SAN DIEGO (KGTV) -- Police Wednesday released bodycam video following a deadly officer-involved shooting in Oak Park in late January. The graphic video opens with San Diego Police Chief David Nisleit explaining what led up to the shooting. According to Nisleit, officers spotted Toby Diller, 31, on the 2900 block of 54th Street with an open container of alcohol. RELATED: Officers, suspect identified in deadly Oak Park shootingNisleit says officers activated lights on their patrol car and tried to make contact with Diller, but he ran away. Video of the incident shows the officers, later identified as Benjamin Downing and Devion Johnson, running after Diller before catching up to him. At that point, Nisleit says Diller resisted arrest, grappling with police on the ground. "The officers gave him verbal commands to stop resisting, but he refused to cooperate,'' Lt. Matt Dobbs previously said. SAN DIEGO (KGTV) - New statistics from San Diego County show the zip codes closest to the border have the most cases of COVID-19.According to the County's Coronavirus Heat Map, the zip codes 92154, 91911, 91910, 92113, and 91950 are the five highest for positive tests. Those zip codes make up the area of the County stretching along the harbor from San Ysidro through Chula Vista and National City.Those five zip codes account for more than 21% of all the positive tests in the County.The zip code that makes up most of San Ysidro, 92173, has the highest number of cases per capita in the County. In that zip code, one out of every 14 people has tested positive."We don't want these numbers to continue going up," says Adriana Bearse, the Research Program Manager for San Ysidro Health."When cases rise, it's not only people's health that gets affected. It's also other aspects of their lives like their job situation and their family situation."Bearse says the Pandemic is taking a disproportionate toll on the South Bay's minority community, especially among Latinx and Hispanic populations."These people are working essential jobs, people who may live in multi-Generational households, and also people who may not necessarily have as much access to other resources as other people in the community," she says.That includes less access to quality health care, food assistance, and financial assistance. The lack of help leads to more cases and more deaths.County records show 50% of San Diego's COVID-19-related deaths are among Hispanic or Latinx people, even though they make up just 34% of the County's total population.It's starting to take a toll on the South Bay healthcare system.At Sharp Chula Vista, the ICU in their brand new tower is 85% full. Of those patients, 38% are either COVID-positive or under investigation for COVID-related illness.Emergency Doctor Karrar Ali says it's overwhelming to think about what could happen in the next few months if cases keep rising."If the prediction is that this is going to be another second or third or fourth wave, I don't know if anyone's going to be prepared," he says.Healthcare workers in the South Bay are finding some solutions.Dr. Ali says sometimes it's as simple as reminding everyone to wear a mask and social distance.Bearse says San Ysidro Health has several outreach, discount, and educational programs available. One, "Testing With Care," offers a free telehealth visit to anyone who gets a COVID-19 test."That way, we can help walk the person through all these follow up items that are needed," she says. "We also make sure they can get follow-up care if they get a positive test."Healthcare workers also remind people in the South Bay to get a flu shot so local clinics and hospitals don't get overwhelmed by a double pandemic this fall. 2817

SAN DIEGO (KGTV) - More than 140 items stolen from an auto crime spree in San Diego have been recovered and now, authorities are trying to track down their owners.Malcolm Brown, 22, and Alexis Carr, 25, were arrested in connection with the crime spree. Brown has pleaded guilty to vehicle theft and residential burglary, while Carr has pleaded guilty to auto theft and burglary.The two were located after Chula Vista Police found a stolen vehicle at a motel parking lot. SAN DIEGO (KGTV) - On Tuesday the North San Diego Business Chamber honored first responders who've gone above and beyond in their duties protecting the community. One of the recipients was San Diego Police Department K9 Officer Jonathan Wiese, honored for his actions during the active shooter incident at the Chabad of Poway synagogue.Wiese was on his way to meet his family for lunch when he heard the shots fired call and immediately responded to the area.Despite having little information and no back-up, Officer Wiese was able to track the suspect down who then surrendered. "Active shooter is right up there with 'officer down'; the calls don't get more intense than that, when you know someone is actively shooting there's going to be multiple victims, there's going to be a large scene, it's going to be chaotic," said Wiese. Officer Wiese says his 20 years of training kicked in."I tried not to think about the danger, just tried to figure out what I needed to do," said Wiese. "Every single day we have great stories like this, and so I want the public to know this is not unusual, this is our normal," said Chief Craig Carter with the Escondido Police Department. SAN DIEGO (KGTV) - Newly-released records detail several officer involved shootings involving a San Diego Police officer.The City of San Diego released several written reports along with body worn camera video and audio of police and witness interviews. The shootings took place in 2016 and 2017 and involved San Diego Police Officer Richard Butera.In December 2017, San Diego Police received several 911 calls regarding a man trying to break into homes in the Sunset Cliffs neighborhood. Police say that when they arrived, 24-year-old Kyle Zahacefski was in the front yard of a home in the 1200 block of Trieste Drive.Zahacefski began throwing bricks at the police officers, they said. Next, he took off running and the officers lost sight of him. Officers then heard sounds of glass breaking and they discovered a shattered glass door on a home in the neighborhood. Believing the residents may have been in danger, officers entered the house immediately and located the suspect in the kitchen.Zahacefski grabbed a knife and pointed it at his throat. The officers ordered him to drop the knife repeatedly but he refused. Instead, Zahacefski pointed it at the officers and began walking quickly towards them.One of the officers, later identified as Officer Richard Butera, fired several rounds from his AR-15 rifle and another officer fired one round from his bean bag shotgun.In June 2018, District Attorney Summer Stephan said the shooting was justified. Along with body-worn camera video, police released a more than 500-page report detailing their investigation.Police also released an investigative report and audio interviews regarding a 2016 Hillcrest area shooting.Officer Richard Butera fatally shot Joshua Sisson , 30, while responding to a domestic violence incident on Lewis Street. Police say Sisson turned and pointed a large kitchen knife at Butera and was shot in the chest when he advanced towards the officer."The knife-wielding suspect refused to comply. The suspect aggressively advanced towards the officer with the knife," said San Diego police Lt. Manny Del Toro.After Sisson's death, police discovered he had been wanted on a warrant for alleged felony parole violations.A criminal records check showed Sisson had served prison time for setting a family's home on fire in 2009. He pleaded guilty in that case to 13 counts of attempted murder, one count of arson and one count of carrying a concealed weapon.In audio recordings released by the department you can hear Butera describe where he was standing when the shooting took place. An audio interview with a witness also gives insight into what police encountered.“The officer yelled 'stop' again, both times it was very clear, 'stop',” an unidentified male witness said. “The suspect this time turned to his left and his hand went into his waistband.”According to 10News records, Butera has been involved in three other officer involved shootings.In a statement to 10News a spokesperson for the San Diego Police Department wrote, “Officer Butera has been a sworn member of the San Diego Police Department for the past 17 years. In addition to his patrol duties, he has been a member of the SWAT team for over 10 years. Officer Butera has been involved in incidents in which he has discharged a firearm to stop a deadly threat to himself and the public. Each of these incidents were investigated by the Homicide Unit and the investigations were ultimately presented to the San Diego County District Attorney’s Office for review.
