SAN DIEGO (KGTV) -- Caltrans Friday unveiled a new study aimed at reducing delays on freeways throughout San Diego County.The study is being held on State Route 78 between Vista Village Drive and Interstate 15.In order to reduce stop-and-go traffic, the study will use seven electronic speed limit signs that will tell drivers the speed that will optimize their commute.“The aim of synchronizing traffic is to gradually slow traffic in advance of a bottleneck in order to keep traffic moving and avoiding stop and go traffic,” said State Route 78 Corridor Director Allan Kosup. “Essentially we are asking motorists to slow down to go faster.”Kosup equated the idea to pouring water into a funnel. Pouring it fast causes it to overflow, while pouring it more slowly gets all the water through efficiently. The signs will display advisory speeds at increments and decrements of 5 miles per hour based on traffic conditions.Drivers expressed skepticism at the program working."Even if I was to go that speed, the other people would be honking their horns behind me," said Michael Ciuzak, who said he tries to avoid the 78 on his commute to San Marcos. Caltrans noted that the speeds are not enforceable, but should help reduce delays. SAN DIEGO (KGTV) -- Authorities are searching for a woman who disappeared while driving from San Diego to Victorville nearly two weeks ago. According to the San Bernardino Sheriff’s Department, 53-year-old Izetta Burney went missing on November 24. Burney disappeared while driving home to Victorville after visiting a San Diego spa, a friend tells 10News. According to the friend, Burney’s phone goes straight to voicemail and her credit cards and bank account show no signs of activity. Burney was last seen in Victorville driving a black 2008 four-door BMW with California license plate number 7EXG207. She is described as five feet, 11 inches tall with a tattoo on her right arm and a mole above her lip. She was last seen wearing a black top and black spandex pants. SAN DIEGO (KGTV) — Border Patrol agents arrested five people in connection with a human smuggling incident, including one man convicted of being a sexual predator.A vehicle traveling through a temporary immigration checkpoint in Potrero failed to stop at about 6:30 a.m. Wednesday, according to U.S. Customs and Border Protection, before agents stopped the vehicle several yards past the checkpoint.Agents say five males in the vehicle were questioned. Three passengers in the vehicle's backseat said they were from Mexico but had no U.S. documentation, according to CBP. The driver and front seat passenger claimed to be from the U.S.The driver and front passenger were arrested on suspicion of smuggling and the three other passengers were arrested for being in the U.S. illegally, CBP said. During a records check at a nearby station, agents learned one passenger, a 39-year-old Mexican national, was convicted in 2012 of kidnapping and rape of a minor in San Diego. He was sentenced to a seven-year prison term and removed from the U.S.“I am proud of the great work agents demonstrated in arresting this known child predator,” said Chief Patrol Agent Douglas Harrison. “Their actions help keep our communities safer.”Both U.S. citizens face human smuggling charges and the previously deported Mexican man faces federal charges. SAN DIEGO (KGTV) - Dangerous rescues are on the rise on the cliffs along San Diego's coastline.Broken bones, medical emergencies, even death: these are just some of the calls to San Diego Lifeguards, tasked with performing these rescues. According to a recent Team10 investigation, those calls to lifeguards have doubled in the past four years."We're out here assisting people on a weekly basis," lifeguard Lt. Rick Romero said. "It's pretty dangerous; people can fall, people have fallen, people have died, people have suffered traumatic injuries."Romero said lifeguards average 70 to 100 rescues a year at Sunset Cliffs and Black's Beach. The less-serious calls have been anything from people getting stuck, to medical emergencies, to hikers simply getting lost. The more serious calls involved traumatic injuries and death.RELATED: Cliff, air rescues on the rise in San Diego CountyAccording to data 10News requested from the San Diego Fire-Rescue Department and San Diego Lifeguards, there have been 74 cliff rescue calls from June 2017 to the beginning of October 2018. Of those calls, nine serious injuries and one death have occurred this year at Sunset Cliffs. Black's Beach had 11 serious injury calls.Romero said the uptick could be explained as the secret spots no longer being secret."We've seen population growth, tourism growth, social media growth...all affect just more people coming down," Romero said.Lifeguards are on duty 24/7 to help in these situations. Cliff rescues have become so common, rope skills are now as basic for them as work in the water.Carrying 40 to 50 pounds of gear each, typically seven lifeguards and three trucks respond to most cliff rescues. Romero said while each rescue is different, most take 45 minutes to an hour to complete.Resources are pulled from other areas along the beach. If rescue crews need to use a helicopter, the cost is more than ,000 an hour to operate.The rescues are paid for by taxpayers, provided by the city, no matter if the patient is a victim of an accident or reckless."We just ask people to bring their cell phones, pay attention to where they're going, have sturdy footwear," Romero said. 2193

  

SAN DIEGO (KGTV) - As the country celebrates the 50th anniversary of the Apollo 11 moon landing, people in San Diego are looking back at how companies in this city helped NASA achieve the historic flight.You could argue that, if not for San Diego, the moon landing would never have gotten off the ground, or landed safely on the moon.Ryan Aeronautical Company built the lunar radar system that helped guide the lunar lander as it touched down on the moon's surface.General Dynamics built the Atlas Rockets that took some of the flights into outer-space."They didn't take them all the way up to the moon with the Atlas, but they helped set the stage to move forward to doing it," says San Diego Air and Space Museum Marketing Director David Neville.The museum has an Atlas Rocket on display at Gillespie Field, towering above the skyline. It also has the Apollo 9 capsule at Balboa Park.One of the docents at the museum worked on the antennaes that helped the capsules stay in constant contact with mission control."I can bring people over here and point to it and say that's what I did," says Ronald Pitcher, who volunteers at the museum and was an engineer working on the Mercury capusule, the Gemini and the Apollo spacecrafts. "It's a proud moment to be able to do that."Pitcher says he feels privileged to have played a small role in landing a man on the moon. He wishes the US had sent more people up."There's no question in my mind that we should go back," he says. "We should have done it when we had the technology and the poeple and experience and facilities in place."Saturday night, on the 50th anniversary of the landing, the Air and Space Museum will host a party to celebrate.
