SAN DIEGO (KGTV) – Major developments came late Tuesday to create countywide policy changes related to policing reforms. After several hours of testimony and public comments, all three parts of a policy package were voted on and passed by the San Diego County Board of Supervisors during a special meeting.It was introduced by Supervisor Nathan Fletcher who said it was designed to create more transparency and to start to change systemic and structural racism that has caused pain and harm to generations of African American people.The three proposals that passed include launching mobile crisis response teams made of social workers and clinicians instead of law enforcement for some mental health and homeless services and emergency calls, increasing independence and strengthening oversight of the Citizen’s Law Enforcement Review Board and establishing an Office of Equity and Racial Justice.ABC10 News listened in as callers weighed in on both sides of the debate over the creation of an Office of Equity and Racial Justice. Many callers were in favor of its creation. Others argued that the County should consider a bolstered version brought forth by civil rights activist Rev. Shane Harris who recommended that the County increase the number of staffers assigned to the Office and increase its budget to million.The Board of Supervisors decided that the passed proposal for the Office of Equity and Racial Justice will need to be reviewed by an independent consultant and the Human Relations Commission will need to provide guidance on the Office’s mission.Late Tuesday, the Office of Supervisor Nathan Fletcher sent ABC10 News the following statement:“The Board of Supervisors today voted to support the entire Racial Justice and Law Enforcement Realignment Policy Package authored by Supervisor Nathan Fletcher and crafted in partnership with respected leaders from the Black community. The three policies will strengthen the Citizen’s Law Enforcement Review Board Authority and Independence, create an Office of Equity and Racial Justice for the County of San Diego and launch countywide Mobile Crisis Response Teams (MCRT) to allow trained mental health clinicians, not law enforcement, to respond to non-violent service needs. The group released the following statement after the vote:‘The community called for change, and today’s action is a step forward. Tackling deep seeded issues of systemic and structural racism is not going to be easy and at times it will be uncomfortable, but, we will be a better organization and a better people because of the actions we take to support racial justice and realigning law enforcement. SAN DIEGO (KGTV) -- It is a trend that happens around election time—an increase in hate crimes.“The weeks before and after, particularly the presidential elections, we do see a pretty marked increase in hate crimes,” said Leonard Trinh with the hate crime unit at the District Attorney's Office. “In 2016, the two weeks after the election were very busy. In fact, I think the busiest day for hate crimes was the day after the 2016 election. But that was true in 2012 and 2008 and before.”In June, a man was caught on cell phone video punching a Black Lives Matter demonstration in Imperial Beach. The DA’s office filed felony assault and battery charges and hate crime allegations against two men, Jeffrey Brooks and Henry Brooks Jr.In September, the St. Peter’s Chaldean Catholic Cathedral in El Cajon was vandalized with a mix of graffiti. Swastikas, “BLM,” and “Biden 2020” was spray painted on the exterior.Last month, Rabbi Yonatin Helevy said he was attacked by a teenager on a bicycle, who hit him over the head and yelled a racial slur. A 14-year-old was arrested.Trinh said as of Friday, there were 42 potential hate crime cases this year. Six of them were reported in the past few weeks. 17 people have been charged so far.He said they are currently reviewing two more potential hate crime cases that came in this weekend. “We work very with our law enforcement partners and with community leaders,” Trinh said. “We encourage them to report hate crimes and hate incidents whenever they happen.”Trinh said the pandemic has also affected the local Asian-American community. Two hate crime cases were filed in connection to anti-Asian sentiment. In the two previous years, there were no hate crimes filed involving hate against this community.Trinh explained the difference between a hate crime and hate incident.“A hate incident is the use of a racial slur or a homophobic slur or anti-Semitic slur where there’s no threat of violence directed at any person or group of people and no ability to carry out that threat,” Trinh said. A hate crime involves physical harm and actual threats.People should not dismiss hate incidents as harmless, Trinh said.“Those are still concerning because incidents are oftentimes precursors to hate crimes.” Trinh added.Imam Taha Hassane with the Islamic Center said they have seen an increase in reported hate incidents.“We’re working basically at this moment with our local law enforcement to secure our houses of worship,” Hassane said.He said they are preparing for the worst, but hoping for the best.“We don't want people to be at risk or threatened just because of this election,” Hassane said. “The whole world is watching. The whole world is observing and we want to show our civility, our respect to one another, no matter what the result of the election will be.” 2821

SAN DIEGO (KGTV) — Just days after San Diego County ordered a shutdown of indoor dining and San Diego Mayor Kevin Faulconer signed an executive order that makes it easier for restaurants to move seating outdoors, many restaurants are already opening up business outside.Johan Engman is the owner of Rise and Shine Hospitality, which has 18 restaurant locations under the umbrella. Ten of those are Breakfast Republic. He said about half of the 18 locations have expanded to include either sidewalk, parking lot, or shared courtyard space for tables.“Let’s not waste our time complaining or feeling sorry for ourselves. Let’s figure out what do we need to do to give us the best odds to survive this and let’s just do it,” said Engman.For the Pacific Beach Breakfast Republic location, he said there were about 170 seats prior to coronavirus. Once there were social distancing limits, he could seat about 80. With the new ban on indoor seating, that left only about 30 seats on his patio, so the addition of parking lot space will bump seating back up to about 80 people. He said financially, they’re taking a hit, but he made the decision to stay open to help his employees.“Not only seeing how financially detrimental that is, but the morale. So you lay off all your managers then you hire them back. Imagine them literally a couple weeks later you send that message again,” he said.Similarly, La Puerta is seeing the roller coaster of numbers. Owner Merritte Powell said the Gaslamp restaurant is also expanding onto the sidewalk. He said customers will notice a difference, but hopes something is better than nothing.“You’re sitting next to a building, next to a doorway, you’re also going to be a couple feet from a parked car,” he said, referring to the new setup.He said he’s hoping to add plants and lights eventually to make it more aesthetically pleasing and could see a permanent future for sidewalk dining like this if it is successful. He said this could be beneficial in areas like the Gaslamp that lack a lively presence that the outdoor dining will likely bring.Both business owners said the Department of Alcohol Beverage Control has been working quickly and efficiently to help get them the liquor permits they need for the parking lot. Pictures from local photographer Jim Grant show the "Diners, Drive-Ins, and Dives" host mingling with the restaurant's crew and taking photos with fans.City of San Diego spokeswoman Alma Rife said the city had issued a "blanket permit," or filming throughout San Diego, for an untitled Food Network program from March 4-7. SAN DIEGO (KGTV) — Memorial Day Weekend kicked off Friday night on the USS Midway. As a part of their Legacy Week, they had their annual benefit concert. This year, Daughtry took the stage. Kevin Beam is a big fan and made sure to buy his tickets early, “you got Memorial Day Weekend, Daughtry and beautiful San Diego”. People filled the top deck of the Midway. Ahead of the concert, the USS Midway Foundation presented three ,800 checks to different local charities. The night served as a way for people to remember and honor those who gave the ultimate sacrifice. Penny Erickson was especially grateful for the event Friday, “I’m from a military family my dad was from Pearl Harbor so it means a lot to me.” Chuck Erickson is a volunteer for the USS Midway and a veteran. Friday night, he tells 10News he’s making sure he is grateful all weekend long, “a lot of people lost their lives giving us the freedom we have today”.
