VISTA, Calif. (KGTV) - The parents of a two-year-old boy say they're still reliving the terrifying experience they faced in a store parking lot over the weekend.Peter Kopcak and his fiance Jennifer Lawson were backing out of the Costco parking lot on Hacienda Drive in Vista Saturday afternoon."I just seen out of the corner of my eye this guy running down between the two cars, and I didn't know what he was doing," said Kopcak.The couple said the guy tried to rip their toddler out of his car seat."He opened the car seat back door, reached in and grabbed my kid, she jumped out of the car, left it in reverse, I put it in park. I jumped out, he was trying to grab the carseat and, she pushed him and I just had to take him down," said Kopcak.Kopcak tackled the man to the ground."I took him to the ground and did what I had to do to subdue him, a bunch of people, an off duty officer pulled me off the guy and held him down told him to put his hands behind his back," said Kopcak.Sheriff's deputies arrested 37-year-old Adam Glavinic. He's facing charges of felony attempted kidnapping and being under the influence of a controlled substance."I thought he was going to take my kid and I wasn't about to let that happen, I'd do anything I could to stop him cause that's the worst nightmare, just having someone A, touch your kid, B, try to take your kid," said Kopcak.The couple was also upset to learn Glavinic was released from jail on a 0,000 bail Sunday."I couldn't stop crying when I found out, cause he will do this to someone else and who knows if it's a single mom or the husband isn't quick enough, and the guy takes off," said Lawson."I don't understand how he got out so fast. What if he tries to grab another kid or hurt someone else? It boggles my mind," said Kopcak.There's a backlog of out of custody cases due to the pandemic. VISTA (CNS) - A male recently reported missing from Oceanside was hospitalized this morning after he was struck by an SUV in Vista.The collision was reported just before 3 a.m. at 2405 N. Santa Fe Ave., said San Diego County sheriff's Sgt. Kevin Johnston.The pedestrian was struck by a red Dodge Dakota that was southbound on Santa Fe Avenue. ``The driver of the Dodge Dakota looked down briefly and when he looked back up a pedestrian was standing in the middle of the roadway in front of him,'' Johnston said. ``The driver of the Dodge Dakota attempted to swerve but collided with the pedestrian.''Oceanside firefighters provided first aid to the pedestrian who suffered an apparent broken leg and was unconscious with what appeared to be severe head trauma, the sergeant said.He was taken to Palomar Medical Center for treatment, Johnston said. The SUV driver remained at the scene and speed or alcohol do not appear to be factors in the crash, he said. 964

WASHINGTON (AP) — Federal officials are outlining new rules that will let operators fly small drones over people and at night. Most drones will need to be equipped with remote identification that can be tracked by law enforcement officials. The final rules announced Monday by the Federal Aviation Administration could boost the commercial use of drones, which has been slowed by regulatory hurdles. UPS, Amazon.com, and Google parent Alphabet are among many companies exploring the potential for making deliveries to consumers with drones.“These final rules carefully address safety, security and privacy concerns while advancing opportunities for innovation and utilization of drone technology,” said U.S. Secretary of Transportation Elaine L. Chao.The FAA issued the following three operational requirements:1. Operate a standard Remote ID drone that broadcasts identification and location information of the drone and control station;2. Operate a drone with a Remote ID broadcast module (may be a separate device attached to the drone), which broadcasts identification, location, and take-off information; or3. Operate a drone without Remote ID but at specific FAA-recognized identification areas.According to the FAA, the Remote ID will help mitigate risks associated with expanded drone operations, such as flights over people and at night, and both rules support technological and operational innovation and advancements. 1436

It will be the largest tax increase in San Francisco's history, doubling its current budget to fight homelessness.Prop C entered the national spotlight when big-name tech billionaires began debating the issue.Salesforce CEO Marc Benioff was Prop C's most visible and well-funded supporter, sinking nearly million into the "Yes on C" campaign. He gave numerous interviews and confronted his opponents on social media.Benioff accused Jack Dorsey, the CEO of Square and Twitter, of not not giving back to the city where his companies are headquartered. Walmart will be open an hour later at most locations across the US starting November 14. The retailer curtailed shopping hours at the onset of the coronavirus pandemic, and has been slowly expanding hours since then.Currently, most Walmart locations are open from 7 a.m. to 10 p.m., but on November 14, locations will remain open until 11 p.m., unless otherwise mandated by local government restrictions.Walmart also said that locations will continue operating a special shopping hour every Tuesday for customers 60 and older and those most vulnerable, starting one hour before store opening.The announcement comes as stores prepare for the busy holiday shopping season.
