BEIJING, March 2 (Xinhua) -- China's top political advisory body is to start its annual session Tuesday, with the focus on addressing global financial crisis. The Second Session of the 11th National Committee of the Chinese People's Political Consultative Conference (CPPCC) will open Tuesday afternoon and last nine days, said spokesman for the session Zhao Qizheng at a press conference Monday.     The session's secretariat said political advisors have submitted 296 proposals as of 5 p.m. Monday, with economy, employment and infrastructure being the main concerns as the global financial crisis unfolded. Some of them are optimistic about the goal of an 8-percent economic growth this year while others think it is difficult to realize, Zhao said.     China can achieve the goal through its efforts, said Zhao. China must try all means to ensure stable and rapid economic development and strive for the target in order to ride through the crisis, as the country's political advisors all agree.     Jia Qinglin, chairman of the 11th CPPCC National Committee, will deliver a report on the work of the CPPCC National Committee's Standing Committee over the past year, while Zhang Rongming, vice-chairwoman of the 11th CPPCC National Committee, will report how the suggestions and proposals from CPPCC members were handled since the last session, Zhao said. BEIJING, Feb. 2 (Xinhua) -- About 20 million of China's migrant workers have returned home after losing their jobs as the global financial crisis takes a toll on the economy, said a senior official here on Monday.     Chen Xiwen, director of the office of the central leading group on rural work, said about 15.3 percent of the 130 million migrant workers had returned jobless from cities to the countryside.     The figures were based on a survey by the Ministry of Agriculture in 150 villages in 15 provinces, carried out before the week-long Lunar New Year holiday which began on Jan. 25. Flexible employment policies and more training chances were also encouraged.     Meanwhile, local government departments should increase investment to provide favorable tax and fee policies to those who lost jobs in cities and expect to find new work in their hometowns.     The government also urged departments to map out basic pension insurance measures suitable for rural conditions and migrant workers to ensure their rights.

BEIJING, April 17 (Xinhua) -- Top Chinese political advisor Jia Qinglin Friday called for actively promoting friendly religious exchanges with the outside world on an equal base but firmly stemming foreign infiltration in the name of religion.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), made the remarks when addressing a seminar on religious work for ministerial and provincial level officials.     "The Party and the government have always attached great importance to religious work," said Jia, also member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau.     The CPC Central Committee has made "a series of major decisions and arrangements as well as new achievements in religious work, while the country's religious sector has maintained a united and stable situation," he said.     Jia, however, warned that officials should pay high attention to some new situations and developments in the country's religious field, along with the developments and changes in international and domestic situation, and deal with them in a proper way.     He called for firmly implementing central decisions and arrangements, going all out to safeguard harmony and stability in the religious sector, and making maximal efforts to unite both religious and non-religious people and encourage them to devote themselves to the socialist cause with China's own characteristics.     The workshop was organized jointly by the Organizational Department and the United Front Work Department of the CPC Central Committee, the State Administration of Religious Affairs, and the National School of Administration.

  

BERLIN, Feb. 24 (Xinhua) -- A business delegation of about 200 Chinese entrepreneurs arrived here Tuesday night, starting their four-state procurement tour in Europe.     The delegation, led by Commerce Minister Chen Deming and composed of state-owned, joint venture and private companies from various industries, are expected to sign deals of purchasing automobiles, machinery, aircraft engines, railway equipment and components with companies from Germany, Switzerland, Spain and Britain.     The trip is a follow-up action for the agreements Premier Wen Jiabao reached with his counterparts during his visit to the four European countries early this month.     "We come here in according with the agreements Premier Wen and the leaders from the four countries had made," Chen told Xinhua atthe Tegel Airport after he landed in Berlin.     Germany is the first leg for the Chinese delegation, and the Chinese trade officials and business leaders are to hold negotiations with their German counterparts on Wednesday.     "I believe we will have our pockets fully packed this time, and I also believe our procurements would help inject some energy into the slump economy of Europe," Chen said.     "I hope we can achieve a lot, I also hope we can get good technology standards and reasonable prices for our procurement," he said.     European Union (EU) is the biggest trading partner of China and China is the EU's second biggest trading partner. Germany is the biggest trading partner of China within the EU. According to official data released by the German side, the trade volume from January to November 2008, the trade volume between Germany and China hit 85.637 billion euros (about 109.52 billion U.S. dollars),up 10.8 percent.

  

BEIJING, April 6 (Xinhua) -- China would manage to make breakthrough in yuan-based cross-border payment system in 2009, People's Bank of China, or the central bank, said in an on-line report.     According to the report reviewing the country's payment system in 2008, China would further develop regional and international cooperation in payments, and improve the yuan-based cross-border trade settlements this year.     The report also pointed out that China's payment system had remained safe, stable and efficient last year despite severe natural disasters and global financial downturn, as a total of 1,131 trillion yuan (about 166 trillion U.S. dollars) had been spent through the payment system, 37.62 times of the GDP last year.     The central bank's high-value payment system (HVPS), core infrastructure of the country's payment system, had conducted 214 million payments worth 64 trillion yuan last year, up 24.42.     China's securities settlement system had remained steady and provided strong support to the securities business, said the report. Trading volume in China's interbank bond market reached 10.46 billion yuan, up 66.03 percent from that of 2007, it said.     According to the report, non-cash payment products, such as bank cards and bill payment, had become more popular among Chinese citizens.     Chinese people had conducted 13.8 payments through non-cash products per capita last year, up 18.1 percent from that of 2007. Up to 24.2 percent of China's retail sales last year had been spent through the bank card system, 2.3 percentage points higher than the 2007 level, it said.
