pandemic started. Gray whale season typically takes places from mid-December to April, while blue whale season is around mid-June to September.So naturally, many residents and tourists will flock to the sea and coastline as whales flock to our waters for food. And if you're going by sea, Biagini says a little research can go a long way in finding a great experience.Here's some tips on how to best view natures gentle giants in San Diego, either by land or sea.By landWhile whale watching from the shore won't get viewers close to the animals, it is a cheaper alternative that can be just as fun.Cabrillo National Monument, Torrey Pines Glider Port, Sunset Cliffs, and Fletcher's Cove in Solana Beach are great spots to watch for sprouts of whales from shore, according to Biagini.At Cabrillo, viewers can head to Whale Overlook or the Old Point Loma Lighthouse to lookout for whales. "Honestly, just for companies that publish their daily sightings."Most whale watching companies will update their websites to reflect what they're seeing on the waters, some daily. SAN DIEGO (KGTV) -- San Diego Police are investigating following a deadly hit-and-run in Clairemont Wednesday night. According to police, the incident happened around 7:30 p.m. on the 5500 block of Clairemont Mesa Boulevard. Police say a 44-year-old man was found dead on the eastbound lanes of traffic. They say he was struck by a car, which fled the scene. Then the man was hit by two other vehicles as he was lying on the road. Both also fled the scene.Clairemont Mesa Boulevard near Dubois Street was closed for several hours during the investigation. 563
