SAN DIEGO (KGTV) — The San Diego Council is expected to vote Monday on a controversial proposal by a developer to build a large office park on land surrounded on three sides by the Del Mar Mesa Preserve. Residents who live nearby have been fighting the project and hope to convince the councilmembers to block it.The project, called "The Preserve at Torrey Highlands," would go on a piece of land south of Sr-56 at Camino Del Sur. Locals call the property "The Notch" and say it's a mystery why the 11-acre parcel was left out of protected zone when voters approved the Preserve in 1996.The best explanation, several residents told 10News, is that the land was owned by the Catholic Church, which planned to build on the property. The Church project was approved but never built and the Church sold the land in 2015.A spokesperson for the developer, Cisterra, told 10News that the land was always meant for development and that an office park is much-needed in the area: "The Preserve at Torrey Highlands will help grow the innovation economy by creating a place for nearly 2,000 high-quality, high-paying jobs."Opponents say voters intended any development on the land to be low-rise and fit the character of the neighborhood. 1235

SAN DIEGO (KGTV) -- The parents of more than 600 migrant children still haven’t been found, more than two and a half years after thousands of children were separated from their parents at the border. The separations happened from 2017 to 2018, as part of President Trump’s zero tolerance policy.According to a tweet from the ACLU, the parents of 666 migrant children have not been found, that number is over 100 more than what was reported during a court hearing in late October. The zero tolerance policy started in 2017, when over 2,700 children were separated from their parents after crossing the U.S. - Mexico border. The policy was ended by San Diego federal Judge Dana Sabraw in 2018.Last month, the same judge asked the Trump administration to do more to help find the children’s parents.Richard Villasana is the founder of Forever Homes for Foster Kids, a San Diego charity that helps locate families of children in the U.S. foster care system, often times working in Latin American countries.“Some of these children will never be reunited with their parents because there was just not enough information to work with,” says Villasana. The ACLU says the children’s parents are believed to be in their home countries. Villasana says the process of finding relatives in other countries is very complicated, often times only having a last name or a city to work with. Other times, Villasana says, volunteers have to depend on the child’s memory for information, which can be challenging if they are too young.“Depending upon their age, they’re probably not going to be of any help to help the attorneys with ACLU and those non-profits to connect them to their parents,” explains Villasana. As reunification efforts continue, Villasana expects that it will be years before these children’s parents are found and he says it’s likely some will never be located.Another court hearing is scheduled in San Diego on December 4th. 1932

SAN DIEGO (KGTV) -- The San Diego Rapid Response Network (SDRRN) gave 10News an exclusive look inside the shelter where they help asylum seekers daily. The location of the shelter is kept private to protect the migrants. Rapid Response usually houses people for 24 to 48 hours. When migrants first arrive, they see a doctor the go to an intake room where volunteers help make travel arrangements with family members already inside the U.S. The migrants are fed three times a day and are each given a full set of clothing. Sometimes, the network even funds their travel plans. Volunteers at the shelter tell 10News they are running out of resources to continue helping. They want city, county and state officials to step in and help. In the meantime, they are relying on donations from the community. They've set up a GoFund Me campaign and a travel fund for the migrants who need help with transportation. The city tells 10News they are exploring all options to help.Tuesday, the asylum claims of six Hondurans were accepted for processing, ending a 17-hour standoff, according to the Associated Press. The asylum seekers arrived at the crossing Monday afternoon but after several hours in the U.S., inspectors agreed to process claims of eight unaccompanied children and a mother with her five children. Six more weren’t initially allowed into the country and sat on blanket through the night before authorities processed their claims. The impasse highlighted a U.S. practice to limit entry for asylum seekers at official crossings when they are at full capacity, which it calls "metering" or "queue management." 1622
